Digital Empowerment in Vietnam: How Public Sector Innovation Boosts Citizen Satisfaction 越南的数字赋权:公共部门创新如何提升公民满意度

This research delves into the transformative potential of digital innovation in the public sector, particularly in Vietnam, and its profound implications for enhancing citizen satisfaction and trust. This is a pivotal moment with significant implications. The global shift towards digitalizing government operations hinges on how these investments and initiatives reshape public perceptions and usage of government services. Our empirical exploration of the relationships among public awareness of digital transformation, digital services accessibility and convenience, digital services quality, citizen satisfaction, and citizen trust, using SEM analysis, reveals a promising model fit. The results indicate that increased public awareness, enhanced digital services accessibility and convenience, and improved perceived digital services quality all contribute to and significantly predict higher citizen satisfaction and trust levels. These findings underscore the multi-dimensional nature of the digital transformation of the public sector and its potential to foster efficiency, participation, satisfaction, and trust among citizens. This research enriches the digital governance literature and offers practitioners, scholars, and policymakers valuable insights. The message is clear: Strive for digital transformation strategies beyond surface-level changes. They should be comprehensive regarding user-centric service design and delivery, transparent communication, and continuous improvement. This approach holds the promise of reaping the benefits of efficiency and improved citizen-government relations.

The research on Ukrainian culture in the context of globalization explores the impact of globalizing forces on cultural heritage preservation. The aim of this research is to explore these dynamics comprehensively. Methodologically, the study employs a multidisciplinary approach. Through the utilization of dialectical, systemic, and phenomenological methods, the research investigates the cause-and-effect relationships and the essence of human cultural existence within the globalized world. The results of the research reveal a nuanced landscape wherein Ukrainian culture encounters both challenges and opportunities. Challenges include the risks of cultural homogenization, commercialization, and language shift, threatening the authenticity of Ukrainian cultural heritage. The study concludes that Ukraine must navigate the complexities of globalization by striking a balance between embracing global influences and preserving traditional cultural values. It highlights the significance of ethno-cultural renaissance as an alternative means of resistance to the expansion of global culture, promoting the preservation and revitalization of ethnic identities.

Optimization Study of Construction Repetitive Project Scheduling Based on Big Data Background 基于大数据背景的建筑工程重复性项目调度优化研究

This paper proposes the use of LOB method for repetitive project scheduling solution, and the use of branch limit algorithm to optimize LOB resource allocation to provide the best resource distribution scheme for construction projects. The control process types are analyzed and the time parameters of the LOB method are calculated. Introduce the resource constraint problem of repetitive projects, establish the objective function, put forward the relevant constraints of LOB resource allocation, combine the branching strategy, limiting strategy and pruning strategy, and construct the resource allocation process of LOB scheduling based on the branching and limiting algorithm. Select the parameters number of processes ($n$), maximum employable amount of processes ( k j ), and deadline tightness ( θ ), and conduct random generation tests to compare the performance of different LOB scheduling methods. The LOB scheduling schedule problem is described in the context of a construction project example, and the LOB resource allocation problem is solved by the branch-and-bound algorithm to obtain the optimal resource allocation scheme. Calculate the duration of each process after transformation is 12, 23, 13, 17.1, 12, 12. And the end time of the last process is 44.3, which satisfies the contract duration.

Administrative and Legal Regulation of Humanitarian Aid Under Martial Law 戒严令下人道主义援助的行政和法律监管

Since 2014, humanitarian aid has been one of the factors that has helped to ensure the livelihoods of the civilian population in eastern Ukraine (Donetsk and Luhansk oblasts). However, since the end of February 2022, humanitarian aid has become an important element of support for the population of Ukraine, as many citizens have found themselves in an extremely vulnerable economic, social and psychological situation under martial law. Since the beginning of the full-scale invasion of Ukraine by the Russian Federation, the problem of providing humanitarian aid, charitable donations and free assistance to military personnel and civilians, primarily internally displaced persons, has become urgent. Both Ukrainians and the international community, volunteers, NGOs and charitable foundations have united to help Ukraine. Responding to the challenges, the state began to rapidly restructure and diversify the existing system of providing humanitarian aid, charitable donations and free assistance to ensure that they are promptly delivered to those in need. The public became more active and joined forces in providing assistance to both internally displaced persons and military units, which led to the creation of a significant number of charitable organizations and intensified volunteerism. At the same time, cases of criminal offenses in the use of humanitarian aid and charitable donations, including fraud, misuse of aid, embezzlement, etc. have become more frequent.

Vectors of Suggestive Visitor Experience on a Roman Villa Maritima 古罗马海滨别墅的游客体验矢量图

The article analyzes the scenarios of the emotional state of invidia that could accompany the experience of visitors to the country villas of the Roman nobility. On the basis of literary evidence the presence of multidirectional tendencies in the attitude to envy as a way of stimulating rivalry within the elites is revealed, which allows the possibility of a conscious desire to induce it through visual architectural techniques, especially perspective. On the material of the poem Statius, the images of symbolic control exercised by architecture and its owners over the states of natural elements are considered. The comparison with architectural techniques in the Villa San Marco reveals a number of perspectives in the deep part of the villa, transmitting the idea of control, while the perspectives united by the theme of envy are in the rooms of the entrance group.

This paper discusses the construction and research of water reuse system in green intelligent buildings to improve the efficiency of water resources utilization and promote the sustainable development of the construction industry, which is of great significance for environmental protection and energy saving. In this paper, the design principles, technical parameters and costs of the water reuse system are considered comprehensively. The social and economic benefits are explored through empirical analysis of water reuse systems in different types of buildings. The COD concentration of treated water in the middle water is reduced to below 50mg/L, and the SS concentration is stabilized between 8 ∼ 10mg/L, which is in line with the standard. The actual scale of water production is significant, with an average daily treatment volume of 2548.8816m3 for the university water project, and 28.4478m3 and 431.625m3 for the residential neighborhood and public building, respectively. The average value of the whole life cycle cost prediction is about 39,767,335,000 yuan, and the payback period is 9 years. This study demonstrates the effectiveness and economic feasibility of the water reuse system for green intelligent buildings, which is important for improving water utilization efficiency and environmental sustainability in the construction industry.

Intelligent Improvement Techniques for Fiber Optic Losses 光纤损耗智能改进技术

The optical fiber systems have grown in response to the increasing demand for ultra-high-speed data transmission in fiber telecommunications system. Yet, the problem of the losses in optical fiber has limited the fiber system performance such as, dispersion, dispersion slope, and non linearities. This study proposes a mitigation techniques for fiber-optic system losses based on artificial intelligent algorithms. In this study, the proposed method produces a good system performance with maximum compensation for fiber linear and nonlinear losses.

Exploring the Educational Potential of Online Platforms in Adolescent Physical and Mental Health Promotion 探索网络平台在促进青少年身心健康方面的教育潜力

This study is dedicated to evaluating the effectiveness of online platforms in the educational application of adolescent mental health. Using clustering algorithms, C4.5 decision trees, and item-based collaborative filtering techniques, this paper explores strategies for constructing mental health portraits and recommending educational videos. The results show that these techniques enable online platforms to accurately identify students’ mental states and provide customized educational content. In a three-month experiment, the platform effectively enhanced the psychological state of adolescents through mental health education. After use, students’ self-assessed mental health increased by 15% and showed significant improvement in coping with stress and adapting to new environments. The study shows that the online education platform has a significant facilitating role in the field of adolescent mental health education and can provide effective mental health support for adolescents.
