This study aims at exploring press release regarding Anniversaries of the Deportation of Ahiska (Meskhetian) Turks from their homeland commemoration statement by Ministry of Turkey Foreign Affairs. Therefore, this article is based on the single official documents as a primary resource. Only one primary source is used to gather empirical data which extracted from Turkish Foreign Ministry official website. Turkey has been celebrating the Ahiska (Meskhetian) Turks Commemoration Anniversary between 2015 and 2021 with a gap in 2016 in which it was not released for the unknown reason. The span time for this research has chosen according to the available official press release and official letter by the Ministry of Foreign Affairs. The text content analysis is applied to commemoration statements to find the nature of the language used in the letters to define and underline Turkey approach to the community using the commemorative language. It concluded to verify the correlations between transnationalism, commemoration and diasporaziation process with analysis content of the commemoration letters.

The issue of humanitarian intervention is widely discussed in the field of international relations. While the issue of humanitarian intervention is necessary for hegemonic states, it is defined as the justification for “occupation” for states with more idealistic discourses. According to critics of “humanitarian intervention”, the clearest example of the criticized occupation issue is the US-Iraq war. The concept of humanitarian intervention has been discussed in the international system for a long time, and its status under international law still remains unclear. The USA carried out a military operation in Iraq under the pretext of humanitarian intervention, because of this, the Saddam regime was overthrown, furthermore, had other devastating consequences. The USA has labeled some states including Iraq as “rogue” states that “brutalize their own people and squander their natural resources for the personal gain of their rulers”. In this study, the humanitarian intervention by the USA, which has a negative impact on Iraq, is examined.

In the non-political field, authority is a social relationship based on personal needs and a psychological mechanism realized by respect. This determines that authority is characterized by fragmentation and potential (Chen, 2021). However, the inherent characteristics of authority are obviously disadvanta-geous to the rulers who pursue the general obedience of their subjects. There-fore, in the political field, authority must be transformed into a universal and unified political authority. Max Weber believes that authority is the possibili-ty that a group of people will obey certain or all orders (Webber, 1978: p. 212). This also affected the academic research on political authority after the Second World War, which has never been divorced from Weber’s empirical research (for instance, Frank Furedi’s Authority: a Social Study and Richard Sennett’s Authority). In fact, reviewing the history of Western political thought, we can find that there are many political thinkers who try to think about political authority from a normative point of view, including Thomas Hobbes, John Locke, John Stuart Mill, and so on, but their understanding of political authority and the means of legalizing political authority are different. This paper believes that Hobbes’ understanding of political authority is closer to its essential attribute and plays an important role in the history of Western political thought, so it is necessary to focus on it. Of course, due to the limita-tions of the times, Hobbes’ view of political authority also has some defects, so it has been questioned by thinkers of different schools of contemporary thought. By examining Hobbes’ view of political
