Proposing A Predictive Model for Assessing the Influence of Employee Empowerment on Organizational Performance 提出一个评估员工授权对组织绩效影响的预测模型

Embracing employee empowerment in the UAE Federal National Council is an absolute necessity for achieving outstanding organizational performance. By granting employees freedom to make decisions, take initiative, and contribute their unique perspectives, it can unleash untapped potential and drive the council towards unparalleled success. Hence, the use of a novel multi-linear regression model in this study is an important step forward in understanding the relationship between employee empowerment and organisational performance. Unlike prior research, which may have ignored essential components, this model incorporates the independent variables meaningfulness, self-determination, impact, and competence. It examines how employee empowerment affects overall organisational performance by taking these essential factors into account. This novel methodology paves the way for new insights and potential breakthroughs in optimising workforce potential and attaining outstanding organisational success. The study used 115 respondents from the employees of UAE Federal National Council Organization to develop the model using multi-linear regression approach. The establish model can be used to predict the performance of UAE Federal National Council Organization by inserting the parameters of the Employee Empowerment which are Meaning; Competence; Impact; and Self-determination. Hopefully, the outcomes of this research contribute to the community of UAE Federal National Council Organization.

Significance of Innovative Learning Skills in the Era of Education 4.0 创新学习技能在教育4.0时代的意义

Considering the rapidly evolving technological landscape, innovative learning skills have become indispensable for Education 4.0. Therefore, this paper presents a study aimed at assessing the level of importance and prioritization of innovative learning skills in the context of Education 4.0 among high school students in the UAE. The study utilized a questionnaire survey, distributing 150 questionnaire sets to selected high school students in Abu Dhabi, UAE. Subsequently, the collected data was subjected to statistical analysis using SPSS software. The analysis of data importance revealed noteworthy findings. Specifically, the skills TS1 ("I am familiar with online learning tools used in my school"), OCL1 ("I learn online collaboratively with my classmates"), and TSE1 ("I have confidence in my skills using technology") were identified as of very high importance for the requirements of Education 4.0 among UAE high school students. Regarding the ranking of innovative learning skill groups, the study unveiled that the Self-regulated learning (SRL) group attained the highest rank, boasting a mean score of 4.272. Following closely, the Technology Self-Efficacy (TSE) group secured a mean score of 4.248. In contrast, the Critical thinking skills (CTS) group ranked the lowest, garnering a mean score of 4.128. These rankings indicate that respondents perceive Self-regulated learning skills as the most proficient among the listed domains, while Critical thinking skills are perceived as the least proficient. The findings of this study have the potential to provide valuable insights to the educational community, aiding them in enhancing the skills necessary for Education 4.0.

Assessing the Energy Performance of Public University in Malaysia by using Energy Conservation Measure (ECM): A Case Study of UiTM Tapah, Malaysia 利用节能措施评估马来西亚公立大学的能源绩效:以马来西亚塔帕大学为例

The growth of energy consumption in Malaysian universities has elevated national concern because it increases government annual expenditure and at the same time influence the national energy performance. In managing the energy performance of universities, it is significant to monitor the energy usage whereby areas and facilities that have the potential for energy savings can be audited in order to obtain energy-efficiency. The objective of this research is to focus on the energy performance processes conducted by identify and evaluate a various of the Energy Conservation Measure (ECM) that may contribute towards energy efficiency in the public universities. ECM has been used to acquire achievable solutions and improvement of energy consumption during the energy audit. A related information on energy audit, like electrical and mechanical systems specifications have been compiled and the use of energy have been profiled. A potential finding method used was a comparative analysis between energy implementation process before and after audit. It has been found that the significant processes in an energy audit can help to save energy consumption by comparing the energy implementation process. It is done through an investigation of energy consumption behaviour in the ECM process for the electrical and mechanical systems, and buildings activities that have an impact on energy consumption which allow energy-efficiency in a building. A case study of UiTM in Tapah Campus, Malaysia has been selected for this research since this university is among new public university in Malaysia that has higher energy users. It has been found that with the aid of ECM, this university will be able to achieve 135 kWh/m2/year of Building Energy Index (BEI). Eight (8) improvement strategies in ECMs have been suggested that significantly achieve the energy performance efficiency, involving eight (8) strategies, which are four (4) No-Cost Measures, two (2) Medium-Cost Measures and two (2) High-Cost Measures.

The global adoption of AI-powered predictive policing, utilizing big data, is becoming a prevalent strategy for crime control and law enforcement enhancement. Recognizing its potential, Abu Dhabi Police places emphasis on officer training and collaborative efforts for crime prevention. As the integration of predictive policing continues within Abu Dhabi Police, the importance of exploring the value of training and collaborative learning becomes even more crucial (Abu Dhabi Police GHQ, 2020). This study's objective is to uncover the intricate relationship between crime mitigation performance and key factors, encompassing Predictive Policing Adoption, Specialised Technology Training, Innovative Officer Performance, and Collaborative Learning. Questionnaire survey was used to collect data from participants who are employees of the Abu Dhabi Crime Scene Department. A total of 316 valid responses were used in the development of multi-linear regression model to predict crime mitigation performance. By utilizing the developed multi-linear regression model, stakeholders can forecast Crime Mitigation Performance (CMP) by substituting the values of Predictive Policing Adoption (PPA), Specialised Technology Training (STT), Innovative Officer Performance (IOP), and Collaborative Learning (CL) into the formula. This predictive tool offers the Abu Dhabi Crime Scene Department a valuable resource to proactively assess and plan for crime mitigation outcomes, enhancing their strategic decision-making capabilities and fostering a more effective approach to law enforcement operations

Key Accessibilities Issues (KAIs) for People with Disabilities (PwDs) at Electric Train Service (ETS) Station 电力列车服务(ETS)站为残疾人士提供的主要无障碍设施问题

The establishment of various acts and legislation for PwDs rights signify a strong ethical value and positive support from the government to ensure equal rights for all citizens. It also serves as guidelines for the professional to plan and design their projects. The Malaysian Standard (MS) 1184:2014 for instance contains six KAIs to be considered by the project team during the early planning stage to ensure continuous movement of the PwDs. On the contrary, many researchers reported that Malaysia is still lacking in considering and providing equal accessibility and facilities for this group. This paper aims to investigate whether the provision of KAIs for the PwDs provided at ETS station complies with the MS1184:2014. Three ETS stations in Perak were chosen for the case study. Document analysis of the MS1184:2014 was conducted to identify the KAIs dimensions to be provided for the PwDs at the stations. From the document analysis conducted, an observation checklist was developed to assess the availability and compliance of the KAIs dimensions with the MS1184:2014. The observation was recorded in a tabular method. From the tabulated information, the types and frequency of the availability and compliance of the facilities were determined. The research revealed that although majority of the sub-dimensions/facilities were available at the stations, they do not all comply with the MS. Some of the sub-dimensions/facilities do not function properly and cannot be used by PwDs. The physical barrier or incompliance facilities that were identified throughout the observations could be minimized to give the PwDs accessibility to use the ETS services. Besides, the ETS stations need to provide a more inclusive environment so that the PwDs can be independent and are capable to actively participate with the community. The research also suggested that when it comes to developing or creating better public transportation stations, customer feedback is crucial. The designer or the local authority should be more inventive in designing a barrier-free environment and infrastructure.

On the contrary, many researchers reported that Malaysia is still lacking in considering and providing equal accessibility and facilities for this group. This paper aims to investigate whether the provision of KAIs for the PwDs provided at ETS station complies with the MS1184:2014. Three ETS stations in Perak were chosen for the case study. Document analysis of the MS1184:2014 was conducted to identify the KAIs dimensions to be provided for the PwDs at the stations. From the document analysis conducted, an observation checklist was developed to assess the availability and compliance of the KAIs dimensions with the MS1184:2014. The observation was recorded in a tabular method. From the tabulated information, the types and frequency of the availability and compliance of the facilities were determined. The research revealed that although majority of the sub-dimensions/facilities were available at the stations, they do not all comply with the MS. Some of the sub-dimensions/facilities do not function properly and cannot be used by PwDs. The physical barrier or incompliance facilities that were identified throughout the observations could be minimized to give the PwDs accessibility to use the ETS services. Besides, the ETS stations need to provide a more inclusive environment so that the PwDs can be independent and are capable to actively participate with the community. The research also suggested that when it comes to developing or creating better public transportation stations, customer feedback is crucial. Factors of the Use of AI Technology Influencing Community Security in UAE 人工智能技术使用影响阿联酋社区安全的因素

This paper presents a study on addressing 27 factors of the use of AI technology influencing community security in UAE. The factors are categorised in five groups namely AI Ethics; Compatibility; Complexity; Management support; and Staff Capability. This study used a questionnaire survey with the Abu Dhabi Police department as a case study for community security. The survey managed to 138 valid responses and analysed descriptively. In deciding the level of influence. It was found that 16 of the factors are having very high influence while the others are having high influence. In ranking analysis, it was found that the highest rank of AI technology's factors influence community security in each group is for compatibility (COMPA5), which underscores the harmony between an individual's skills and the employed AI technologies; complexity (COMPLEX2), highlighting the efficiency of AI-driven systems, particularly in rapid knowledge acquisition through online conferencing; management support (MS4), spotlighting the proactive endorsement and direction from organizational management in AI security technology implementation; ethics of AI (ETH3), accentuating the individual's commitment to ethical considerations while employing AI security technologies; and staff capability (SC2), which reflects the individual's proficiency and competence in effectively harnessing AI technologies for enhanced community security measures. Collectively, these factors shed light on the multifaceted ways AI technologies impact and shape the realm of UAE community security.

This study focuses on developing a robust model to augment community security through the implementation of AI, while simultaneously investigating the mediating influence of organizational learning within the context of vital AI factors in the UAE. The model examines the interplay among key AI elements, such as compatibility (COMPAT), complexity (COMPLEX), management support (MS), ethics (ETH), and staff capabilities (SC), concerning their impact on the effectiveness of Community Security (ESC). Data collection was conducted via a questionnaire survey utilizing the Abu Dhabi Police as a representative case study for public organizations in the UAE, involving 138 participants spanning both managerial and operational roles, with responses acquired through randomized distribution using online tools. The amassed data was employed to construct the model using SmartPLS software, and its evaluation adhered to assessment criteria encompassing measurement and structural components. A goodness-of-fit score of 0.751 indicated a high level of overall predictive performance for the model. The study's findings revealed that organizational learning (OL) serves as a partial mediator in the relationship between the complexity construct (COMPLEX) and the effectiveness of Community Security (ESC), with no observed mediation effects in other relationships. The research outcomes culminated in the creation of a versatile model that enhances community security through AI technology, applicable across diverse scenarios, and benefiting individuals invested in AI and community security, such as academics, researchers, and practitioners. The study's methodology provides valuable insights for practitioners and researchers in the UAE and related fields, affording opportunities for replication or adaptation to suit specific investigative contexts.

Decision-Making Framework for Medical Equipment Maintenance and Replacement in Private Hospitals 民营医院医疗设备维修与更换决策框架

The process for medical equipment maintenance and replacement in hospitals is a challenging and demanding procedure. Further, the topic of making decisions to maintain or replace or upgrade medical equipment has been debated for a long time since errors equipment maintenance will increase equipment failure at undesirable times; or if early equipment replacement will result in high investment costs and premature disposal. Therefore, standard operating procedures or guidelines need to be in place to help healthcare facilities conduct a more organized and planned maintenance and replacement process. Many hospitals may already have established replacement guidelines or have implemented asset monitoring systems for this purpose. However, the effectiveness of this system has not yet been systematically evaluated. Several studies have been conducted on the same research topic, but most of the findings emphasize the replacement method rather than the criteria that contributed to the decision. Criteria for replacing medical equipment play an important role in ensuring that the equipment can be used cost-effectively. Thus, this research aims to identify important criteria that need to be considered for medical equipment maintenance and replacement focusing on private hospitals. This research was conducted in three phases: (1) a structured literature review; (2) semi-structured interviews with eleven (11) healthcare experts; and (3) a pairwise comparison survey with 50 biomedical engineers. A decision-making framework was developed based on the findings of these three research phases. The framework developed will provide guidelines for practitioners and academics to understand and make better decisions for medical equipment maintenance and replacement in the context of private hospitals.

With the increasing reliance on digital platforms for accessing government services and information, user satisfaction becomes a crucial factor in ensuring effective service delivery and citizen engagement. Thus, this study explores into the development of a user-centred model aimed at enhancing user satisfaction in the utilization of online government information. The proposed model integrates Privacy; Safety; Service quality; Time; and Awareness with Satisfaction to create a model that aligns with citizens' needs and preferences. The data collection process targeted respondents among citizens of the United Arab Emirates (UAE) for the questionnaire survey. The respondents were selected using a convenience sampling technique, allowing for the collection of samples conveniently located around a specific area or accessible through internet services. A total of 396 participants took part in the survey and the collected data was used to develop the model using SmartPLS software. The developed model was analysed and the results reveal that the path from Privacy to Satisfaction holds significant influence, as indicated by a T statistic of 3.755 and a p-value of 0.000. Similarly, the paths from Safety and Service Quality to Satisfaction are also significant, with T statistics of 2.363 and 4.580, respectively, and corresponding p-values of 0.009 and 0.000. However, the paths from Awareness and Time to Satisfaction are found to be not significant, with T statistics of 1.162 and 0.935, and p-values of 0.123 and 0.175, respectively. By prioritizing user satisfaction, this research contributes to the advancement of digital government initiatives and citizen-centric service delivery paradigms.

This paper has presented the modelling of three technology innovation domains namely Organization Innovation Capabilities; Potential Absorptivity Knowledge; and Interaction with Technology affecting the UAE Health Care organisation performance construct. The modelling processes was conducted in SmartPLS software using 398 data gathered through questionnaire survey amongst employees of UAE public health care organization. Results from the modelling analysis found that model fitness criteria, which are Chi-Square value and NFI (Normed Fit Index) have an acceptable fit index. The model also has excellent predictive relevance for independent constructs that have fully account for the variance in dependent construct. however, one of the three paths was found not significant which is the path from OIC to OP. In term of path strength, paths from the construct OP to IWT has coefficient value of 0.3; to OIC has coefficient value of 0.1; and to PAK has coefficient value of 0.4. It is hope that the findings from this study have contributed to the knowledge of the relationship between the technology innovation dimension affecting the UAE public health care organization.

{"title":"Associating Technology Innovation Domains with Quality Service Performance of Public Health Care Organizations","authors":"Ayesha Salem Mohammed Hassan Abdulla, Samer Ali Al-shami","doi":"10.30880/ijscet.2023.14.03.017","DOIUrl":"https://doi.org/10.30880/ijscet.2023.14.03.017","url":null,"abstract":"This paper has presented the modelling of three technology innovation domains namely Organization Innovation Capabilities; Potential Absorptivity Knowledge; and Interaction with Technology affecting the UAE Health Care organisation performance construct. The modelling processes was conducted in SmartPLS software using 398 data gathered through questionnaire survey amongst employees of UAE public health care organization. Results from the modelling analysis found that model fitness criteria, which are Chi-Square value and NFI (Normed Fit Index) have an acceptable fit index. The model also has excellent predictive relevance for independent constructs that have fully account for the variance in dependent construct. however, one of the three paths was found not significant which is the path from OIC to OP. In term of path strength, paths from the construct OP to IWT has coefficient value of 0.3; to OIC has coefficient value of 0.1; and to PAK has coefficient value of 0.4.
