Perceived Social Capital and Institutional Environment‘s Impact On the Success of Regional Cluster Policies 感知社会资本和制度环境对区域集群政策成功的影响

Abstract Cluster policies (CPs) are said to be one of the crucial elements supporting the innovativeness of local and regional economies. However, what drives the success of CPs has not been made fully explicit. We tested the impact of perceived quality and strength of social capital (SC) and the formal institutional environment (FIE) upon CPs. We studied this relationship by applying structural equation modelling to data from quantitative CATI research on members of 20 cluster initiatives from four Polish administrative regions (NUTS 2), referred to as voivodships. We have revealed that the formal institutional environment has a strong influence on CPs, whereas, surprisingly, SC hardly matters.

How Does Female Entrepreneurship Affect Happiness? 女性创业如何影响幸福感?

Abstract The purpose of this paper is to investigate the correlation between female entrepreneurship and happiness within the Association of Southeast Asian Nations (ASEAN) region. The study uses a panel data model with two independent variables measuring female entrepreneurship and five control variables measuring the determinants of happiness. The method used for analysis is the panel fixed effects of the method of moments quantile regression (MM-QR) to examine data from nine ASEAN countries between 2006 and 2021. MM-QR can capture the location and scale of the conditional distribution of the dependent variable, making it suitable for studying the heterogeneous effects of female entrepreneurship on happiness across happiness quantiles. This approach controls for unobserved time-invariant heterogeneity, reducing omitted variable bias in cross-sectional studies. The MM-QR approach is rigorous and robust for analysing the complex relationship between female entrepreneurship and happiness in ASEAN countries. The main contribution of this study is to shed light on the relationship between female entrepreneurship and happiness, which reinforces and supports comprehensive development in emerging countries. The findings suggest that policymakers and practitioners can benefit from supporting female entrepreneurship by implementing policies and programs that provide access to education, training, mentorship, and financing. Furthermore, the study highlights the importance of the gender development index (GDI) as a determinant of happiness in ASEAN countries.

Are small farms sustainable and technologically smart? Evidence from Poland, Romania, and Lithuania 小农场是可持续的,技术上明智的吗?来自波兰、罗马尼亚和立陶宛的证据

Abstract Sustainable development of farms is determined by many factors and, in recent years, significance of modern technologies and artificial intelligence (AI) has been pointed out, especially in terms of beneficial effects on economic performance and natural resources. Therefore, there is a need to answer the question about the application of AI technologies in small-scale farms, especially those with a relatively high level of sustainability. In order to obtain the information, a survey in Poland, Romania and Lithuania was carried out. Among the respondents, the 20 most sustainable farms in each country were selected using the CRITIC-TOPSIS method. Next, in-depth interviews were conducted to explore attitudes, behaviour and knowledge of AI.. The results show that small-scale farms in selected countries do not apply artificial intelligence. Although owners recognise and appreciate the benefits of AI, they are not convinced to implement this technology in their own business, they are not completely uncritical about using AI tools in the practice. The main obstacles are: low level of knowledge, misconception of the price of innovation or lack of capital for buying more advanced technology, low interest in implementing innovative solutions due the small scale of production or habituation to traditional production methods.

Cross-Country Differences in Return and Volatility Metrics of World Equity Indices 世界股票指数收益与波动指标的跨国差异

Abstract This research seeks to determine whether the cross-country differences in return and volatility metrics in various country equity indices can be explained by differences in economic development. We base the study on the MSCI IMI net income indices on two samples: a 51-country sample from the period 31 May 2002 to 28 February 2022, and a 75-country sample from the period 30 November 2010 to 28 February 2022. In this study, countries are grouped into four categories: frontier, emerging, early-developed, and developed, based on gross domestic product (GDP) per capita. The Kruskal–Wallis rank sum test is used to find cross-group differences, and the results are further analyzed with the pairwise Wilcoxon rank sum test with the Holm–Bonferroni p value adjustment method. The results are relatively unintuitive and show that there is no significant cross-group difference in daily and monthly returns. There is evidence of a considerable difference in volatility metrics, especially in the case of the emerging market group, which is significantly different from the three other groups. The results are slightly sensitive to time period change and very sensitive to changes in income categories of some countries.

Green bonds - financial innovation for sustainability financing: The case of the Polish green bonds market and their development barriers 绿色债券——可持续融资的金融创新:波兰绿色债券市场及其发展障碍的案例

Abstract The struggle against climate change and the increasing implementation of sustainability and environmental, social and governance (ESG) standards have contributed to the dynamic development of green finance. Green bonds have become one of the key tools of green finance. The aim of this paper is to provide a comprehensive study related to the development and barriers of the green bonds market in Poland. A literature review, comparative analysis, and financial data were used in this research. The publication uses data from the Climate Bonds Initiative and includes global data on the development of the green bond market. The research was also enhanced by data from the Polish Ministry of Finance. Green bonds are an increasingly popular financing tool for renewable energy, zero-emission transport, or green buildings. The biggest advantages of green bonds are compliance with ESG standards, hedging of climate risk, and reputational benefits. Disadvantages include significant transaction costs, lack of uniform standardisation, or the risk of greenwashing – particularly when issuing sustainability-linked bonds. The development of green bonds in Poland faces barriers related to the lack of green projects. The development of municipal green bonds in Poland is clearly hampered by high transaction costs and the lack of clear economic benefits for issuers. Green bonds are not an instrument to finance all environmental investments, hence their implementation is limited; however, they are playing an increasingly important role in the transition towards sustainability.

Consumption behavior towards the circular economy 走向循环经济的消费行为

Abstract The article focuses on the consumption of goods used by consumers of different generations from 3 different countries: Albania, Polish and Portugal. The aim of the analysis was to identify respondents‘ indications concerning: (1) knowledge of the definition of the circular economy, (2) declared by respondents places of purchase of used products and (3) type of purchased products used by respondents. The analysis was conducted among 495 respondents from Albania, Polish and Portugal representing three generations (X, Y, Z). Correspondence analysis was used for statistical data analysis. Statistically significant differences in knowledge of the definition of the circular economy were shown between respondents from Albania, Polish and Portugal. It was also found that respondents‘ preferences regarding the place of purchase of second-hand goods are differentiated (at a statistically significant level) by nationality and year of birth (generation). The obtained results open the possibility of further research aimed at identifying different behaviors among these groups of consumers. The presented work, both in the cognitive and application part, can be a source of knowledge and popularization of research, as well as a source of inspiration for in-depth reflection and scientific discussion. The analyses presented in the publication may complement the existing research in the field of circular economy. Extending the survey to other EU countries can help define a strategy for policymakers, manufacturers and retailers to make greater use of circular economy solutions, while maintaining the viability of their operations.

Financial Factors Explaining Value Migration: Evidence from Central Europe 解释价值移民的金融因素:来自中欧的证据

Abstract The objective of this article is to identify the relationship between financial factors and value migration on a yearly basis. The data cover nonfinancial firms listed on exchanges in Central European (CE) countries from 2016 to 2020. To evaluate the migration of value between industries, the share in the industry migration balance was estimated. Next, averages in three industry terciles, set on the basis of the change in market value added, were calculated and compared using both parametric and nonparametric tests. It allowed us to analyse the economic and statistical significance of the value drivers in the value migration process. The value migration in the largest Central European industries intensified during the COVID-19 crisis. The largest sectors were not negatively affected by the pandemic. It seems that, at least for some industries, there was a positive relationship between the growth of market value and sales profitability, sales growth, and cash levels. The market value drivers did not significantly change in the first year of the pandemic. This study contributes to the recent empirical literature on value changes and fills the gaps in the current research for the Central European region, during the time of the macroeconomic crisis induced by the COVID-19 pandemic. The conclusions on the value migration factors may be useful for investors in their decision-making process. Our results can also serve as a valuable reference for managers in the process of defining business strategies, especially during turbulent periods.

COVID-19 Pandemic and the Situation of Immigrants in Enterprises 新冠肺炎疫情与企业移民状况

Abstract During the first (spring 2020) and second wave (autumn 2020) of the COVID-19 pandemic, Poland was among the countries with the strictest regulation, lockdown, and national quarantine. The pandemic has significantly influenced the situation of enterprises, especially for immigrants. The main aim and contribution of this paper is the analysis of the immigrant’s situation during the pandemic from the perspective of companies. The research goal is the identification of strategies adopted by the firms employing immigrants, so as to providing additional help to their foreign workforce during the pandemic. For the purpose of this research, a multilevel model of the triangulation design was chosen. The qualitative research included seven in-depth-interviews with purposefully selected enterprises. The quantitative study was conducted on a sample of n=894 employers. For the purpose of the second round of research, 17 interviews with companies employing immigrants were conducted. The research showed that during the first wave of the pandemic, employers most often terminated employment with immigrants, which, however, in some cases, was the initiative of the immigrant. Some firms recognizing special needs of their foreign workforce developed strategies that manifested themselves in offering additional help to their foreign workers. The paper contributes to the literature on the situation of immigrants in terms of special treatments of immigrants as vulnerable workers and the knowledge of strategies enterprises adopted in order to help their foreign workforce during the pandemic by presenting the perspective of employers.

Has Economic Growth in Balkan Countries Been Pro-Poor in the 2012–2017 period? 2012-2017年巴尔干国家的经济增长是否有利于贫困人口?

Abstract The study investigates whether economic growth in the Balkan countries was pro-poor in the most recent period. We also try to establish to what extent various measures of pro-poorness of economic growth produce consistent and comparable results. Firstly, concepts of pro-poor growth are defined and corresponding approaches toward measuring pro-poor growth are presented. We distinguish between measures based on a general class of pro-poor indices and a dominance-based techniques. In the empirical part of the study, we verified whether economic growth in six Balkan countries (Greece, Bulgaria, Romania, Slovenia, Croatia and Serbia) was pro-poor in the 2012–2017 period. The analyses is based on the latest available panel data of the European Union Survey on Income and Living Conditions (EU-SILC). Growth was pro-poor in Croatia, Romania and Slovenia during the whole analysed period. The growth pattern was non pro-poor in Bulgaria, Greece and Serbia in certain years, mainly during periods of economic downfall. Various measures of pro-poor growth patterns do not produce consistent results in all instances. The results of the conducted comparative analysis suggest that the level of social benefits does not directly influence the pro-poor nature of the economic growth.

Demand for Additional Foreign Language Activities in Poland 波兰对额外外语活动的需求

Abstract This paper addresses the issue of participation in additional activities in foreign languages among Polish students aged 7–15. Foreign language skills are important in recruitment to secondary school and university. In the labour market, there is also a considerable wage premium for foreign language skills. Participation in such activities is therefore a form of investment in human capital. In this work we distinguish two kinds of additional foreign language activities: paid and free, and we show their different characteristics, which is our contribution to the literature. We check whether the key factors on the demand and supply side of additional activities such as family socio-economic status (SES) and size of the place of residence affect the participation in paid and free activities in a similar way. We also examine gender differences in additional foreign language activities participation. For the purpose of our analysis, we use data from the second round of the Determinants of Educational Decisions study (UDE) and apply the multinomial logit regression model. Our results indicate that family SES and size of the place of residence are important factors for probability of participation in paid foreign language activities. For participation in free activities, family SES does not matter. Therefore, these classes can contribute to equalising educational opportunities. We also find that girls are more likely to participate in both paid and free activities in foreign languages.
