Gender and Lawmaking in Times of Quotas 配额时代的性别与立法

This article investigates whether female legislators defend the interests of women more than their male counterparts in a context of gender quotas. I combine quasi-experimental variations to randomize the gender of legislators with text analysis to identify women-related policies among more than 300,000 amendments discussed in the French Parliament over the period 2001-2017. I show that (i) female legislators are twice as likely to initiate women-related amendments, (ii) women's issues constitute the key topic where women are more active, followed by child and health issues, while men are more likely to initiate amendments related to electoral and military issues, (iii) these differences partly stem from legislators' individual interests, and (iv) these findings are consistent in both the Lower and Upper Houses when mixed-gender close races and a natural experiment are exploited. From a public policy perspective, the results suggest that gender quotas lead to a shift in policymaking and a greater prevalence of women's issues in Parliament.

: This study aimed at identifying the level of family violence against children in Yemen and its shapes, reasons, effects, and its relationship with some variables. The study depended on the Analysis descriptive method. The sample of the study consisted of (180) children; (90) males, and (90) females, their ages ranging from (14-17) years. To achieve the aims of the study, the researcher used family violence questionnaire (preparing: the researcher). The results of the study showed that children were subjected to family violence but with varying degrees; where verbal violence came in first rank, followed by psychological violence, then neglect, and finally physical violence. The results indicated that the most important causes leading to family violence against children are: the wrong parents' belief that violence considers from the methods of education and discipline, parents who have been subjected to violence in their childhood, excess nervous of family members, increase the number of family members, poverty, low economic level, unemployment and vacuum, and the frequent problems and quarrels between parents, while the most important effects of family violence against children include anxiety, tension, depression, isolation and social withdrawal, feeling with disability and frustration, attention deficit and focus, sleep disorders and weak self-confidence and the others. The results of the study also indicated that there were no statistically significant differences in the level of family violence against children due to the variable of gender except physical violence where differences were in favor of males, and the variable of age except neglect in favor of younger children, and there were no statistically significant differences due to the variables of family's members number, the level of education of parents and the type of housing,
