This work makes a comparative interindustrial analysis of tourism and culture with an aggregate sectorial approach, for the sectorial compatibility of the input output matrix of 2008, with the respective satellite accounts. For this, the levels of sectoral linkages of these activities are identified and estimates of employment coefficients and multipliers are made, which allow us to assess the potential economic impact of these economic activities, by estimating the direct, indirect and induced effects who have spending on tourism and culture on the Mexican economy. The results reveal that the cultural sector has greater linkages due to interindustry demand and induced consumption demand, but the economic weight and the direct coefficients in tourism employment determine that the final effect is higher in the tourism sector. Los estudios de creacion y desviacion del comercio dirigidos al Tratado de Libre Comercio de America del Norte (TLCAN) y su relacion con Mexico, han evidenciado comportamientos perjudiciales para el mercado interno mexicano, ademas de senales de un “comercio dirigido”. Recientemente, la situacion de Mexico se ha agudizado debido a la existencia de medidas no arancelarias (MNAS), ya que son las causantes principales -o por lo menos de forma significativa- de distorsiones en el comercio. El objetivo de esta investigacion es analizar las MNAS vigentes para la economia mexicana en el contexto del TLCAN, con terceros (China) y con el resto del mundo. La metodologia que se emplea es una red de visualizacion basada en clusters. En las conclusiones se senala que, Mexico mantiene una carga totalmente desproporcionada respecto al resto de los firmantes en el Tratado, asi se pone en manifiesto que estas medidas al ostentarse como una extension de proyectos de nacion, madurez de las instituciones y, en especial, del grado de autonomia de un gobierno, entonces su imposicion obedece a estrategias que no se mantienen al margen de los acuerdos comerciales. Abstract Studies about the creation and deviation of tade in relation to Mexico as a member of nafta have not only shown unfavorable happenings in relation to Mexico´s internal market, but also certain signs of managed trade. In fact, Mexico´s situation has recently become worse due to the existence of non-tariff measures (NTMS), which are the principal reason for, or at least a significant way of trade distortions. Therefore, the aim of this investigation is to analyze those NTMS that apply to Mexico in the context of NAFTA relations with third country members (such as China), and the rest of the world. The analytical methodology used consists of a net visualized as clusters. The conclusions show that, Mexico endures a situation very disproportionate (out of scale) in relation to the rest of the Treaty´s members. In addition, it is, therefore shown that these measures -that presume to be an extension of national projects, institutional maturity, and above all governments´ autonomy, then their imposition due to strategies that do not remain outside of trade agreements. El presente trabajo tiene como objetivo determinar la eficiencia tecnica global, la eficiencia tecnica pura y la eficiencia de escala del sector electrico de Mexico durante el periodo 2008-2015, instrumentando la metodologia del Analisis de la Envolvente de Datos (DEA) y haciendo uso del estadistico bootstrap con la finalidad de robustecer los resultados. Se incorpora ademas, el analisis benchmarking y slacks . Del estudio se desprende que, ninguna de las trece divisiones revisadas fue eficiente; no obstante, las regiones Norte y Baja California con valores de 0.932 y 0.917 respectivamente, alcanzaron los niveles mas altos de eficiencia, mientras que la region Sureste con un valor del 0.483, tuvo el menor nivel de eficiencia. Se concluye que si bien se ha tenido la capacidad de abastecer la demanda de energia electrica que el pais requiere, es importante continuar con estudios de esta indole, que coadyuven en la formulacion de politicas orientadas a la mejora de la eficiencia del sector. Clasificacion JEL: C61, L94, Q49 Abstract This research aims to determine the technical efficiency of Mexico’s electricity sector in period 2008-2015, using Data Envelopment Analysis methodology with bootstrap in order to give more validity to observations obtained. With the study it was possible to determine that none of the thirteen divisions analyzed obtained the optimum level of efficiency, however, Baja California and North divisions obtained the highest efficiency indexes in the sector in the study period. Otherwise, the Southeast division was the least efficient. It is concluded that although it has been able to supply the demand for electric energy that the country requires, it is important to continue with studies of this nature, which allow the formulation of policies aimed at improving efficiency of the sector.
