This scientific endeavour, the issue of the effectiveness of active labour market policies in terms of theory and interpretation is addressed. Given that active labour market policies are consuming financial resources, over the years, several authors in the field have tried to assess their effectiveness, offering different interpretations. The effectiveness of active labour market policies is a problem not only for theorists in the field, but also for decisionmakers in government institutions. In this case, the Public Employment Service has an important role in the process of implementing active labour market policies. However, following the implemented policies, it is expected that some indicators related to the labour market will improve, such as reducing unemployment and increasing the level of employment. The paper presents several approaches to labour market policies, as well as tools that can be used to improve the above-mentioned indicators.

Languages can build bridges between people, giving them access to other countries and cultures and enabling them to understand each other better. Knowledge of foreign languages plays a vital role in increasing employability and mobility. Multilingualism also improves the competitiveness of the EU economy. Due to the lack of language skills, companies lose international contracts and the mobility of skills and talents is hampered. In order to develop the skills required in the labor market, the European Commission cooperates with stakeholders in education and entrepreneurship.

Citizens across different age groups need personal human contact; they need to meet, to talk to each other, to hug and to love. The language of music is the most constructive action in the context of human recovery and ensuring the psychological well-being of the population.

Looking back in time, history shows us, by the fact that no society has lasted for more than 100 years without generating a war, that we are facing a problem. Doesn't it seem hilarious, because everyone knows this, and we take it for granted? It is here that we have the hint that since the world has existed, there has never been a healthy society. In order to be able to build a healthy intercultural society, strong collaboration and less competition are needed, or a too competitive style between societies brings division, where everyone fights for the supremacy of their own culture. These struggles are the result of many smaller problems that have not been properly managed and solved, usually over several years, which later turned into mass disorder and have led to wars. Consequently, this paper describes some key concepts that stand out which not being properly managed and developed or their lack lead to the destruction of a culture, a society. Thus, we teachers, are the ones in the first line, who can bring to the attention of our disciples these major cultural problems, in order to build a healthy intercultural society in our country and abroad. Through the method of analysis and comparison of several papers and opinions, a personal opinion emerged regarding this current topic, in the context of Europeanization and globalization of economies.

Occupancy rates can be increased by applying as flexible learning pathways as possible. Acquiring and updating skills, knowledge and competencies is a necessity required by technological changes in the economy. Thus, graduates need to be better prepared, as their access to new jobs can be restricted if they have a low level of skills. Starting from the structure of the adult population in the Member States of the European Union, the article presents an analysis of the level of education of the adult population.

This scientific approach brings to the fore topics on the unsatisfactory state of the situation in the national educational ecosystem, exacerbated by COVID-19; to identify the problems caused by the COVID-19 pandemic in the educational ecosystem of the Republic of Moldova and to sensitize the decision makers regarding the de facto situation of the actors directly involved in the educational process. The proper functioning of the educational ecosystem in the Republic of Moldova is directly dependent on the interrelation of a set of subsystems The educational ecosystem in the Republic of Moldova, in grosso modo, is based on sound educational policies, promoted by the state in order to ensure technical and scientific progress in all social and economic spheres and the rally to the international education system. The fulminant development of the society, of the information technology dictates the redefinition of the learning process, including by the extension of the socalled educational ecosystem (learning ecosystem). In the Republic of Moldova, the pandemic has profoundly affected education and aggravated existing social inequities in the country's educational ecosystem. It has been extremely difficult for both children and teachers to adapt to distance learning. The use of information and communication technology (ICT) to ensure the continuity of distance learning has become the main priority of the education system in the Republic of Moldova. However, the pandemic also outlined in the biotopy chapter certain weaknesses (problems) of the educational ecosystem in the Republic of Moldova, including: the limited number of computers available, their condition, the state of the operating system and the logistical planning necessary for it etc. Another problem directly concerns the biocenosis of the educational ecosystem in the Republic of Moldova, a large part of the teachers in the educational system of the Republic of Moldova, in fact many students, found themselves unable to use these technical means. The applicability of the research results derives from the findings made, the stated conclusions, which could serve to draw some development policies and strategies, optimization of the educational system in the Republic of Moldova. Originality consists in elucidation of the problems in the national educational ecosystem by reporting to the impact of the COVID-19 pandemic in the Republic of Moldova.

The explosive development of new communication technologies and their widespread expansion have led to new concerns in interpersonal communication. New technologies involve useful tools for development and communication, but also new challenges, as adapting to new tools and ways of communication causes changes in form and substance at the overall level. In addition to the enormous possibilities that the emergence of new communication technologies has opened up at the communication level, numerous problems have arisen following their introduction. In other words, some acute problems related to the storage and management of information both inside and at the interface with the outside have been solved, but the introduction of new technologies has led to significant changes in configuration, climate and communication networks in organizations / institutions etc. Last but not least, there has been a need for people to adapt "on the fly" to new configurations and characteristics. New communication technologies are combined with other trends at the macrosocial level: globalization, intercultural communication, the decline of consumption patterns, the accelerated evolution of markets, changing lifestyles. The complex of trends that indicate global changes will influence the future and life in organizations / institutions. Challenges for communicators are linked to their ability to anticipate change from the outside and to proactively introduce change adaptation measures. Basically, communication has become the main variable for survival, longevity and institutional health: the development of a human team depends on its development.

The transition to a digital economy is fundamentally changing the labor market: along with the spread of information technology in all spheres of life, digital skills are becoming critically important from the point of view of employers. A massive transformation in talent requirements is expected, as many operations that have not been affected by previous waves of digital adoption may be automated in the near future. The introduction of digital technologies leads to significant changes in staffing requirements and requirements for specialists.

Technical-scientific progress has a decisive impact on improving the production process, influences the increase of labor productivity and contributes to the qualitative change of the technical-material base of the countries. The importance of the system of scientific research and technological development lies in the fact that it may contributes to the growth of the GDP and can be an argument for participation in international scientific and technical cooperation between different countries. In recent decades, an upward trend has been observed especially in the systemic development of the fields of science. The advancement of the field related to the development of science and technology, can serve as confirmation. With the development of the world economy, a new economic thinking is required, and research in this field is a mechanism for its development. The research and development sector in the Republic of Moldova faces several problems, the most important of which is the qualitative and quantitative loss of human potential. In addition, for most Moldovan companies the main success factor on the market are low production costs, not innovations. In this context, the government of the Republic of Moldova is actively involved in the development of research and innovation through state policies.

Import revenues in the national budget represent an important flow of monetary resources for most countries, including the Republic of Moldova. This article will contain the study of the dependence of the share of import revenues in the budget, with such indicators as The Quality of Life Index or Human Development Index. The Republic of Moldova is dependent on customs revenues, namely the study of this type of revenue source is important for understanding the economic structure of revenues in the budget. Comparison with the income structure of other countries will give an understanding of the link between the standard of living and the import / export balance.
