The US Producer Price Index (PPI) Program continues to expand coverage with a new economy-wide index model based on the input-output tables produced by the US Bureau of Economic Analysis (BEA). All marketed US domestic production of goods and services is considered in-scope under the new economy-wide index model. An important benefit of the PPI’s expanded coverage is the production of a more comprehensive set of deflators that in turn should lead to improved measures of real Gross Domestic Product (GDP) and productivity. The deflation properties of a price index are partly dependent on how statistical agencies respond operationally to the conceptually difficult price measurement challenges presented by service industries such as finance, consulting or medical care. Several criteria can be used to access the accuracy and relevance of deflators that vary according to the complexity of the price measurement challenge. There are major issues to be resolved both in developing the new data product and in educating the user public about the new data product and its relationship to the existing PPI.

Service industries are becoming an increasingly important part of our economies. Not surprisingly there is a corresponding interest in statistics about service industries. The challenges in compiling statistics are often very different to other industries. This paper describes the programme for service industry statistics in the Australian Bureau of Statistics. It also describes some of the more interesting developments in Australia - new presentations in statistics such as satellite accounts; globalisation statistics including the activities of foreign affiliates; knowledge based economy and society statistics; direct volume measurement particularly for largely non-market industries such as health and education services; and price statistics for service industries such as finance, telecommunications and computer software services. These statistics are very important for measuring productivity for example.

The paper focuses on integrity as an essential principle for an effective system of official statistics. It attempts to evaluate the impact of some recent developments on its implementation (increasing complexity and instability of the socio-economic phenomena, increasing demand for statistics, emergence of private sector statistical producers, growing media domination in society, etc.), presenting some examples of the situation in Italy. The integrity of official statistics refers to the statistical staff, processes and data, and these aspects of integrity are inseparable and complementary. Integrity is also a component of the quality of official statistics perceived by users and by society in general. The producers of official statistics must start from the principle of integrity to re-examine and integrate aspects that are apparently separate from the principles driving the activities of official statistics. Implementing integrity requires establishing clear rules (code of practice), together with a series of internal protocols and procedures for their implementation. An independent guardian body should also be established to evaluate the fulfilment of the UN principles of official statistics.

A number of Central Banks use a measure of core inflation as an operational guide and analytical tool for monetary policy. But what is core inflation and why is it considered useful? This paper considers the conceptual basis underlying alternative measures of core inflation and why they are considered effective indicators of the underlying inflationary pressure in the economy. Existing research evaluating the various measures against a range of ideal properties is reviewed. The paper also gauges the value of the core inflation measures against traditional standard statistical approaches using seasonal adjustment and the estimation of the underlying trend.

There are two main approaches to measuring Owner Occupied Housing: the flow of services approach (covering rental equivalence and user cost) and the net acquisition. They use market price information for price measurement in the calculation of consumer's use of own housing. This paper describes these methods and treats extensively the simple user cost used for the calculation of owner occupied housing in Iceland. This method measures expenditure shares based on sticky real interest rate and depreciation. The price change of property is measured by a constant quality price index for all properties sold.
