The article deals with the main aspects of activities of the District Party Committee’s Instructor groups by machine and tractor station’s zones that carried out the party political work in machine and tractor stations (MTS) and collective farms of Krasnoyarsk Territory and Irkutsk Region in 1953 — 1957. The input is based on contributions from periodical press. Much attention is given to both positive experience and to the major disadvantages of the party organs during this period.

The life of an individual and the society on the whole develops in the course of time. In the second half of the XX-th century, in the sphere of material production, the conditions begin to form, which lead to improving the efficiency of working time, to its reduction and the increase in spare time. Establishing the interconnection between working and spare time, K. Marx points out peculiarities of the use of time by an individual and by the society. He pays attention to the significance of time saving, which becomes, in his opinion, the most important economic law on the basis of collective production.

The article considers issues related to the liquidation company of the Russian state in relation to enterprises of “subjects of hostile powers” during the First World War. As part of this company, the American company Singer and K. fell under sanctions. Since no information was established about the espionage of the company’s leadership, the company reopened its branches in early 1916. After that, the conflict between Russia and the United States was eliminated over the actions of the Russian authorities against the American company.

The main theme of the article is financing of machine and tractor stations of West Siberian region in the 1930s and impact of financing on its work. It is asserted that difficult financial condition of MTS due to the state financing system. Constant shortage of funds negatively affected the operation of the stations and caused economic offenses by their management, as well as their involvement in the shadow economy. Regular signals about problems of MTS operation, received from the localities in the Center, led to the search for the optimal form of financial system and, ultimately, to its reorganization.
