To buy or not to buy? A case study of Western books at Peking University Library 买还是不买?北京大学图书馆西书个案研究

Purpose – The purpose of this paper is to develop a decision-making model for buy vs borrow selection decisions. Design/methodology/approach – The authors conduct a statistical analysis of circulation transactions and Interlibrary Loan (ILL) request data related to Western books as well as the overall subject content of local collections. They compare the relative costs and delivery times for obtaining materials through interlibrary loan channels vs purchase from domestic or foreign publishers. Based on this analysis, they make recommendations for buy vs borrow decision-making model relevant to the Western books collection at the Peking University Library. Findings – For materials available domestically, requesting through ILL is the preferred acquisitions strategy because of the low cost of domestic service and the comparable speed of delivery. A scheme to improve the international inter-library loan service in the National Library of China 改进中国国家图书馆国际馆际互借服务的方案

Purpose – The purpose of this paper is to propose a scheme to promote and improve international interlibrary loan (ILL) service at the National Library of China (NLC). The NLC is the center for international ILL in all of China, but as user needs change in response to the rapid development of information technology, it is necessary to investigate how to recast the international ILL service of the NLC. Design/methodology/approach – The paper uses a systematic case study approach. First, a brief introduction to international ILL practice in the NLC is given. Second, issues that concern request communications, copyright and payment methods are analyzed. Next, a scheme to modernize and improve international ILL is proposed as a response to the aforementioned problems. Finally, new challenges to international ILL are analyzed. Purpose – This study aims to discuss the creation and development of China’s National Science and Technology Library (NSTL), provide an overview of the information services it provides for sci-tech researchers throughout the People’s Republic of China, and highlight the leading role it plays in fostering scientific innovation in China. Design/methodology/approach – The author uses a case study approach based on his own professional experience at the NSTL. Findings – The NSTL offers a wide variety of information, reference and document delivery services for sci-tech researchers in China. Originality/value – The NSTL plays a leading role in the provision and innovation of such services, and as such has a direct and positive impact on the quality of scientific research and innovation in China.

Purpose – The purpose of this paper is to provide a review of the literature concerning interlending and document supply. Design/methodology/approach – The study included the review of over 130 journals and related material. Findings – The race to build and deliver a system for dealing with the vast increase in OA-deposited manuscripts in the USA continues. Public access to publishers’ e-content is being made available in UK public libraries as part of the Finch report agreement. More developments in Patron-Driven Acquisition are described and much else. Originality/value – Represents a useful resource for librarians and others concerned with interlending and document supply and such related matters as resource sharing and open access.

Purpose – The purpose of the paper is to investigate the enhancement of resource sharing with a state-of-the-art transportation system in a large open distance learning (ODL) institution in South Africa. The University of South Africa (UNISA) is an ODL institution, and it has the largest academic library of its kind in Africa. The University is acknowledged as one of the mega-universities of the world with a student body approaching 400 000. In addition to providing an inter-lending service to this large student body and to 3,000 staff, the UNISA Library is a net-lender within South Africa’s inter-lending and resource sharing network. The Library’s inter-lending service forms part of the request services available to all its clients and to the wider community of participating libraries. Daily, an average of 2000 requests is received for processing, retrieval and delivery. Purpose – This paper aims to evaluate the use of alternative methods compared to traditional interlibrary loan (ILL) processes. Design/methodology/approach – ILL departments around the world were surveyed about their policies and procedures for obtaining materials for their users. Findings – The survey results indicated that alternative methods are predominantly a fringe activity, while most materials are still obtained through traditional ILL processes. There continues to be a great deal of room for exploration of purchasing, renting and the use of free resources to fill ILL requests. Originality/value – This article shows that there continues to be a great deal of room for exploration of purchasing, renting and the use of free resources to fill ILL requests.

Purpose – The purpose of the paper is to give an overview about the framework of copyright law and licences as well as the development of German National Library of Science and Technology (TIB) full-text supply services within that framework. The change of German copyright law in 2008 posed a challenge to TIB’s full-text supply services. While TIB can deliver on the basis of a statutory limitation any document to customers within Germany via mail and fax, there are restrictions for electronic delivery. Design/methodology/approach – The article describes the framework of German copyright law and licences for document delivery as well as activities of TIB to continue servicing customers in a best possible way within the existing framework. Findings – Licence agreements with publishers or intermediaries such as Rights Reproduction Organizations are now in place to allow delivery of electronic documents on a wide scale. Purpose – The purpose of this paper is to provide background and context on the need for a new interlibrary loan (ILL) system interoperability standard, describe the basic purpose and structure of ISO 18626, information and documentation – interlibrary Loan Transactions – and outline steps for the new standard’s development and implementation. Design/methodology/approach – The author’s paper is based on her expertise as a member of the working group TC46/SC4/WG14 Interlibrary Loan Transactions, charged with development, implementation and promotion of the ISO 18626 standard. Findings – The ISO 18626 standard is needed to replace the outdated standard ISO 10160/10161. It consists of simple messages, namely, a request message; a supplying library message; and a requesting library message. Messages are encoded using XML. Balloting on the draft standard was unanimously approved in December 2013, and a fully developed ISO 18626 standard is expected to be in production in one to two years. Originality/value – T...

A survey of e-book interlibrary loan policy in US academic libraries 美国高校图书馆电子图书馆际互借政策调查

Purpose – This paper aims to reveal the perceived barriers to e-book interlibrary loan (ILL) and their reflections on academic libraries’ ILL/lending policies. Academic libraries in the USA have witnessed an impressive growth in acquiring e-journals and e-books. Although ILL of e-journal articles has become a standard practice, ILL of copyrighted e-books does not appear to be equally common. E-book ILL is often considered difficult or nearly impossible because restrictions for ILL are embedded in license agreements (or terms of use) and reinforced by technological measures. Design/methodology/approach – The study opted for a telephone survey method, in which researchers collected data on ILL/lending policies about e-journals and e-books in 200 randomly selected academic libraries in the USA. Findings – The findings show the state of e-books in US academic libraries and demonstrate the slow adoption of e-book ILL compared to e-journal ILL. Factors contributing to successful collaboration among Omani academic libraries 促成阿曼学术图书馆之间成功合作的因素

Purpose – The purpose of this paper is to identify contributing factors, both internal and external, that will ensure a successful collaboration between Omani academic libraries. Design/methodology/approach – A qualitative research approach was adopted, and 23 individual interviews were conducted with representatives from participating libraries. Findings – Collaboration among Omani libraries is a complex situation and its chances for success are dependent upon a host of factors, including the participating libraries' staffing, management, financial resources, and available technology as well as support from university administrators. Originality/value – This paper presents the findings of original research conducted by the author and reports on the nascent stages of library cooperation in Oman and in a region that is not often covered in library literature.
