Purpose – In a converged and smart media environment, it no longer makes sense to talk only of a digital divide based on access to a platform – instead, a new “smartphone divide” is created based on a user’s ability to access and use an array of different services. Although there is an extensive literature on the digital divide in broadband access and use, zero research efforts have addressed the digital divide in mobile phone usage. Therefore, this research study aims to fill the gap in the literature by looking into new dimensions of the smartphone divide. Design/methodology/approach – Data were collected from a college student sample through an online survey and some hypotheses were framed and tested for intergroup (smartphone users vs non-users) and intragroup (active smartphone users vs inactive users) differences based on access, experience and persistence of usage. Purpose – The purpose of this paper is to use basic economic theory to examine the relation between the demanded data traffic and the network costs for several network deployment scenarios and find the most preferable deployment strategy subject to specific constraints in near future (2015-2020). Design/methodology/approach – The paper identifies the cost structure of radio access networks and explicitly models the network costs as a function of data traffic, both in the short-run (current network) and in the long-run (future capacity expansion scenarios). In the short-run model, the operating cost of the current network is calculated, highlighting the energy cost and its dynamics. In the long-run model, assuming unchanged site infrastructure, the cost analysis provides information for decision-making on network evolution. Findings – The results show that the operating cost does not differ significantly from short- to long-run, and the energy cost constitutes a small but remarkable share (around 7 per cen...

Purpose – This paper aims to provide an in-depth analysis of the process of standards setting based on the case of long-term evolution time division duplex (LTE TDD) deployment in China. Design/methodology/approach – Using actor-network theory (ANT) as a theoretical framework, multi-level analyses are presented to explain the process of adoption of LTE TDD at a global level. Findings – Findings identified the complex interaction between the social and technical aspects of fourth-generation (4G) by highlighting the co-evolving nature, diversity and interface that constitute the next-generation network environment. Research limitations/implications – ANT provides a framework of ideas for describing the process of technology adoption and for developing stories that explain it. Originality/value – The findings shed light on a critical insight of the interrelationships between TD-SCDMA and LTE TDD and identify the policy successes and failures of 4G mobile networks.

Purpose – This purpose of this article is to argue for repealing the bulk of the EU’s telecoms regulatory structure because the package’s work is done. Design/methodology/approach – The views expressed in this paper are based on the author’s extensive experience in the telecoms, media and Internet sectors. Findings – The paper finds that competition is strong and sustainable; that many of the key dynamics in the sector are driven by the broader digital economy and thus beyond the scrutiny of sector regulators; and that regulation is being capitalised into the political economy, distorting incentives to the detriment of European consumers. Originality/value – The paper contributes to the debate over the future direction of regulation in European telecommunications.

Purpose – The purpose of this paper is to explain the role of trust in cloud computing services based on empirical evidence from interviewing executives of financial institutions in Ghana. The paper answers the questions: what is the role of trust in cloud computing service acquisition, and what policies promote trusted cloud computing services? Design/methodology/approach – This is an explanatory paper that is based on literature review and empirical data on exploring reasons for cloud computing service acquisitions. A combination of interviews and focus group discussions was used as methods for data collection. Information technology and electronic banking executives of five major commercial banks in Accra, Ghana, between January and July 2013 were interviewed. Purpose – This article aims to discuss challenges to Radio-Frequency Identification (RFID)-based services from a user perspective located within sociology, anthropology and science and technology studies. Design/methodology/approach – Two cases of toll/ticketing RFID technologies are explored: the mature AutoPASS (tolling on public roads) and the newly implemented Flexus/Ruter Travelcard (public transport) in Norway. A methodologically triangulation of qualitative data is applied to trace the history of RFID implementation, and to compare the benefits proclaimed by suppliers with the hands-on experience of users. Findings – The RFID benefits proclaimed by suppliers were, to a large extent, shared by users in the case of AutoPASS, but to a lesser extent in the case of Flexus/Ruter Travelcard. On the other hand, it will focus on how users perceive traditional advertising and new advertising formats (e.g. personalised advertising, interactive advertising). Design/methodology/approach – The applied research method is a combination of expert interviews with different actors in the TV sector and qualitative user research on viewers’ expectations towards advertising and new advertising formats in a digital era. Purpose – This study aims to, in the light of the Digital Agenda for Europe (DAE) objective to provide “broadband for all”, investigate how the DAE can make use of universal service as a regulatory instrument created specifically to ensure a minimum of available and affordable electronic communications services within a competitive market. Design/methodology/approach – The paper uses systematic and comparative legal analyses of the European Union (EU)’s universal service rules and contrasts them with Information Society policy measures. Findings – There are strong commonalities between the DAE and universal service on the level of objectives. However, due to heavy reliance on the measures stimulating supply-side, there are discrepancies in the mechanisms of their achievement.
