The article deals with the problems of planning the human capital development of the enterprise, proved its necessity in modern economic conditions. The basic stages of planning of human capital development and their filling are determined. The contemporary tendencies of the growth of the role of each employee for the enterprise are considered and the directions for taking into account such tendencies in business are identified. The modern feedback system in the management of human capital "360 degrees" is analyzed, as well as the newest strategy of independent education. Strategies of planning of human capital development of the enterprise are revealed, the basic steps on their implementation are substantiated.

The purpose of this article is to seek and identify the conditions for the harmonization of the interests of financial market participants, in particular, the regulator – the National Bank of Ukraine, the banking system and consumers of financial services. The article contains interpretation of the financial system as a classical self-regulated link covered by somefeedback. The authors of concluded that the innovative potential of financial management shouldbe sought in improving financial management components of the integral intelligence of humanresources system. The basics of forming Pareto-optimal interaction of financial marketparticipants are considered. The synarch-syntellect-synergetic model of the behavior of themanagement and human resources is presented can become the most effective solution becauseof the appeal to the system's "shared mind" in order to obtain the desired result.

Purport, goals, aspects and specificity of enterprise’s profitability evaluation aresurveyed. The importance of basic national obligatory accounting statements, namely the balancesheet and income statement, is recognized.Actual approaches to profitability estimation, listed in national enactments in the field oftaxation, crediting and privatization are analyzed. Absence of typical approach to enterprises’profitability also as discrepancy to fundamentals of financial analysis and necessity to adoptgiven formulas to current accounting reports are identified.Quantity, structure of earnings and profitability ratios are declared the core aspects ofenterprise’s profitability analysis. Technology of profit structuring and calculation ofprofitability indexes are elaborated. It is suggested that the earnings before tax should be splittedonto core activity profit, other operational activity profit, financial activity profit and otheractivity profit.Profitability ratios are divided onto four groups: financial sources profitability indexes,activity yield indexes, production resources’ profitability ratios and product/departmentprofitability indexes.

The subject of the study is theoretical and methodological principles of theretirement benefit scheme formation in Ukraine in the context of eurointegrationtransformations.The purpose of the study is to provide a theoretical substantiation of the essence of Ukraineretirement benefit scheme in the context of European integration transformation, studying theEuropean countries experience in reforming the retirement benefit scheme and the possibilitiesof its application.Research methods. The study uses a set of scientific methods and approaches, includinglogical generalization, systemic, method of comparisons, graphical, which allowed to ensure theconceptual unity of research.Results of work. The article deals with the actual approaches to the «retirement benefitscheme» concept definition, substantiates its essence, defines the methods of social protectionand features of the construction of the national pension system in European countries. Theproblems and perspectives of development of the modern pension system of Ukraine as animportant component of the population social security are researched. The attention is focusedon the problems of reducing the payment of pension contributions, raising the retirement age anddeveloping non-state pension funds.The field of results application. In the field of economics and in the practical activities ofthe structural units of the Pension Fund of Ukraine.Conclusions. The main results of the study and its theoretical and methodological resultscan be reduced to the following wording: the retirement benefit scheme in each country is animportant component of social protection of the population, and the effectiveness of this systemdepends on the welfare of the population and the level of stability in society; the pension systemof Ukraine does not meet the requirements of the present due to complicated problems, whichare caused to some extent by the shortcomings of the existing retirement benefit scheme, theimperfection of the mechanism of its financing. Further study of the European countriesexperience and successful constructive solutions will be useful for their application in theprocess of building and reforming our own pension system, which will avoid negativetendencies, caused by socio-economic realities of modern society.

The identification of conditions for improving the functioning of domestichigher education institutions by substantiating changes in the structure, relations and mentality ofdifferent categories of personnel using the well-known technologies of strategic planning oforganizational development is carried out.It is determined that the creation of an additional virtual structure within the institution ofhigher education in the form of a platform for the formation and achievement of collectiveconsensus will be aimed at creating an environment in which the improvement of the quality ofhigher education will become the central theme of social discourse, where the formation of anew professional ethos will become a unifying basis for the participants. , and new mediaplatforms will provide the necessary publicity and transparency. That is, as outlined in thestrategy for reforming higher education, the platform for achieving collective consensus will playa role of the "media platform" of higher education institution.It is proved that the large-scale introduction of strategic planning technologies requiresradical changes in the methods and styles of management of higher education institutionmanagement, the leaders of its main process and resource departments, leading executives -professors and academic staff. At the same time, the necessary, oriented to ensure the subjectsubjectiverelationships of change must be initiated and implemented in the practice of subjectsubjectiverelationship with subordinates, it is the leaders of all levels of the university hierarchy,which requires additional research on the problem of necessary changes in models leadership indomestic institutions of higher education, the main focus of which is the renunciation oftraditional leadership in favor of intellectual with the indisputable requirement of the ability ofany leader to combine collegial and managerial approaches in the management of highereducation institutions.

The subject of the study is theoretical and methodological principles of theformation of inter-budgetary relations in Ukraine in the conditions of decentralization andreformation of the pension system.The purpose of the study is to identify the most significant problems of the development ofthe pension system in Ukraine in the context of developing intergovernmental fiscal relations ina context of decentralization and outlining possible solutions. Research methods. The study uses a set of scientific methods and approaches, includinglogical generalization, systemic, comparison method, graphical, which allowed to ensure theconceptual unity of the research .Results of work. The article investigates the state of inter-budgetary relations of Ukraine inthe conditions of decentralization. A comparative characteristic of centralized and decentralizedmodels of intergovernmental fiscal relations has been done. An analysis of the structure of localbudget revenues in Ukraine in 2017 has been conducted. Describes the possible risks in theprocess of decentralization.The directions of improvement of interbudgetary relations in the conditions ofdecentralization in the context of solving the problems of the reformed pension systemdevelopment in modern Ukraine are grounded. It is determined that the improvement of thecurrent pension system has a multi-faceted nature and is designed for a long-term perspective,which consists in the implementation of already adopted legislative acts, identifying theirshortcomings and developing proposals for improving the system of state regulation in this area.The field of application of results. In the field of economic sciences and in the practicalactivity of the structural units of the Pension Fund of Ukraine.Conclusions. The main results of the study and its theoretical and methodological resultscan be reduced to the following: pension provision and its level determine the economic andsocial situation of the population of the country, forms a system of social protection, the researchproves that the state conducts. The pension reform, while not having the necessary amount offinancial resources, has identified an important role in framing intergovernmental fiscal relationsand anticipating the risks that may arise, and taking measures aimed at preventing them in theprocess of decentralization.

There is a set of scientific methods and approaches used in thestudy, including logical synthesis, systematic method of comparison and graphic method,allowing for conceptual coherence.The results of the work. The need for formation of economic security in manufacturingbusinesses in tourist industry under the condition that the sustainability of operating anddevelopment processes is achieved, is justified the article.The sphere of application of the results. In the industry of Economic Science and inpractical manufacturing businesses activities.Conclusions. Main outcomes of the research and its theoretical and methodological resultscan be summarized as the following wording: based on an assessment of condition of foodindustry as strategically important sphere, that provides economic well-being of the populationof the region and effective development of tourism, which is unstable and depends on the impactof different factors (the degree of legislative framework perfection, level of taxation, globaldistribution market access, investment attractiveness of the region and state), updates the needfor study and research of new and improvement of already known methods of safety netensuring. In order to achieve the highest possible level of economic security, enterprise has towork for retention in security of all its functional components, complex study of the impact ofdifferent factors that create threats to its stable development and effective functioning. The purpose of the article is to identify and substantiate the necessary andappropriate steps to ensure the proper organization of energy supply of national economies bygovernments of countries with energy-deficit economies based on the analysis of similar work ofgovernments of developed countries, energy-intensive and energy-self-sufficient economies. The article compares the organization of management of energy supply of nationaleconomies in the USA, EU countries and Ukraine. The regularity of the formation of specializedgovernment structures by the governments of these countries is revealed, based on the algorithmof the creation of a subsystem of management from the components of «normative and legalsupport – a specialized organizational structure - a responsible person with a special status»,which today is absent in Ukraine. On the basis of this, the feasibility of the creation of aspecialized, innovative state management structure, the Service of the Special Representative ofUkraine for International Energy Issues with the function of energy diplomacy, adapted to theconditions and realities of the system of public administration and administration in Ukraine issubstantiated. The necessity of further theoretical substantiation and formation ofrecommendations concerning the ways, conditions and resources necessary for creation andensuring the effective and efficient activity of the proposed innovation management structure isindicated.

The urgency of the project activity for providing of the development of thepower supply enterprises is substantiated. It is generalized that the project activity allows theflexibly approach to the question of finance sources finding for measures aimed to thedevelopment of enterprises. The preconditions and trends of implementation of the projectactivity in the domestic practice are substantiated. The method of evaluation of the level ofmaturity of the project activity of power supply companies that is based on the selection andcharacteristics of the stages of this process is proposed, the key criteria of implementation andimprovement of the project activity at the power supply enterprises are determined. The currentlevel of maturity of the project activity is identified on the example of the electricity supplycompany. Strengths, weaknesses, as well as opportunities and threats of implementation of the project activity for the investigated enterprises are highlighted. Measures to implement theproject activity at power supply companies are proposed.
