The biggest challenge, however, is trade regulations which are continuously evolving but lack transparency and predictability. Summing up, the report has discussed how economies in the Asia and the Pacific region, individually or collectively managed to contain the pandemic through aggressive vaccination rollouts, supportive fiscal and monetary policy and most importantly rapid digitalisation. The report repeatedly emphasises that regional cooperation is essential in fostering connectivity and building resilience to boost economic growth. The chapters have extensively covered the impact of the pandemic on trade, the financial sector, investment and digitalisation. The report, however, lacks a discussion on social development such as health, education, poverty and environmental issues. This report will be of interest to researchers and policymakers who are keen to learn more about the post-pandemic recovery and digital services trade in Asia and the Pacific.

Customs is a complex arena in the domain of international trade facilitation in developing regions of the world like South Asia. Despite the establishment of a free trade area in South Asia, the countries in the region still uphold a significant level of customs barriers for each other. South Asia’s intra-regional trade is just 6.1% of its total trade, making it the least unified region of the world. This study measures the impact of trade facilitation in the customs environment on regional economic integration in South Asia through intra-regional trade. The study developed its index for customs environment and incorporated it into an augmented panel gravity model to conclude that an improved customs environment significantly increases trade flows within the region. The estimates of simulation analysis illustrate that South Asia has immense potential for expanding intra-regional trade if collective regional efforts are made in trade facilitation in the customs environment. By doing so, trade flows could increase by 41–143% in various scenarios, which could not be achieved otherwise, even by completely phasing out tariffs. This study assessed the bilateral business cycle co-movement between the individual downstream suppliers (Association of Southeast Asian Nations) and upstream supplier (China and Japan) in Asian value chain. The empirical findings suggest that trade intensity negatively impacted the regional business cycle co-movement, while trade linkage has positive impacts. Moreover, the impact of value chain trade on business cycle co-movement is more apparent in the short run than in the long run. JEL Classification: F15, F16

Logistics cost (LC) estimated by different methods are not comparable since cost components differ across countries and are not properly standardised, non-availability of comprehensive reliable data on LC and presence of number of qualitative components. No method of measuring LC has considered probability distributions of the components/dimensions. After review of methods to estimate LC, the article proposes to transfer the j-th component score emerging from questionnaire-based approach to a proposed score ( P j ) so that 0 ≤ P j ≤ 100 and follows normal distribution. Logistics cost index (LCI) of i-th country is taken as multiplicative aggregation of ratios of P j at the current period and base period of all components. The index avoids perfect substitutability of arithmetic aggregation, and it satisfies the desired properties of an index including time-reversal test and formation of chain-indices, and enables meaningful comparisons across time and space, better ranking and classifying the countries, identification of critical dimensions/components requiring policy changes, drawing path of decline or increase of LCI over time for a country, computing mean LCI for a group of countries and LCI at Global level, and undertaking statistical analysis under parametric set up.
