The procurement of scholarship programs is one of the efforts made by the government, companies, or foundations to help individuals for the ongoing education that is being pursued, one of which is in the world of education such as STMIK Pelita Nusantara, where the campus is under the auspices of the Democrat Cemerlang Foundation, a foundation that participate in the provision of scholarship programs, both underprivileged scholarships and merit scholarships. In granting scholarships, many things must be considered so that the right decisions are made, namely the best students who meet the requirements and criteria that have been set and are not subjective. so far pthe campus is experiencing difficulties because there are many students who graduate each year while there are many conditions that must be considered, so faster, more precise and accurate steps are needed to help the campus determine students who are eligible to receive the scholarship. In this study, the TOPSIS method will be applied to select undergraduate scholarship recipients. The method was chosen because TOPSIS is a method whose basic concept is that the best alternative is the alternative that has the closest distance from the positive ideal solution and has the farthest distance from the negative ideal solution from the point of view ofgeometrically using Eucledian distance to determine the relative proximity of an alternative to the optimal solution. The results obtained in this study are that the TOPSIS method using 5 criteria can be applied in the selection of undergraduate scholarship recipients, where 2 out of 5 alternatives have the highest score of 0.657659 as well as scholarship recipients.

This study analyzes the level of disaster preparedness in inpatient health centers in Toba Regency. The variables studied were disaster potential, structural safety, non-structural safety, and functional aspects. The results showed that the preparedness scores for the Ajibata Inpatient Health Center and the Parsoburan Inpatient Health Center required both inpatient health centers to intervene in the near future because they still had risks when facing disasters. Meanwhile, the Laguboti Inpatient Health Center is considered capable of protecting human life and still functioning in the event of a disaster. The structural safety score of the Ajibata Inpatient Health Center reflects that the structural security is adequate for disaster events. Meanwhile, the Parsoburan Inpatient Health Center still has a risk for disaster events. The non-structural safety scores of the Ajibata and Laguboti Inpatient Health Centers both still have risks in dealing with disasters. The Parsoburan Inpatient Health Center is not ready to face a disaster. The value of the functional aspects of the three Inpatient Health Centers shows that the three Inpatient Health Centers are not functionally ready to face disaster events. It is recommended that the three Inpatient Health Centers should continue to improve disaster preparedness.

The process of exchanging digital messages is increasingly being used due to its easy and practical use. But the process of exchanging digital messages is vulnerable to being tapped by unauthorized people. Cryptography is the study of mathematical techniques related to aspects of information security, such as data confidentiality, data validity, data integrity, and data authentication. With cryptography, the process of exchanging messages between two people can be done securely. Thus, cryptographic techniques are used to overcome security issues when exchanging messages. The methods used in this study are hybrid hill cipher and RSA cryptography. In this study it was shown that hybrid hill cipher cryptography with a 3x3 matrix key and RSA with a 512 bit key can overcome security issues when exchanging data so that messages sent cannot be read by unauthorized people.
