Abstract When University of Wisconsin–La Crosse was faced with a pandemic-related 20% reduction to the library’s collections budget two months into the 2021 fiscal year, it meant painful decisions needed to be made about the library’s journal subscriptions. To accomplish this task, librarians surveyed faculty and instructional staff to generate a list of journals essential to teaching and research. Librarians analyzed the subscription status, access information, and usage statistics of the titles listed on the survey. Their findings reinforced the importance of gathering qualitative data from users to inform collection decisions, and the danger in relying too heavily on usage statistics as a marker of a journal’s value.

Abstract In light of the ongoing transformation of scholarly publishing toward open access, libraries need data-based tools that enable them to make decisions that respond to the challenges posed by this shift. Tasks such as collection development, applications for funding, or consulting researchers on publication venues require a solid base of data, which is not always easily available to librarians. Funded by the German Federal Ministry of Education and Research (BMBF), the Open Access Monitor Germany (OAM) aims to provide libraries, funders, and researchers with a freely available tool that presents data on publications and citations for analysis. The OAM records the publication output of German academic institutions in scientific journals. Through analyses of subscription fees and (open access) publication fees, it helps to monitor and support the transition of the publishing system toward an open access system. To this end, data from existing sources are collated within an expanded database, made available to users in an open interface, and disseminated by means of scientific publications. The OAM draws on sources such as Unpaywall, Dimensions, Web of Science, Scopus, and OpenAPC. Unpaywall is used as a central data source for publication metadata including open access availability; this data is then matched with Crossref data for journal-level metadata and finally with Dimensions, Web of Science and Scopus data for affiliations and citation data. The connection to OpenAPC provides data on publication costs for each participating institution. The interface https://open-access-monitor.de/publications presents users with a wide range of filters that can be used to customize the underlying data in line with specific needs. Users can switch between Dimensions, Web of Science and Scopus affiliations and make use of different analysis types including publication analyses, cost analyses, and citation analyses. Results are presented as tables as well as charts and can be downloaded for further use. In the future, additional data sources including subscriptions to scientific journals and subscription payments will be integrated to allow the shift in payment flows in the changing publication market to be observed. The integration of data from the electronic resource management system LAS:eR has already been initiated and will soon be completed. Moreover, interfaces will be created to connect the Alma and FOLIO systems. Together with data on publication costs, this will provide participating institutions with easily accessible overview of their total costs, thus enabling them to calculate an integrated budget for subscriptions and publications. Institutions using the OAM are advised with regard to analyzing data and technically integrating the OAM into their own applications. Abstract The number of Mendeley readers and the number of citations are indicators of a research evaluation. In many cases, they have a significant correlation with each other. However, there is a minimal amount of evidence regarding the correlation between these two variables in highly-cited articles. The present study aimed to investigate the correlation between the number of Mendeley readers and the number of citations in highly-cited medical articles. The research population includes all highly-cited articles in various fields of medicine indexed in the Web of Science (WoS) in 2016. The number of citations was extracted from the WoS, and the number of Mendeley readers was extracted using the webometric analyst. Findings revealed that the most Mendeley readers are related to the field of general and internal medicine with an average of 570.43, and the lowest is dedicated to otorhinolaryngology with an average of 86.2. Also, the highest average citation belongs to general and internal medicine (338.18) and the lowest to nursing (40.84). Pearson correlation coefficient showed that the relationship between the number of Mendeley readers and the number of citations received by all medical articles is positive and significant (p-value <0.001, r = 0.644). In various fields of medicine, except orthopedics, there is a positive and significant relationship between two variables. Evidence suggests that Mendeley data can determine the effectiveness of articles. It seems that more researchers’ use of Mendeley will increase the visibility and readers of the articles and, as a result, will lead to more citations.

I am excited to bring you this special issue devoted to metrics and scholarly communications. The idea for this issue of Serials Review was developed by the Serials and Other Continuing Resources Section (SOCRS) of the International Federation of Library Associations and Institutions (IFLA). Altmetrics, Bibliometrics, and other types of metrics are areas of special interest and expertise of the section members. For IFLA’s 83rd World Library and Information Conference held in Wrocław, Poland in August 2017, the theme of the SOCRS’s open session was “Altmetrics: It’s Time to Take Action.” Members of SOCRS were reviewers for many of the issue’s articles. The articles are grouped around the following four themes: strategies and tools for metric studies, journal metric case studies, discipline metric analyses, and altmetrics and open access.

Abstract We present a case study to analyze the bibliographic references used in the scientific production on psychology in Scopus of the four universities that make up a library consortium in Spain and compare this with downloads of journals included in the Springer, Elsevier, Wiley, and Emerald big deals subscribed to by this consortium. A majority use journals scribed to through the big deals is observed, at the level of both downloads and citations, although with a weak correlation between the two variables.

Abstract This report of Vincent Cassidy’s presentation at the NC Serials Conference examines how learned society publishers like IET (Institution of Engineering and Technology) can proactively position themselves as helpers in the shift to open access and open research workflows. Cassidy first delves into IET’s research to identify how researchers believe publishing will change and where the main pain points might be in this shift before addressing two initiatives, IET’s shift to gold open access and Inspec Analytics, which were developed to address these pain points.

Abstract Onboarding is the process in which new employees are introduced to an organization and its vision, mission, and values. Library literature reflects the importance of onboarding in welcoming new employees and positioning them for success in their roles, but many established onboarding programs and practices have been interrupted by the COVID-19 pandemic and shifts to online and remote work. This column provides an overview of library literature and resources for onboarding and supporting new employees in the area of electronic resources, with a focus on resources and processes that are available online.

Abstract While librarians have frequently demonstrated a strong commitment to their patrons’ privacy with physical resources, readers and researchers now experience insecure connections and third-party tracking when accessing library resources. Additionally, when libraries pay for content, that money is often going to companies that also collect personal information, aggregate data from tracking networks and sell data to law enforcement agencies. While some ways of shifting to an Open Access (OA) publication model could improve this, significant challenges remain. Currently, some of the same corporations that sell resources to libraries are also among the biggest OA service providers, and OA may also limit librarians’ position for advocacy.
