The purpose of this article is to understand the historical experience of the Soviet state in neutralizing epidemic diseases during the Great Patriotic War and in the post-war period. Extrapolation of this experience to the current situation associated with the coronavirus epidemic makes it possible to understand the complex of required measures for the successful neutralization of such diseases. It was in the 1940s that, despite the critical situation in the social sphere, it was possible not only to prevent mass epidemics in the Irkutsk region, but also to reduce mortality in comparison with the pre-war period. Effective public management was the main factor in the successful solution of problems in this area.

The article presents the material about the formation of the commercial banking sector of the Irkutsk region in the conditions of perestroika and transition to market relations. The main attention is paid to the history of the creation of commercial banks in the region. Their growth is associated with the tasks of destroying the monopoly of the state credit system and the development of private competition. On the example of the Irkutsk province, the features of the formation of the commercial banking system, the growth and liquidation of most banks are revealed, and the characteristics of the most stable commercial banks in the region are given.

The article is devoted to certain representatives of the Russian judicial chambers of the second half of the 19th — early 20th centuries. For many years they served in the post-reform courts, implemented the democratic principles of justice, demonstrated an active life position, a dedication to their duties, and set a worthy example for other judges. The article also characterizes the actions of individual representatives of the Russian society, who have made a significant contribution to the development and improvement of the activities of punishment enforcement bodies.

The article presents the political and creative biography of I. A. Sorokovikov, a participant in the Mongolian revolution of 1921, one of the organizers of the creation of the Mongolian intelligence in 1922–1924, the author of two publications «Aratskaya Revolyutsiya», a teacher of mathematics to Mongolian students in Irkutsk. For the first time in Russian historiography, a complete political biography of I. A. Sorokovikov, the history of the creation of the book «Aratskaya revolution», is presented. New data from the biography of I. A. Sorokovikov, his contribution to the revolutionary transformations of Mongolia and the training of Mongolian students were introduced into scientific circulation.

Zabaikalye is one of the few places in Russia where the memory of Decembrists is given special importance. An example of fondness for a good name of «the first Russian revolutionaries» is the museum located in Mikhailo-Arkhangelsk church in the old part of Chita. The history simply combined a wooden church built at the end of the 18th century and a socio-political event of the early 19th century. The church became the center of the Decembrist stay in Chita, and therefore, it was not by chance the decision to locate the museum there. Today, the legacy of the Decembrists on the Trans-Baikal land is going through difficult times. The article is devoted to the history of this issue.

The article is devoted to the forgotten and insufficiently known to the general scientific community details of the Chinese intervention of 1920, which took place on the eastern border of the Russian state in the distant Kyakhta. On the basis of archival data, the article describes the course and main events of the elevenmonth occupation of Russian territory by Chinese troops in the Troitskosavsky district, identifying the main characters in these events. Studying this problem will make it possible to better understand the course and main problems associated with the presence of Chinese foreign troops on Russian territory during the Civil War.

The note precedes the publication of a fragment of the P.K Sokolov’s article «A Brief sketch of the economy of the Irkutsk region», which was published on the pages of «Scientific notes of the Irkutsk Financial and Economic Institute» in 1957. The author considers this sketch as a possible result of an unrealized project of writing a two-volume history of the economy of the Irkutsk region by the efforts of the team of the institute. The project was created on the wave of interest in the economic history of the region, especially after the publication of V.N. Sherstoboev’s «Ilyimskaya Pashnya» (Ilyim plow). Brief scientific and biographical information about the author of the published material is provided in this report.
