The article deals with the problems of the functioning of hotel & restaurant and resort & recreational infrastructure objects, which are subordinated to the domestic enterprises of the oil and gas complex. The emphasis is placed on the fact that in the sphere of management of Ukrainian oil and gas enterprises with full or predominant share of state property there are sanatoriums, recreation centers, hotels and health improving complexes, the main task of which is to organize services of accommodation, meals, rest, treatment and rehabilitation of workers.As a result of conducted research with using the objective characteristics of sectoral infrastructure services, the expert survey identified the main problems of their operation in market conditions, which are mainly related to the high degree of depreciation of the passive part of fixed assets and the shortage of personnel whose professional qualifications meets the needs of the institution and the requirements of a competitive market environment. In order to increase the efficiency of using the hotel & restaurant and resort & recreational infrastructure potential of the domestic oil and gas complex, the priority measures related to the necessity of forming a substrategy of the development of service sector objects with an emphasis on the development of their human resources are proposed.
本文论述了隶属于国内油气企业的酒店、餐饮、度假、娱乐等基础设施的功能问题。强调的是,在拥有全部或大部分国有财产的乌克兰石油和天然气企业的管理领域,有疗养院、娱乐中心、旅馆和保健中心,其主要任务是组织工人的住宿、餐饮、休息、治疗和康复服务。通过利用部门基础设施服务的客观特征进行研究,专家调查确定了它们在市场条件下运作的主要问题,这些问题主要与固定资产被动部分的高度折旧以及专业资格符合机构需要和竞争市场环境要求的人员短缺有关。为了提高国内油气综合体的酒店餐饮和度假娱乐基础设施潜力的利用效率,提出了与形成以人力资源开发为重点的服务业发展子战略的必要性相关的优先措施。

MODEL OF INVESTMENT OPTIMIZATION IN INDUSTRIAL ENTERPRISES PRODUCTION INFRASTRUCTURE 工业企业生产基础设施投资优化模型

The article deals with the process of optimization of investment sources andtheir distribution among the spheres of the furniture enterprises industrial infrastructure.Possible variants of quantitative estimation of efficiency of investment resourcesdistribution into industrial infrastructure by spheres are analyzed. It is determined thatoptimization of industrial infrastructure areas financing involves the development of ascientifically grounded method of financial resources distribution, which provide the maximumeconomic effect of their implementation, both in terms of objects and periods, in the conditionsof available volumes of own and borrowed resources. The maximum gross profit is used as thecriterion of optimality when drawing up investment plans.The proposed economic-mathematical model of investments optimization in the furnitureenterprises production infrastructure, in comparison with the existing ones, allows the optimaldistribution of own and borrowed financial resources between particular spheres and periods,which adequately maximizes the economic effect.

In the article the possibilities analysis of a complex system of managerialanalysis of enterprises production and economic activity is conducted and determination of theinitial data requirements for its effective application in the conditions of a multiprofileproduction complex, in particular – to the system of accounting for operating costs, is carriedout.The main types of analysis of manufacturing enterprises production and economic activity,as well as key analysis tools are considered. The analysis of key tools and their applicationprospects in conditions of multiprofile production complexes is carried out. The problems ofindicators application in the conditions of consolidation of reporting, and also the influence ofthe cost accounting system on the efficiency of tools application for the analysis of enterprisesproduction and economic activity are considered.It is established that the existing methods of the production and economic activity analysis,based on standard accounting and reporting documents, allow to determinate the efficiency ofenterprises production and economic activity and asset management. It is determined that inconditions of consolidation of activity of multiprofile production complex structural subdivisionsthe use of modern tools of managerial analysis requires the development of original methods forcalculating the profitability of service departments, products (work, services) of which are notthe same type.It is proved that subject to compliance the requirements for the system of operating costsaccounting the introduction of integrated management analysis will definitely contribute to theenterprises economic development.

ABOUT THE LIMITATION OF USE OF THE COST APPROACH FOR PRICE FORMING IN HOUSING MARKET 论成本法在房地产市场价格形成中的局限性

A number of technical and economic features affecting pricing in buildingproduction, determine the methods specifics for determining prices of construction products. Intoday's conditions of building market relations the most widespread is a cost approach to theprices formation in the residential real estate market, which, together with the significantadvantages, has a number of shortcomings, which indicate the limited use of it, namely: theunreliability of reflecting the projected income value; the problem of calculating the cost of oldbuildings reproduction; the complexity of determining the value of accumulated old buildingsdepreciation; a separate assessment of the land plot from the buildings; the discrepancy betweenthe cost of the acquisition of the estimated property object costs for the new construction ofexactly the same object.The article deals with the processes of price policy formation at the building industryenterprises with the purpose of improving their competitiveness. The peculiarities of costlymethods use of real estate valuation, their advantages and disadvantages are revealed. The mainfactors influencing formation of the pricing policy of building industry enterprises are analyzed.It is proved that a cost approach is appropriate to apply for new construction analysis, forthe identification of various options for land use, for assessment for tax purposes, insurance,consequences of natural disasters and, if necessary, assessment of special buildings andstructures.

The research is devoted to the economic essence disclosure of smart specialization in the regional development and the identification of impact directions of such specialization on regional competitiveness and innovation activity.It is determined that smart specialization concept involves the relationship between science, education and economy, and in the context of regional development we are talking about the triad "business – science – public sphere". In accordance with these relations, the smart specialization goal is the optimal use of individual regions and countries potential through the maximum adaptation of possible development directions of science and education in theseregions or countries to their specific socio-economic conditions.It has been established that the main advantage of smart specialization at the regional levelis to increase its competitiveness and innovation activity, because availability of innovations inmodern globalized world is a major economic growth factor. It has been determined thenecessity of smart specialization concept implementation in Ukraine in regional policy field,primarily in the direction of attracting universities, other educational institutions and researchcenters to the determination of regions comparative advantages and to the formulation ofstrategies for their development based on specialization on such advantages realization.
本研究旨在揭示智能专业化在区域发展中的经济本质,并识别智能专业化对区域竞争力和创新活动的影响方向。确定了智能专业化概念涉及科学、教育和经济的关系,在区域发展的背景下,我们谈论的是“商业-科学-公共领域”的三元关系。根据这些关系,聪明的专业化目标是通过最大限度地适应个别地区或国家的特定社会经济条件,使这些地区或国家的科学和教育可能的发展方向最优地利用这些潜力。已经确定的是,区域层面的智能专业化的主要优势是增加其竞争力和创新活动,因为在现代全球化世界中,创新的可用性是一个主要的经济增长因素。已经确定了在乌克兰地区政策领域实施智能专业化概念的必要性,主要是为了吸引大学、其他教育机构和研究中心确定地区的比较优势,并在实现这种优势的专业化基础上制定其发展战略。
