C-ITS User Survey Result and Rent-a-Car Accident Analysis: Using Jeju C-ITS Demonstration Project Data C-ITS用户调查结果及租车事故分析——基于济州岛C-ITS示范项目数据

To improve the intelligent transport system that collects and provides traffic information in one direction, the two-way communication based-cooperative intelligent transport system has introduced after the pilot project in Daejeon-Sejong. Currently, demonstration projects are on-going, and one of the first target sites of the demonstration project, Jeju Special SelfGoverning Province, is the third year. This study aims to analyze the effects of the project and is the primary study based on the analysis of rental car user survey and rental car company accident data. As a result, it was found that the most drivers followed the service information provided through the on-board unit to drive safely, and it was analyzed that rental car accidents were also lower than those of non-equipped vehicles. For the future research, the authors plan to conduct analysis of driver’s behaviors collected from the on-board unit.

Assessing the Safety Benefits of In-Vehicle Warning Information by Vehicle Interaction Analysis in C-ITS Environments 基于C-ITS环境下车辆交互分析的车载预警信息安全效益评估

The cooperative-intelligent transport systems (C-ITS) shares useful real-time traffic information including upcoming hazards in support of vehicle-to-vehicle (V2V) and vehicle-toinfrastructure (V2I) wireless communications. The safety applications provided in the C-ITS environment allow the driver to respond quickly to unexpected hazardous situations and to prevent accidents. This study aims to quantitatively evaluate the safety benefits of C-ITS when the in-vehicle warning information is provided. A novel feature of this study is to use a multi-agent driving simulation method capable of analyzing vehicle interactions between a subject vehicle and a preceding vehicle in terms of crash risks. The crash potential index (CPI) is adopted to evaluate rear-end crash risks, and various compliance levels of C-ITS drivers are further taken into consideration in the analysis. In case the subject vehicle received the warning information was defined as the “With” scenario, and the case that the subject vehicle did not receive the warning information was defined as the “Without” scenario. In addition, to analyze the impact of providing alert information on traffic safety from compliance rates, it is defined in this study that drivers comply with given warning information in the case where the speed and CPI decrease after the warning message is displayed. And the changes in the probability of accidents caused by the subject’s compliance rate were compared. Results showed that the driving speeds and CPIs of the “With” scenarios were lower compared to the “Without” scenario, and 55.81% of CPI reduction was achievable due to the warning information provision. According to the CPI effectiveness analysis on the compliance rate, the average CPI decreased as the compliance rate increased. When all the drivers complied with the warning information in the C-ITS environment, the crash potential was reduced by 67.86% compared to the case that all drivers did not comply with the warning information. The outcomes of this study are expected to be useful as a fundamental for developing effective policies to fully exploit the benefits of C-ITS applications.

A Study on the Analysis of Falling Objects from Vehicle Accidents through AI Learning-Based Keyword Analysis 基于AI学习的汽车事故坠物分析关键字分析研究

Traffic accidents caused by road drops have been steadily increasing in recent years, and have become a social issue. In this study, keyword analysis using big data-based AI was conducted to prevent accidents caused by domestic road drops based on traffic accident data from 2015 to 2019. Keyword analysis performed text mining using Python. According to the analysis, the biggest causes of road drop accidents were poor loading and overloading. Consequently a crackdown on small trucks within the haulage industry is urgently needed. Meanwhile, road managers do not have the authority to crack down on the vehicles that are in violation of domestic load regulations, and the method of fixing the load has not been specifically proposed as a law or a related clause. Therefore, there is a problem in that the criteria for determining violations when cracking down on poor loading can only be changed according to the supervision of the regulator. In order to address the limits of the crackdown on poorly loaded vehicles in Korea, preparing a manual that can be used for driver training or crackdown is urgently required, also new legal regulations that dictate specific standards are needed with haste. In future research, new R&D research projects such as the prevention of road drop by classification of the type of traffic accident and analysis of road drop type data mining using big data should be proposed.

A Study on the Efficiency Analysis of SOC Road Private Investment Projects SOC道路民间投资项目效率分析研究

Since the enactment of the Private Investment Promotion Act in 1994, domestic SOC private investment projects have contributed significantly to revitalizing the Korean economy by addressing the government’s fiscal shortage and attracting private investment by promoting creativity and efficiency. So far, no research has been conducted to properly evaluate private investment projects. This study aims to diagnose the efficiency of private investment projects by comparing and analyzing the relative efficiency of private investment projects and public investment projects in the domestic road sector, which have been completed and operated. This study analyzed efficiency using Data Enforcement Analysis (DEA) and derived measures to promote private investment through Importance-Performance Analysis (IPA). As of 2018, 28 public and private investment highways nationwide were analyzed by dividing the efficiency of each project into construction, operation, revenue, and integration efficiency. The efficiency of each highway was calculated through the DEA and the average difference between groups through T-Test was analyzed to compare the efficiency between groups of public and private investment projects. As a result of the T-Test analysis, the average difference between groups of operational and profit efficiency was significant, indicating that private investment projects were more efficient than public investment projects in operational and profit efficiency. This study demonstrated that domestic road private investment projects, which have long been promoted to overcome the limitations of SOC infrastructure financial investment and increase private investment, were efficient in line with the original purpose of private investment projects. In addition, they discussed what activation efforts were needed to revitalize private investment projects that could supplement government finances and facilitate efficient projects. Factors for activation of private investment projects were derived through expert surveys and implications were derived. According to the analysis, the importance score of the activation factors was higher than the satisfaction score, and while experts judged that the factors needed to revitalize the private sector project were important, the satisfaction level of the government policy fell short of that. Through this study, the policy implications include expanding government-announced projects, allowing and expanding private proposals for BTL (Build-TransferLease) private projects, introducing new private investment methods, revitalizing old facilities, and simplifying eligibility investigation procedures. We hope this research result will be used as an important reference for revitalizing private investment projects, and based on this, private investment projects will be activated.

To reduce non-recurrent congestion, it is necessary to understand of crash duration and its causal factors. Therefore, there have been various efforts to develop crash duration models since 1980s. Specifically, regression type models based on survival analysis have mainly been applied to this area. However, most of them have applied general survival analysis models, in which durations with the same value of the covariates are assumed to have the same distribution. Unlike previous studies, the purpose of this study is to develop a crash duration with the consideration of unobserved heterogeneity. To carry out this purpose, we used a 1-year (2018) crash data set collected from the entire Korean freeway system, and estimated a frailty model for crash duration. As a result, 11 variables were statistically significant. Of these, eight variables exhibited an increasing duration: crashes that occurred in tunnel, crashes that occurred in section without street lighting, crashes with trailer-truck or specially equipped vehicle, crashes involved in completely damage vehicle, vehicle status was in off-road, rollover, or fire after crash. Conversely, crashes in the vicinity of tollgate, crashes including property damage only and crashes reported by freeway service patrol contributed to decreasing crash duration.

Analysis of Dangerous Driving Behavior by Bus Type Using Digital Tacho Graph in Sejong City 用数字行车图分析世宗市公交车类型的危险驾驶行为

This study analyzed the types of dangerous driving behaviors of buses operating in Sejong City and confirmed in which section (road) the types of dangerous driving behaviors repeatedly occurred. In addition, it was carried out for the purpose of confirming the section in which the actual civil complaint occurred by matching it with the civil complaint data of Sejong City, and to suggest policies to reduce dangerous driving behavior. As a result of analyzing the bus DTG data from October 7th to 13th, 2019, among the dangerous driving behaviors of city buses, rapid acceleration types occurred in Hannuri-daero and Saeromjungang-ro, regardless of time zone. It was analyzed that the type of rapid deceleration among the dangerous driving behaviors of village buses frequently occurs at the peak of the morning, centering on the raceway and Yeonseo-myeon. It was found that intercity buses rarely cause dangerous driving behavior. Chartered buses were analyzed to have a lot of sudden acceleration among dangerous driving behaviors, centering on National Route 1 (Sejong-ro) in Jochiwon-eup. This is considered to be due to the difference in the operating area for each bus type, and it was confirmed that the result of comparison and analysis with the actual city bus dangerous driving behavior complaints was consistent. In the future, by matching the DTG data and the bus route number, it is expected that it will be possible to conduct an analysis on which bus routes actually generate dangerous driving behavior frequently and on which road types of dangerous driving behavior. If this study is conducted, it is possible to use statistics and aggregate information for dangerous driving behaviors by road and vehicle type in Sejong City in the future, and it is expected that the distribution of occurrences by dangerous driving type in Sejong City will be confirmed.

Classification of Local Governments by Road Traffic Safety Characteristics 道路交通安全特征对地方政府的分类

To achieve an ambitious goal to reduce fatalities to 2,796 by 2021 as described in the 8th National Road Safety Master Plan, we need to focus on implementing appropriate traffic safety strategies for hazardous areas in the field. Because budget, time and staff are limited, decision makers of local governments are required to set up ‘target accidents’, such as an accident type that had the highest traffic fatalities last year, to reduce traffic fatalities dramatically. However, when decision makers review traffic safety levels of their local governments, it is necessary to consider not only the number of traffic fatalities but also socio-economic characteristics and traffic conditions affecting probability of traffic accidents. This paper suggests a methodology to quantify traffic safety levels of local government in a variety of views such as traffic conditions, road environments, economic levels and traffic culture in each local government. Using a mixed clustering method, the paper classifies local governments as four groups that are defined as Robust-developED Local governments (R-ED), Vulnerable-devlopED Local governments (V-ED), Robust-developING Local governments (R-ING), and Vulnerable-developING Local governments (V-ING) considering traffic safety and socio-economic characteristics. As discussed in the results in the paper, it is expected that the methodology of the paper could be used to compare and monitor traffic safety levels of local governments for decision makers.
