COVID-19 has been a tremendous shock to our society, in terms of loss of life, but also in economic terms. The Spanish public sector has performed a contra-cyclical policy, having increased the level of expenditures and by means of a reduction of revenues due to the performance of the automatic stabilizers, which has generated an extraordinary increased in the public deficit and in the level of indebtedness. In the short run, this has not caused an erosion of its financial credibility, but this does not preclude that in the medium, or even in the short run, the public sector has to carry out measures to achieve the sustainability of its public finances.

The health crisis situation caused by the coronavirus has activated our constitutional Law of the exception. This work analyzes, on the one hand, the existing regulatory provisions in our legal system to deal with emergency situations such as that caused by the serious effects of COVID-19; on the other hand, the specific application of the crisis law during the months of March to November 2020 and the measures adopted as a consequence of the three declared states of alarm are reviewed.

The emergence of the COVID-19 pandemic in 2020 is the main challenge faced by modern societies since the Second World War, affecting many areas of their existence. Beyond the international disparity in the degree of prioritisation by governments of the implementation of measures aimed at ensuring the survival and health of people, there is a difficult challenge to minimise the economic impact derived from the context of the pandemic crisis. This paper analyses the effects and implications of the COVID-19 in the context of advanced globalisation, in which many economic activities are involved in global value chains because of international fragmentation of production.

This essay provides a personal and reflective account of the process of adapting a PhD thesis, which was written for a panel of examiners to demonstrate academic competence, to a monograph, which in simple terms is written for a wide audience including students and academics with the aim of communicating ideas. It is hoped that this article provides insight to postdoctoral researchers who may be thinking about submitting a proposal to a publisher for adaptation of their PhD thesis to a monograph.
