An ecosystem view on third party mobile payment providers: a case study of Alipay wallet 第三方移动支付提供商的生态系统视角——以支付宝钱包为例

Purpose To understand why the penetration of handset-based mobile payment in most countries is still low has been an important research topic for the last 15 years, and it has been analyzed from different perspectives. However, the analysis of a single aspect cannot provide a sophisticated answer to the complicated underlying question. The purpose of this paper is to understand how a relatively successful m-payment ecosystem is created and sustained through the coopetition of various actors. Design/methodology/approach To that end, the authors analyze the case of Alipay wallet, the m-payment service provider with the largest market share in China, and focus on understanding the motivations and subsequent actions of the organizations cooperating in the Alipay wallet core ecosystem. Findings The results show that actors with heterogeneous and complementary resources can forge sustainable collaboration. Within an ecosystem, although always constrained by resources and capabilities, the actions that the core actors take and the resulting power imbalances are dynamically changing, reflecting actors’ aim of reducing uncertainty. Research limitations/implications The main limitation of this case is that it was conducted in a Chinese context, which has specific features that may not apply to other cases. In addition, this study is based on a single case study in a single country, without comparing the results to any other cases or countries. Therefore, some modifications may have to be made when applying the framework and generalizing the results. Practical implications With regards to the practical perspective, the Alipay case may serve as an example that other providers follow, taking similar actions to increase the dependency of others and reduce their own dependency on others. It is helpful to take a keystone strategy to create value within the ecosystem and share this value with other participants. Moreover, Alipay acts as the platform provider, in addition to managing value creation within the ecosystem and sharing that value with the other participants. Alipay focuses on the business and strategic needs of the core actors, without threatening their main business, for example, Alipay focuses on micro-payments, which does not pose a direct competition to banks, who mainly rely on macro-payments to generate profit. Micro-payments are often related to high transaction costs for banks. In addition, although it is difficult to define the boundaries of actors in the ecosystem, the core business of every actor is the key competitive or even survival condition. This notion should be taken into consideration by actors whose actions affect the business of other ecosystem partners. For instance, Alipay will not aim to become a bank, as they know that if they do so, they cannot connect any other bank to their platform. Purpose In light of the recent European Commission decisions that clearly favour the maintenance of a four-network structure in European mobile markets, the purpose is to provide an empirical examination of the case for and against such a structure. Design/methodology/approach A table of concentration ratios in 35 sample European markets is constructed and is followed by a detailed analysis of all relevant merger/takeover cases since 2012. These are then used to provide a general analysis of the desirability of further consolidation in the European mobile sector. Findings Although the relevant investigatory bodies claim to have made out a watertight case for the maintenance of existing structures, the paper explains why these claims should be met with some scepticism, especially in light of the development of “quad-play” in all markets. Research limitations/implications When a decision is made on a market structure, it is pointless to pursue the “but what if?” alternatives any further. However, it should be possible in a few years’ time to assess whether the Commission’s predictions have come to pass. Originality/value As the UK decision has only just been delivered, the only commentary so far has had a narrow focus, whereas this paper seeks to provide useful and relevant background data about the structure of markets and technological developments.

Purpose The purpose of this study is to examine, in the context of online news use, the predictive values of two factors: perceived bias in traditional media and preference for partisan news. Design/methodology/approach This study used data collected as part of the Pew Internet and American Life Project between December 28, 2009, and January 19, 2010. The data were analyzed using linear regression analysis. Findings The findings provide evidence of the values of two potentially significant predictors of online news use: a perception of bias in traditional media and preference for partisan news. In addition, higher levels of political partisanship were shown to intensify the positive effect of perceived bias in traditional media on online news use in new media outlets, reinforcing the impact of preference for partisan news on participatory online news use. Research limitations/implications Depending on individual decisions, the internet can either help to empower deliberative democracy (where diverse and different voices coexist) or lead to an extremely polarized society. Originality/value With the explosive growth of the internet as a news source, media scholars have explored the factors that encourage people to rely on the internet for news and information. Nevertheless, certain attributes of online news consumption originating from individual attitudes about and perceptions of the media environment remain underspecified. This research helps advance an understanding of the types of people who seek news online and how they use various sources.

Spectrum management issues for heterogeneous networks in commons spectrum 公共频谱下异构网络的频谱管理问题

Purpose The purpose of this paper is to analyse some of the spectrum management policy implications of an evolving set of wireless technologies. Specially, deployment of heterogeneous networks (HetNets) as part of the rollout of long-term evolution networks and their expected use as the heart of next-generation services raises the question as to whether such networks should lead to any spectrum management policy changes. Design/methodology/approach The paper describes the use and variety of HetNets when using licensed and unlicensed or commons spectrum. Findings The paper demonstrates that there is little need to change current spectrum licensing regimes to deal with these networks in a licensed spectrum. However, it also shows that the deployment of HetNets other than WiFi in an unlicensed spectrum creates an information asymmetry, which means that spectrum regulators will find assessment of spectrum demand more difficult. The paper also highlights the problem facing spectrum regulators when there is a potential for interference to unlicensed services which are widely deployed but have no right to protection from interference. Practical implications Spectrum regulators will need to understand the extent to which an unlicensed spectrum is being used by mobile network operators to deliver wireless broadband services. This understanding is needed to be able to address potential interference with other services using an unlicensed spectrum and to be able to forecast spectrum demand. Originality/value The development of technologies that are designed to be used by existing mobile network operators for the delivery of wireless broadband services using an unlicensed spectrum creates novel regulatory challenges. This paper reviews some of these.

Digital intermediaries in the UK: implications for news plurality 英国的数字中介:对新闻多元化的影响

Digital intermediaries such as Google and Facebook are seen as the new powerbrokers in online news, controlling access to consumers and with the potential even to suppress and target messages to individuals. Academics, publishers and policymakers have raised concerns about the implications of this new power, from the impact on media plurality to implications for democratic discourse, freedom of speech and control over public opinion formation. After reviewing academic literature that has raised this concern and public policy addressing it, this paper aims to examine the empirical foundations for these claims. Through secondary analysis of industry data on referrals of online news traffic, the authors find that intermediaries do have the potential to exert significant influence over distribution of online news. The authors however find that not all news that is filtered through intermediary services is subject to the same shaping and editorial forces, in part, because user agency is also an important factor. The role of intermediaries in news distribution is thus complex; headline numbers do not translate automatically into influence due to the complex interplay and exchange between user agency and the editorial influence of intermediaries.,This paper is based mainly on a secondary analysis of publicly available data on news referrals, and some data provided by news publishers along with re-analysis of regulatory data from Ofcom and previously unpublished data from the BBC and SimilarWeb. These data sources are combined for the first time to investigate claims regarding the current controversy about media plurality, algorithmic power and transparency.,The paper finds that evidence that intermediaries wield concentrated editorial power is mixed. While other, non-intermediated news distribution platforms such as TV and the press remain highly important, online is heading towards being the most important distribution platform, particularly for younger demographics. The authors found that intermediaries such as search and social control access to a significant proportion of online news content. Addressing big data challenges in smart cities: a systematic literature review 应对智慧城市中的大数据挑战:系统文献综述

Purpose Big Data has become crucial for fulfilling the vision of smart cities; however, there are several challenges associated with its use. This study aims to provide a holistic view of challenges of using Big Data in smart cities and the solutions to deal with them by systematically selecting, reviewing and synthesizing the literature in this area. Design/methodology/approach A systematic literature review was conducted by following a rigorous search protocol that identified a total of 310 peer-reviewed academic research papers. These papers were subsequently filtered and finally 38 relevant papers were selected. Findings A number of major challenges (human dynamics, privacy, security, volume, velocity, variety, veracity and value) associated with Big Data in a smart city and the respective solutions to address them were identified. This study primarily contributes in providing the process of effectively managing Big Data in smart cities. Practical implications The study provides valuable information to the Big Data practitioners by illustrating the process of effective management of Big Data in smart cities. This study further provides the directions to the future researchers. Originality/value The study is original and is based on the existing literature and its interpretation.

Purpose The purpose of this paper is to provide an interpretative framework for the high market capitalisation companies (unicorns) universe, especially with the deployment of the mobile internet. The paper attempts to account for this global trend and to describe its global setting (global data), and its various components. Design/methodology/approach This paper originates from a research meant to document the phenomenon of high market capitalisation companies (unicorns) through the investigation of a qualitative sample of companies. The paper is based on desk research, a review of literature, review of the technical journals and analysis of annual reports. Going beyond the observations gathered from the sample, the research found that the transformations of the mobile communications ecosystem could provide an adequate framework to understand and put in perspective this phenomenon. Findings The paper defined unicorns as information technology (IT)-based (software mostly but hardware as well) start-ups that bridge pent-up demand and supply through innovative services and products mostly rooted in the mobile internet wave and the opportunities it brings along. The paper shows that smartphones as games changers facilitate the entry of new players in the mobile markets coming either from the IT sector or from Asia, much to the detriment of the European Union (EU) industry grappling with legacy business models. These companies derived the most from a mobile-first approach and have an outstanding number of unicorns. The paper identifies a potential telecom policy failure especially in the EU: policies have been tilted towards the supply side, without enough consideration of demand. The paper suggests that the EU, after having lead the previous wave, may have missed the last one (mobile broadband) not only from a policy but also from an industry viewpoint. Research limitations/implications More research should be done to better investigate what might have been the causes of this apparently missed mobile turn in Europe. The paper deals mostly with the cases of Asia and the USA. As the paper concentrates on the issue of unicorns and mobile technology, some other aspects of the mobile markets may not be taken into account. Practical implications The paper suggests reconsidering some policies in the field, to better take into account the role of consumers and to improve the link with other policies like innovation policies. Social implications The paper attempts at giving a better understanding of the evolution of demand and its role in the making of some new services. Purpose The explosion of mobile telephony in recent times has led to the emergence of a significant volume of literature. One area that has been relatively under-researched has been the role of mobile telephony in impacting economic growth and the relevance of financial inclusion in this respect. Using data on MENA countries during 2001-2012, this paper aims to examine this issue within an empirical framework. Design/methodology/approach The analysis is based on longitudinal data for the period 2001-2012 and examines the interrelationships among per capita income, financial inclusion and mobile telephony. To take on board this interrelationship, the authors use a simultaneous equation model. In contrast to the ordinary least squares, 3SLS exploits the information that the disturbance terms in the two structural terms are contemporaneously correlated, thereby producing consistent estimates. Findings The analysis suggests a significant relationship among these variables. In particular, a 1 per cent increase in the fraction of population using mobile telephony improves incomes by roughly 0.3 per cent points, whereas a similar 1 per cent increase in financial inclusion has double the impact on income. The findings also support a convex, non-linear relationship between income and cellular penetration. Robustness tests lend credence to these findings. Originality/value Although there are several studies on mobile telephony and growth, this paper provides a completely original contribution in the area of financial inclusion, linking the development of access to mobile communication to new channels for the unbanked population in the Arab economies.

With the development of the Internet and the significant impact it is having, network neutrality regulation has been receiving much attention. An analysis of the relevant literature suggests that the proponents and opponents of network neutrality disagree on the methods of developing the Internet. Therefore, it is important to review the literature on this issue for both future research and regulatory and practitioners’ references. This paper categorizes network neutrality issues and organizes the relevant literature accordingly. In addition, it addresses why the network neutrality problem is so difficult to solve and what further study is required to solve it.
