The effects of digitalisation on the labour market: the case of Russia 数字化对劳动力市场的影响:以俄罗斯为例

This article looks at the mechanism of formation of new institutional traps in the labour market under conditions of digitalisation of the economy. In particular, the effects of coordination, training and pairing, as well as cultural inertia and lobbying, are analysed as structural elements of institutional traps, which in the labour market create prerequisites for the consolidation of specific social norms that reduce the overall efficiency of the economic system. It proposes that, when all the effects are implemented synchronously, they complement each other in such a way as to contribute to the formation of institutional traps in the labour market when digital technologies are introduced. This leads to an escalation of risks in the labour market, against the background of an aggravated contradiction between supply and demand, leading to a self-sustaining structural imbalance associated with the introduction of digitalisation tools. The article draws attention to inertia in the process of adaptation of public institutions, which prevents the optimal institutional set up being reached, as there is a contradiction between the previously formed model of behaviour of economic agents and the system of management.

Introducing this special issue, the author starts by summarising the rapid development of algorithmic management in urban environments at the end of the second decade of the 21st century There is a complex mutual interaction between the governance of cities and the spread of digital means for managing the delivery of goods and services to residents This leads to a simultaneous reconfiguration of public spaces on the one hand, and a transformation of economic and social relationships on the other The use of digital apps for service delivery, in particular, puts the platform at the centre of the relationship between the workers who deliver these services and the consumers who purchase them, in the process giving it access to a large body of data it can use to fuel its further expansion and control of labour This development displaces not only work that was previously carried out within the scope of formal, regulated employment relationships (based on waged labour and with statutory rights and benefits) but also work previously carried out in the informal sector The contributions to this special issue aim to explain and describe the rapidly evolving situation as it stood in 2019, at the brink of the global coronavirus epidemic At the time of publication (after these articles were written) it is becoming clear that this epidemic is strengthening and accelerating some of these trends, while, in the short term, deflecting others The analyses presented here provide a vital underpinning for any future research that seeks to understand the social, economic and political impacts of the coronavirus crisis on cities and their inhabitants © 2020 Ursula Huws

Work-life balance for transnational skilled workers in Sweden 瑞典跨国技术工人的工作与生活平衡

In the context of globalisation, increased mobility and transnational travelling, long-distance friendships, romantic partnerships and family ties are becoming more and more common. Against this backdrop, this article focuses on highly skilled employees coming from Romania to Sweden and how they construct their work-life balance there. It analyses the work-life systems of highly skilled migrants in relation both to their co-present and long-distance bonds and overreliance on work networks of contacts, as well as investigating the relation between a particular work-life balance and highly skilled transnational workers' adoption of serial or circular migration. In doing so, this research asks how the work-life balance of highly skilled migrants can be understood from a life-course standpoint. The originality of this article comes from the interest in the work-life of transnational workers of both genders and of different family configurations, when most research on the topic of work-life balance still focuses almost exclusively on women and tensions between professional demands and traditional family lives.

This article asks what can be gained by making calculability a pivotal demand for wage politics in gig economies characterised by dynamic fee structures. It examines how a small group of Berlin-based food delivery workers attempted to challenge Deliveroo’s market power by building their own makeshift calculative equipment to help them ‘reverse engineer’ the company’s fee pricing algorithm. It then documents the difficulties these ‘riders’ experienced when attempting to translate their fight for calculable earnings into a more comprehensive labour politics. Finally, the article addresses the limits of market-based struggles over calculative power, against the background of a still pervasive ‘platform exceptionalism’: a socio-legal imaginary that treats platform companies as unique business entities, enabling them to engage in regulatory arbitrage while contractually enforcing the subordination and rightlessness of gig workers.
