The article deals with the theoretical bases of forming of the government control system of innovative development of Ukraine’s healthcare. It has been found that innovative healthcare processes are slowly developing and need to be resolved. Among the regulatory influences, state regulation is most effective in the field of market transformations. The main purpose of the article is to identify the levels of governance and healthcare providers, to group and to characterize the state regulation system of healthcare innovative development. The article deals with the levels of hierarchical control (macro level, meso level, micro level, nano level) and the corresponding subjects involved in the process of innovative development of healthcare The government control system of innovative development of healthcare can be described as a continuum of functional components, properties of objects, and relations between them in order to achieve primary objectives of innovative development in the sphere. Application of clear and effective tool of government control of innovative development in healthcare is needed for realization of the government control system of innovative development of the aforementioned field and public policy. We state, that the signs of the government control system of innovative development of health protection sphere has been distinguished as follows: aims, main reference-point, directions and tasks of government control, general criteria of the government control system of innovative development of healthcare, methods of state stimulation of innovative activity, instruments of government control of innovative development of healthcare, evaluation criteria of instruments of government control. We established that the achievement of strategic aims of innovative development of healthcare is impossible without effective government control of innovative processes. Innovative processes are the specific, scale, difficult and many-sided object of adjusting. It requires the use of non-spread functions, methods of influence for effective development of healthcare.

The purpose of the article is to research and analyze indicators that directly effect on the level of country’s human resources development, and assessment of Ukraine’s rating place among other countries. The following methods of scientific research, such as generalization, comparison and analysis were used to achieve the goal. The attention is focused on the fact that in conditions of post-industrial economy, the role of human and its knowledge increase, resulting in implementing the human development concept. This concept is aimed at forming measures to prevent the population impoverishment, unemployment, loss of health by stimulating human development, increasing its role in society, and, at the same time, increasing responsibility to society. The main task of the concept is to ensure the welfare of the person. The article shows the comparative assessment of Ukraine’s ranking among other countries according to the human development index and its components. The following indicators such as gross national income per capita, average and expected duration of training, average life expectancy at birth were analyzed. It was agreed that economic ability to create and use human resources to a greater extent determines human well-being and is the main criteria for assessing the social security level. Since the background for well-being is income, education, and human health, social security becomes an integrating link between the modern concept of human development and the state social policy. In this manner, everything that reduces welfare, harms a particular person and society as a whole are factors that threaten social security. In this context human resources emerged as a key resource to the state development.

Based on the theoretical analysis of possible options for interaction between the parties to international negotiation processes, presented in the form of a typical negotiating pair, namely a system of two functional units, negotiating groups from the parties, each of which can use well-known searching and decision-making technologies to achieve mutually beneficial and mutually acceptable solutions in the absence of the Best Alternative To a Negotiated Agreement (BATNA), the article demonstrates that the results of interaction and negotiations between two independent functional units depend on the value of so-called coefficients of their subjectivity calculated as a ratio of the number of objects of its influence to the number of subjects in the system of public administration, which can influence the behaviour and decisions of the group. The article proves that in the absence of the Best Alternative To a Negotiated Agreement (BATNA), the subjectivity coefficients of the parties should be approximately equal. It demonstrates that the subjectivity of national negotiation groups in the field of energy diplomacy is low and determines that an increase in the level of their subjectivity can be facilitated through the establishment of a specialised energy diplomatic structure subordinate to the Presidential Administration of Ukraine, which will hire specialists with professional diplomatic education and experience in the field of the national economy energy provision, thus minimising the influence of the factors aimed at a deliberate deformation of the latter in favour of foreign strategic players, corruption schemes of internal business structures, their associations, etc. on the national energy diplomacy and the concluded international treaties.

Purpose. Investigation of the essence of the investment process from the standpoint of existing approaches to economic science in order to formulate its own interpretation of the outlined definition. Methodology of research. Theoretical and methodological basis of the research is the scientific works of domestic and foreign authors on the research of the essence of the investment process, Internet resources. In the process of research used general and special methods, in particular: monographic – in the implementation of the literary review of the problem under study; systematic and structural analysis – in substantiating different approaches and different points of view before interpreting the essence of the investment process as a complex economic category. Findings. Generalized theoretical developments of domestic and foreign scientists-economists on the interpretation of the «investment process». On the basis of systematization of scientific approaches, the actual definition of the term «investment process» is proposed. The research of those scientists who consider the definition of «investment process» at micro and macro levels is considered. The signs that characterize the investment process are presented. Originality. The author's definition of the term, according to which the investment process should be considered as a never-ending in space and a continuous process of realization of investment decisions connected with attraction of funds, is proposed in order to achieve the goals and maximize the positive result for the participants and the investor. Practical value. The obtained research results are the basis for solving practical problems of the correct scientific approach to understanding this concept at the present stage.

The main object of the article is to identify the global environmental priorities of the development of society on the partnership basis, also taking into account certain international directions of leveling of environmental threats as well as global warming. The research is based on theoretical substantiation and practical introduction of a systematic approach in implementing the environmental policy of states on the terms of partnership. We determined the core characteristics of global ecological priorities of the society development, global ecological policy, principles of international agreements under the UN Framework Convention on Climate Change, and global goals of sustainable development. We defined the characteristics of a partnership for carrying out ecological policy with the goal of leveling global threats. We determined the possibilities of realizing the systemic approach in the development of society in view of global environmental priorities, ratified international agreements, and global goals of sustainable development. In accordance with the global goals of sustainable development, we generalized the principle courses for implementing environmental measures at different standards. It has been determined that the systematic actions in the implementation of ratified commitments by various state governments require significant changes to internal environmental policy, incentives for all participants to implement the predetermined measures, state incentive policy, and the dissemination of environmental knowledge. We determined that the global environmental priorities of the society development are closely linked with the possibility of introducing an action strategy for reforming to a rational model of consumption and production, which would involve all countries all over the world, considering the development and potential of the states, the progress toward rational development and efficient use of natural resources, and rational use of chemical products and other wastes throughout their life cycle in accordance with internationally agreed principles. All measures must be implemented on the basis of partnership.

Traditionally, the analysis of the enterprise activity is carried out with a separate consideration of fixed assets and employees efficiency. But the complex modeling and research of these indicators and these processes are not executed. Therefore, there is a need to implement the transition to of complex modelling and integrated research in the activity of the enterprise that can be implemented using the methodology of production functions. This is due to the fact that the methodology of production functions is the only classical model that makes it possible to comprehensively review and investigate the production activities of enterprises and industries. The main advantage of this model is that it analyzes the three most important factors of any production process - the value of fixed assets, the number of employees or the costs of labor in man-hours and the output in monetary or physical terms. The purpose of the study is to substantiate theoretical methods for estimation production functions and to establish the causes of disagreements arising between them and statistical models. In the study performed, the following tasks were solved: the necessity of the transition from a separate analysis of the enterprise, when fixed assets and employees are considered separately, to their integrated consideration, that can be implemented using the methodology of production functions are justified; the main shortcomings inherent in statistical models and in particular production functions are established; theoretical methods of substantiation of indicators of the analytical (theoretical) production functions of Cobb-Douglas are applied. A technique is proposed for the theoretical indication of the constituent elements of a production function - elasticity indicators α, β and coefficient A. Next, the Cobb-Douglas analytical production function is determined and investigated. The next and final stage is the analysis of discrepancies that are observed in the analytical and statistical functions. The proposed methodology of modeling and planning for the development of an enterprise, which uses analytical production functions, significantly improves the reliability of decisions made, since it largely eliminates the shortcomings inherent in statistical functions.

In the article the influence of modern information technologies on the enterprises work efficiency increase in the oil and gas sector is investigated. Methods of comparison, synthesis and situational analysis are used for the research. Studies conducted in 2017 show that worldwide oil and gas companies consider faster and better way of the decision-making process as the top advantage of digitalisation. It has been established that digitalisation projects are recognized as a key component of in the operating strategy of companies in the oil and gas complex. Oil and gas companies can implement both operational and strategic digitalisation. Operational digitalisation is action-oriented, practical and delivers immediate benefit, it allows oil and gas companies to get easily access to certain data arrays, combine them, make generalizations, establish relationships and accurately predict the effects. The advantages of operational digitalisation are: relatively small investments, gradual deployment, reduction of equipment downtime, and reduction of operating costs. Strategic digitalisation is a long-term structural approach that focuses on changing the design, construction and operation of wells and deposits in general. Six stages of the operational digitalisation program of oil and gas companies are identified: evaluation of assets and operations in order to find weak links that are needed to be improved; identification of value factors and the magnitude of the possible influence on them; evaluation of the digitalisation maturity; selection of measures that best balance the benefits and risks of implementation; implementation of selected measures; evaluation of the results. The experience of digital technologies implementation in Lundin Petroleum was reviewed. It has been revealed that the key to digitalisation were company operations, not information technologies. In general, digital technologies allow oil and gas companies to reach a higher level of efficiency, reduce unproductive time losses, reduce downtime, increase the efficiency of management activities, take better care of the environment, etc.

Operational digitalisation is action-oriented, practical and delivers immediate benefit, it allows oil and gas companies to get easily access to certain data arrays, combine them, make generalizations, establish relationships and accurately predict the effects. The advantages of operational digitalisation are: relatively small investments, gradual deployment, reduction of equipment downtime, and reduction of operating costs. Strategic digitalisation is a long-term structural approach that focuses on changing the design, construction and operation of wells and deposits in general. \u0000Six stages of the operational digitalisation program of oil and gas companies are identified: evaluation of assets and operations in order to find weak links that are needed to be improved; identification of value factors and the magnitude of the possible influence on them; evaluation of the digitalisation maturity; selection of measures that best balance the benefits and risks of implementation; implementation of selected measures; evaluation of the results. \u0000The experience of digital technologies implementation in Lundin Petroleum was reviewed. T The possibilities of attraction of investments for efficient removal of hydrocarbon reserves, which belong to hardrecoverable and mechanisms for attracting investments in the further development of oil and gas deposits in Ukraine, are presented. The main principles of the ranking of hydrocarbon reserves are considered, deposits structure analysis is needed to evaluate the prospects of transferring their parts to cost-effective ones if some economic conditions will change, as well as the appearance of new methods and technologies for attracting these reserves into development. For oil and gas companies information about the qualitative characteristics of profitable reserves and their distribution in the collectors is very important. The main advantages of using intelligent oil and gas field technologies, which enable real-time realization of fast processing of large volumes of geological information, modeling of various extraction scenarios, and the adoption of rational management decisions for optimizing oil and gas production are described. Hydrodynamic modeling, as an instrument for the search and growth of hydrocarbon reserves, its quantitative and qualitative assessment and a detailed comprehensive study of productive collectors based on modern achievements in geological and geophysical sciences is one of the main ways of development of hardrecoverable reserves. The application of existing and the creation of new technological solutions for the efficient production of oil and gas with positive economic indicators, is a logical continuation of a complex of works on low-yielding hydrocarbon deposits. The main source of growth of hydrocarbon reserves in deposits with a long history of development are: unidentified reserves outside the productive part of the deposit and missed oil-saturated intervals; oil-saturated intervals in the productive section, which aren’t attracted in the development. The development of hardrecoverable reserves is associated with considerable complexity, but the engineering approach, using development monitoring, hydrodynamic modeling, attracting international experience and new technologies, will increase profitability and obtain additional extraction of significant volumes of hydrocarbons, which will ensure not only the achievement of maximum investment efficiency, but also full usage of natural resources of hydrocarbons.

The article considers the possibilities of using the institution of public-private partnership in the development of natural gas resources from shale formations. The economic expediency of using public-private partnership in the development of these resources is due to the need to overcome deficiencies in the existing system of nature management and the use of an effective institute of civil ownership of natural resources. Features of public-private partnership in the development of natural resources, the possibility of applying various types of transactions, methodical approaches to the formation of information necessary for their conclusion, relating to the content of gas in slate formations, forecasting the productivity of wells, the marginal cost limits, at which a profitable extraction of shale gas is possible , capitalization of shale gas resources. The criteria for the selection of the most promising zones of "sweeps spots" (sweet places) are established on significant areas of their distribution, which is the main task of exploration for the purpose of exploration, exploration and extraction of shale gas. It was investigated that the institutions of financing shale gas extraction are important in concluding public-private partnership agreements, the key role of which is the capitalization of natural resources - the process of conversion of factors of production into capital. The method of capitalization of shale gas resources in the subsoil is described, which will enable application of the concept of project investment. The directions of perfection of the institute of public-private partnership during development of shale gas resources are determined.
