Suggestions for Developing Integrated Risk Assessment Method for High-Rise Buildings in Korea: Based on Analysis of FEMA’s IRVS 韩国高层建筑综合风险评估方法的发展建议——基于FEMA的IRVS分析

The purpose of this study was to develop the integrated risk assessment system for high-rise buildings reflecting the Korean Building Code and guidelines of Preliminary Disaster Inspection and Consultation Systems based on the analysis of FEMA’s IRVS in US. Through reviewing various hazards’ assessment factors, a classification system and methodology for evaluating risk scores in IRVS, applicable factors, limitation of systems to apply to a Korean future system and improvement to verify the assessment methodology are determined. The results of this study will be used to provide the framework and establish the practical goals for developing a Korean risk assessment system for high-rise buildings.
本研究的目的是在分析美国联邦应急管理局(FEMA)的IRVS的基础上,开发反映韩国建筑规范和初步灾害检查与咨询系统指南的高层建筑综合风险评估系统。通过对各种危害评价因素的分析,确定了IRVS风险评分的分类体系和评价方法、适用因素、适用于韩国未来体系的体系的局限性以及验证评价方法的改进。本研究的结果将被用来提供框架和建立一个韩国高层建筑风险评估系统的实际目标。

The Effect of Lighting the Buildings on the Perception of People from the Color Temperature of Light 从光的色温看建筑照明对人感知的影响

Considering the exclusive position of lighting in life and especially in the night lives of towns, presenting some principles to optimize the lighting procedures of contemporary buildings and historical edifices are of utmost importance in urban matters. There are several standards for colors and lights to be used in the interiors of buildings, but not so many principles can be found for the exteriors and facades of buildings. Moreover, in the lighting of buildings, mostly matters such as functionality, aesthetics, and security issues have been taken into account while issues such as optimum energy use and visual perception have been neglected. In the present study, the above mentioned matters as well as the sense of relief induced by the lighting and its colors have been investigated; the latter point brings about reduced energy use in different seasons. The respondents in this study did not regard the temperature of the colors and answered the questionnaire according to the feelings they got from the colors. The results show that individuals get a feeling of warmth from colors such as white, red, orange, and yellow; this finding can be used to change the lighting of buildings to warm colors throughout cold seasons. Furthermore, the respondents reported a feeling of cold from colors like cold white, blue, and purple; accordingly, this finding can be used in warm seasons, especially in areas with hot and dry weather. The application of cold colors in such areas can reduce the amount of used energy. In addition, in order to apply a lighting project and use the facilities of artificial lighting, one must acquire the required knowledge of its technicalities and facilities; then, these facilities are to be evaluated through technical factors so that a proper optimized pattern for providing aesthetics as well as visual relief along with reduced energy use can be proposed.

Architectural Identity Shaped by the Political System, Kurdistan Region Since 1991 as a Case Study 政治制度塑造的建筑身份,1991年以来库尔德斯坦地区的案例研究

“We shape our buildings; thereafter they shape us” Winston Churchill 1943. The ruling Elites utilize meaning in architectural forms to exercise their political power to unite and or manipulate people, here architectural signification plays a major role in the nationhood in creating and reaffirming the cultural identity for societies. Kurdistan is a roughly defined geo-cultural region wherein the Kurdish people form a prominent majority population, and Kurdish culture, languages, and national identity have historically been based. Following the discovery and exploitation of oil, paralleled with investment law in 2004, Kurdistan witnessed a bulk boom in the construction industry. Kurdistan region became architecture playground. Most of the pilot projects were prepared behind boarders by various international architectural styles, diminishing the regions local identity. One of the areas that suffered from the previous control system is neglecting and deconstructing of architectural identity. The paper is based on case study and observations. An inductive method will be used to analyze pilot projects in Kurdistan and how they reflect the political system’s desires instead of the culture and identity of the region. Hence Architectural identity is shaped by the political system. The paper is using Kurdistan as case study following 1991 uprising after the creation of safety zone by UN. Projects from Erbil, Sulaimania, and Duhok will be analyzed to create a clear image for the main features of architectural identity’s dilemma within the current political system. Challenges and problems facing the development of the local architecture to be addressed; recommendations will conclude the paperwork.
