Councils of young people are considered from a political viewpoint. They are particularly appreciated for their strategic means, because their very nature allows the politics to deny their poltical aims. They may be regarded as a sign of crisis of legitimacy in the political field itself and a means of reasserting the values of the local political commitment.

The paper deals with the use of cultural elements in the construction of national identity In Switzerland, images of mountain landscapes and memories of a heroic past played this role ; folklore was added around World War II. For some decades this formed a patriotic ensemble of remarkable persuasiveness and social integration. Today only its entertaining function seems to have remained, and this was put forward at the national celebrations in 1991. But older meanings may be revoked and put to political use. This has to be watched carefully

Is the inequality between Frenchmen and strangers irreducible ? It is, concerning the political rights, depending on the nation. As for the rest, the edict of November 2nd 1945, on our legislation concerning strangers, should be overhauled. Nationals and strangers wanting to establish themselves firmly in our country could have the same citizenship. The law, as it is today, is one of the main causes of xenophobia

The present pervasive spirit seems to be dominated by the expression of populism, a term used by the observers of social life. Here we have a return of populism ! But it may be interesting to take a closer look. The nature of this typically Russian movement is highlighted by historical research. Indeed, for revolutionary intellectuals invited by Alexandre Herzen to consult with the people, populism, the first socialist movement in Russia at the time of the Tsars, was experienced as the preaching of socialism in the political arena. The failure of this widely followed movement turned some Narodniki towards terrorism. Populism is still nowadays tainted with that strangely tragic dimension. The very idea of populism is corrupted. Today it appears as a form of demagogy with a high impact, which is infamously vehicled by the media
