INDONESIA FACING THE THREAT OF CYBER WARFARE: A STRATEGY ANALYSIS 印尼面临网络战威胁:战略分析

The threat of cyber warfare may disturb Indonesia's national interests. For this reason, efforts to create cyber defense forces are essential in dealing with the threat of cyberwar in this technological age. An effective strategy is needed to be carried out by the Government of Indonesia. This article analyzes the strategies implemented by the Government of Indonesia in dealing with the threat of cyber warfare. This study represents the use qualitative approach with an analytical descriptive design. The results of this study explain that the threat of cyber warfare in the future may have an impact that could shake the stability of national security. Through the National Cyber and Crypto Agency (Badan Siber dan Sandi Negara, BSSN) as the leading sector in handling national cyber problems, the Indonesian Government has taken strategic steps to safeguard the national interests and goals of the Indonesian nation and other state institutions stakeholders involved in the management of cyber security and defense. However, in practice, there are still several obstacles such as the unreadiness of regulation, quality, and quantity of human resources and technology infrastructure owned by Indonesia in dealing with any threats that can occur at any time.

APPLICATION OF NEUROIMAGING TECHNOLOGY IN MILITARY 神经成像技术在军事中的应用

Understanding the function of the human brain at the level of cognition is a common goal of neuroscience. Neuroscience as one of the fastest-growing areas of multidiscipline that understand the biological basis for behavior through scientific research could be used in many areas, such as management, marketing, leadership, education, and military. For revealing the human mind especially soldiers as the most important part of the military, the implementation of technology to measure the brain of humans must be considered. Through this manuscript, potential uses of neuroimaging technology in the military were analyzed PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) recommendation was conducted to provide a comprehensive review of the application of neuroimaging technologies. For practical purposes, technology with advantages such as non-invasive, real-time, and mobile should be chosen. Through this study, electroencephalography (EEG), functional near-infrared spectroscopy (fNIRS), and brain ECVT (Electrical Capacitance Volume Tomography) have potential use to measure the cognitive functions of soldiers in the military. Neuroimaging technologies have potential use in the military field, especially in the level of behavioral neuroscience. By understanding how a soldier’s brain reacts to any circumstances especially those that mimic the combat situation, it has a beneficial effect on military strategy.

THE ROLE OF THE INDONESIAN MINISTRY OF DEFENSE AGAINST THREATS TO THE AGRICULTURAL SECTOR FROM A NON-MILITARY DEFENSE PERSPECTIVE 从非军事防御的角度看,印尼国防部对农业部门所受威胁的作用

The agricultural sector is the main element in the food supply, especially to achieve food security, climate change, damage to agricultural infrastructure, land conversion and declining agricultural production are threats in the agricultural sector that are currently occurring both globally and nationally can cause a food crisis. One of the government's efforts to maintain sustainable food availability is the food estate program involving the Ministry of  Defense. This study aims to identify the role of the Indonesian Ministry of  Defense in overcoming threats to the agricultural sector for the welfare and interests of national defense. This study uses a qualitative method with a literature study approach. The data collection technique is to examine empirical information or data sourced from books, journals, scientific research reports, and other literature that has links to the national defense sector and the agricultural sector, as well as open library materials such as magazines, newspapers, and websites. From the perspective of non-military defense, it can be concluded that the role of defense institutions in overcoming non-military threats, in this case, the threat of a food crisis, is as a form of support capacity in securing national food availability, both production and distribution as well as supporting non-military defense functions in the context of realizing national logistics reserves. To support the implementation of a non-military defense system in agriculture that can maintain the safety of the nation from the threat of a food crisis, it is necessary to empower non-military defense so that it has strong deterrence in preventing all threats that arise.

DISASTER RESILIENCE IN BUILDING CONSTRUCTION THROUGH CONCRETE CASTING METHODS: IMPLICATIONS FOR THE USE OF STRONG COLUMNS AND WEAK BEAMS 通过混凝土浇筑方法的建筑抗灾能力:对使用强柱和弱梁的影响

The difficulty in obtaining the construction of a strong-beam-weak column building will be encountered during the concrete casting work because in the implementation the beam may be cast using a higher quality concrete than that used for column casting. This has the potential to result in the construction of strong weak-beam columns which should be avoided in earthquake-resistant structures. This study aims to find the most effective concrete casting method that results in the construction of strong-weak beam-columns as intended above. Observations were made on the construction work of a four-story concrete construction building. Analysis by comparing all foundry works whose implementation uses ready mixed concrete made from one vendor, with those using different vendors for each casting of different building structural components. The data used are in the form of compressive strength test results for column casting samples and beam casting samples. From these data, a graph of the compressive strength sample of beam casting is made, then it is compared with the graph of the compressive strength sample of column casting. The results of the study concluded that using different vendors for casting different components of the building has a greater chance of producing a weak beam-strong column structure.

CYBER COOPERATION IN THE FRAMEWORK OF THE ASEAN REGIME 东盟机制框架下的网络合作

The COVID-19 pandemic has a given significant impact on both economics and internet-based digital services in Southeast Asia. It also applied to cross-border nontraditional security issues such as cyber-attacks that evolve continuously. The complexity of prevention acts towards cyber threats in Southeast Asia is quite complicated. Therefore, the ASEAN countries should form strong cooperation due to many anonymous and impromptu attacks. This research aims to analyze cyber cooperation within the ASEAN framework. The method applied in this article is the qualitative method, by accumulating data through earlier literature and studies. The outcome of this analysis shows the mechanism to perform cyber cooperation is through the ASEAN regional forum known as ARF (ASEAN Regional Forum) as the organizer of ASEAN countries' interactions in eliminating cyber-attacks. This research gives conclusions that the proposed mechanism should be flexible, multi-dimensional, and taking accounts from the economics point of view.

The Anti-Tank Guided-Missile (ATGM) system has a very important role in the modern battlefield. This system proved its effectiveness in many modern conflicts such as the Syrian Civil War and Nagorno-Karabakh War. The ATGM system has a very simple electronic and mechanism but it has a very high level of accuracy and precision. One of the control methods used in ATGM is SACLOS method. This method tracks missile position by detecting an infrared lamp that is placed on the missile tail. The tracking system sends control signals to the missile as a result of the correction of the missile position when flying. The infrared tracking system in this research was made using a modified OV5647 camera with the addition of a 940 nm narrow bandpass filter. There are 3 cameras with 1x, 8x, and 16x magnifications which are accessed using 3 Raspberry Pi boards. X and y coordinate data of the infrared lamp is sent to the airframe using wireless telemetry. The control parameter Kp=7 is used in wind tunnel testing with airspeed 20 m/s capable of directing airframe motion to the telescope's crosshairs.

EMPOWERMENT OF INDONESIAN MILITARY RESERVE COMPONENT IN FACING THE PANDEMIC THREAT OF COVID-19 增强印尼军事后备军应对COVID-19大流行威胁的能力

Reserve Components are National Resources that have been prepared to be mobilized to enlarge and strengthen the capabilities of the Main Components and Supporting Components. The theory used in this research is the theory of national defense, threat theory, and empowerment. The COVID-19 pandemic is a global health crisis problem that not only affecting the population health sector but also security. The decline in living conditions and people's welfare then also affects the security sector where there is an increase in the number of criminal acts that can threaten public security and order in Indonesia. Therefore, this study aims to find out how the government will empower the reserve components to help protect the country's sovereignty, maintain state security when the COVID-19 pandemic occurs and what steps have been taken by the Indonesian government. The result shows that the Indonesian Military Reserve Component including empowering Indonesian citizens that are implemented by participating and complying with various policies made by the government to reduce the spread of the virus, by implementing health protocols, online learning, enforcing lockdowns, and conducting social distancing. Meanwhile, the government also empowers the national facilities and infrastructure in controlling the COVID-19 virus, one of which is by improving the function of hospital services, cooperate with the mass media to spread information for the people. The government also use information technology to give health service for Indonesian to provide accurate information about COVID-19.

THE DEFENSIVE–OFFENSIVE POLITICAL BEHAVIOR OF NORTH KOREA IN THE KOREAN PENINSULA 朝鲜在朝鲜半岛的防御-进攻的政治行为

The study seeks to explain North Korea's political behavior that tends to act defensively and offensively which has often been represented as a dangerous country. Moreover, historically, the events of the Korean War that led to the breakup of Korea into two parts, the northern part that is associated with the Soviet Union and the southern part that is joined by the United States, makes the relationship between the two countries increasingly conflictual. Coupled with the formation of two axes of power since the collapse of the Soviet Union, North Korea is allied with its ideological one brother China, and South Korea is allied with the United States. The political escalation between the two countries continues to rise, resulting in the relationship of two becoming very conflictual, and because of that, the rivalry that is formed between the two countries raises various potential conflicts that couldn't be avoided. This research used the congruent method by used the balance of threat theory from Stephen Walt who argued that the state reacts to the perceived threat rather than power, and aims to balance it. The results found that North Korea's defensive - offensive actions were motivated by distrust of America-allied South Korea through several joint exercise programs on the peninsula that is considered a form of threat. Overall, the main argument of this research is the North Korea’s defensive - offensive actions are determined by the attitudes of South Korea and its ally the United States.

Indonesia and Spain have established diplomatic relations since 1958, mainly in the defense sector. However, in its implementation, several problems occur, are the budget limitation, the financial crisis in Spain, the lack of human and technological resources in Indonesia, and the presence of assembly problems on CN-295. This study aims to analyze the form of defense diplomacy that occurred and the results of cooperation in fulfilling defense and security equipment in 2014-2018. The study uses a qualitative approach with a case study in analyzing research. The results obtained show that the implementation of defense diplomacy carried out by Indonesia and Spain in 2014-2018 has been going well, proved by the bilateral dialogue forum, activities of visiting state officials, the production of nine units of CN-295 and KRI Bima Suci as defense weapon system products, and an exchange of military students to create a stronger national defense.
