Purpose This paper aims to review the licensing in India, including the development of universal licences and of the now infamous 2G spectrum scam. Design/methodology/approach This paper is a case study drawing on a side range of official documents, including inquiry reports, policies, licences and court judgements. Findings Liberalisation of the sector introduced opportunities for lobbying and corruption that lead to very unusual market structures, with many operators and too little spectrum. Research limitations/implications Interviews with the principals were impossible. Practical implications It is now necessary for the government to adopt good governance processes, especially in respect of 4G and th inevitable consolidation of operators in a fair and equitable manner. Social implications The governance systems are incapable of controlling the corruption in the telecommunications sector and require substantial redesign. Originality/value The paper is the first to relate corporate political activity and corruption to outcomes in the telecommunications sector in India.

Purpose This paper aims to dispel and rebut an ideology inspired onslaught on Facebook’s offering of Free Basics, an Internet service described as free to enable the poor to get on to the Internet. Design/methodology/approach The study is based on a comparison of Free Basics with several freely and selectively offered goods and services by the government of India and its companies and departments to help the poor. Findings Free Basics offered by Facebook is not anti-net neutrality nor discriminatory against innovative service offerings by start-ups or others. Originality/value The paper sdds to the material for consideration by the Telecom Regulatory Authority of India in determining its position on the issue.

Purpose This paper aims to examine the extent to which the largest international mobile operators are restructuring their network assets to adapt to a rapidly changing environment. Design/methodology/approach A number of original databases have been constructed that identify the relevant operators, both current and over an eight-year period, where they operate on a regional basis, their purchases and sales of network assets during those eight years and their unfulfilled aspirations to buy and sell network assets. Findings It is reasonably evident that operators have clear strategic objectives when deciding where and when to expand their empires, and that they have a clear preference for regional clustering of assets. However, the paucity of desirable networks for sale means that asset buying has to be opportunistic and that operators come up against problems such as an unwelcoming government or a corrupt regime which makes operators come to regret their initial enthusiasm. In recent years, the emphasis has switched from building empires consisting solely of mobile networks towards the development of multi-play capabilities within a limited number of countries. Practical implications Databases are compiled by many organisations for their own purposes. They are usually difficult to interpret because of a lack of explanatory footnotes and often contain mistakes. The authors compile their own unique databases and, therefore, have a better understanding of the reasons why strategic decisions are made that affect the buying and selling of international assets. Originality/value The existence of these databases mean that the authors’ work is highly original, even though it is, of necessity, based upon public domain sources.

Purpose – This paper aims to demonstrate how consolidation within Europe’s mobile telecommunication markets requires willing buyers and sellers. Design/methodology/approach – After highlighting the resurgence in merger and acquisition (M & A) activity in mobile telecommunications, the paper draws on a variety of secondary sources to analyse the strategies of three companies. Findings – The paper highlights the interwoven nature of the strategies of three companies: BT, Hutchison Whampoa and Telefonica. BT has returned to the mobile telecommunications market in the UK, with the company it did not acquire being purchased by Hutchison. As Hutchison implements a “double or quits” strategy in Europe, it has acquired operations from Telefonica, which, in turn, has exited most of its non-Spanish European operations to focus on Latin America. Purpose – The purpose of this paper is to consider circumstances when technological neutrality in fixed broadband (according firms the power to determine technological choices untrammelled by regulation or the operation of specific incentives) should be adopted. Purpose – The purpose of this paper is to investigate the possibility to replace radio equipment compliance requirements based on equipment parameters with a set of simple metrics that accurately reflects spectrum utilization and spectrum-sharing efficiency. Design/methodology/approach – The approach taken is to go back to the basic factors that determine radio system behavior in a shared spectrum environment: radio frequency power, duty cycle and frequency occupation. By normalizing these parameters, device specificity is avoided and a statistical perspective on spectrum utilization and sharing becomes possible. Findings – The analysis shows that two technology-neutral metrics would be adequate to govern spectrum utilization and sharing: a spectrum utilization metric and a spectrum-sharing efficiency metric. Purpose – The purpose of this paper is to examine the use of case studies in telecommunications policy research (TPR) and to compare and contrast usage with management, management information systems (MIS) and policy analysis. Design/methodology/approach – This paper conducts a comparative analysis that examines the methodologies used to design and select case studies and the various theories used in their analysis. Findings – The most sophisticated use of case studies is in management information systems (MIS), distinguishing critical realism, interpretivism and positivism to build theories. In policy analysis and TPR, theories are used to explain case studies, which are chosen as interesting sets of phenomena, rather than as means to extend, falsify or verify theories. Purpose – This study aims at examining the factors governing business benefits of moving to Enterprise 2.0. Web 2.0 has been around for more than a decade, and has been exploited by a lot of business organizations for improving their operations and profitability. However, the success rate has not been uniform. Design/methodology/approach – Is there a pattern behind this successful adoption has been a matter of curiosity for most top management personnel. Web 2.0 has been around for more than a decade, and has been exploited by a lot of business organizations for improving their operations and profitability. However, the success rate has not been uniform. Design/methodology/approach – Is there a pattern behind this successful adoption has been a matter of curiosity for most top management personnel. This paper goes into analyzing what factors govern this movement from Enterprise 1.0 to Enterprise 2.0 and uses structured equation modeling to predict the possibilities. Findings – It concludes by demonstrating that business benefits to the organization are significantly linked to the usage of Web 2.0 tools. Research limitations/implications – The paper has been done in India, and the authors expect that similar studies around the world will result in similar results.
