Digital changes taking place in the economies of different countries are greatly transforming the financial sector. Consumers perceive the ongoing digital changes in the financial industry differently, which is due to different values of generations, the difference in the opportunities for using digital technologies by different age groups. Millennials are the main target audience of the financial sector. The level of digital literacy in the Russian Federation, studied by age criterion, showed a clear advantage in the possession of General digital skills and financial digital skills of the Millennials ' generation. The analysis of the level of penetration of financial technologies by countries, including the Russian Federation, was carried out. The main differences in the level of digital literacy of the Russian population are considered.The main global and Russian trends in the development of digital financial technologies were also studied.

The article presents an analysis of economic processes at the present stage. The formation of economic structures has always been conditioned by some significant event, scientific discovery, catalyst of progress. Technological stages, formed since 1970, have already been formed by combining the material and nonmaterial base: the invention of microprocessors and information services; the discovery of graphene and the formation of artificial intelligence, etc. The transition to the digital economy is due to the transition to a new basis digital capital, which combines material and non-material components. The intangible component provides almost limitless opportunities in the formation of the competitiveness of an employee, an organization. However, the gap, the differentiation of countries in the availability of digital capital as a new resource, increases inequality in society. A greater effect and result from the work of digital capital is achieved by increasing accessibility to it; it grows in the interaction of people and in interaction with other forms of capital (human, social, political, communication, intellectual, etc.). Digital capital supposedly possesses a feature that puts the economy itself, with its resource-based nature, into new conditions.

Mathematical model for calculating the scores' distributions in massive open online courses is proposed. The model is based on the theory of Markov processes. It allows to calculate the probability to find a student in one of the groups according to the results of passing the tests: unsuccessful students, performing satisfactorily and doing well and excellent. It is shown that in the limit of a sufficiently long history of teaching the course on the educational platform, the distribution of scores for the course becomes asymptotically steady. It is shown also that such asymptotically steady distributions, can be calculated on the base of the model proposed, even for the courses without a long history. Such asymptotically steady distributions can be indicators of the quality of control materials and approaches to student scoring. As an example, several courses of Ural Federal University (UrFU), posted on the National Platform of Open Education have been analyzed. The possibility of using the model to predict the results of control tests based on the data on the current progress of students before passing them is shown.

The use of information and communication technologies and remote forms of speech therapy in the practical activities of a logopedist (speech therapist) makes it possible to provide an individual approach to children with severe speech disorders, to organize the continuity of the correctional and developmental process in the conditions of forced absence of students in the classroom in the traditional offline form. The article analyzes the practical experience of logopedists in the use of digital technologies and remote speech therapy classes with preschool children. During the study 100 questionnaires of logopedists were collected and analyzed. The advantages and disadvantages of remote forms of work with children, difficulties in preparing and conducting webinars with preschoolers with speech disorders are revealed. The most significant aspects that need to be taken into account by specialists when using information and communication technologies and remote forms of speech therapy work with preschool children are highlighted.

This paper focuses on analyzing and commenting on the content and practice of the current legal provisions on the general rights of land users in Vietnam, including: (i) the right to exploit and enjoy results brought from land, with the State creating maximum favorable conditions for land users realize the benefits from the land; (ii) the right towards adjoining immovable property; (ii) the State’s protection of land use rights. The article shows the good results that have been achieved, the constraints which remain and the shortcomings of the current legal provisions. On that basis, the article puts forth a number of proposals to amend and supplement these legal provisions to expand and further ensure the rights of entities in the exploitation and use of land in Vietnam, in accordance with the market economy.

The article presents a case study of a big company operating in the Russian Arctic Zone in order to explain the need for digitalisation of communication between resource suppliers and customer markets. Currently, the main way of communication between the company in question and its customer markets is contractual relations. Their timeliness and quality are becoming particularly important, especially for big businesses. The quality of a resource supply contract directly affects the completeness of the resource supply and performance of the schedule agreed in the contract. Contract performance directly influences the financial and economic performance of the company and, consequently, its competitiveness on customer markets. A contract as a main communication tool is the critical legal instrument, regardless of the annual number and scope of contracts. It applies to various contracts, from several big orders for companies (enterprises) on sectoral customer markets to tens of thousands on a consumer market reaching individuals and households.

This article considers the prospects for the use of digital technologies in the Russian economy using the example of the existing system of digital labeling and traceability of products. A comparative analysis of the mandatory attributes (characteristic features of a article), presented in the catalog of labeled products, is carried out using the example of the already implemented labeling system in relations to garments, made of natural fur, footwear and drugs. Based on the analysis of the results of the implementation of the system digital labeling and the traceability of products, as well as the observed problems and trends in the market of raw materials for the production of chocolate (cocoa beans and cocoa butter) and finished products, the author proposed a list of general and specific attributes, that must be presented in the catalog of labeled products in the event of the dissemination of the system of digital labeling and traceability of products in relation to chocolate. Specific examples of indicating general and specific attributes for chocolate and compound chocolate bar (other products) are given.

The paper considers the problem of assessing the quality of educational information systems in the context of the digital transformation of society. An algorithm for determining the quality of information systems based on expert information is proposed. This approach differs in that it allows one to formalize qualitative assessments of the state of the system using the theory of fuzzy sets. The fuzzy quality assessment models included in the methodology, as well as the algorithms corresponding to them, allow, based on expert data, to assess the quality of educational information systems at the stage of their development, implementation and use. The implementation of the methodology makes it possible to increase the efficiency of the quality management process of educational information systems and the educational process as a whole.

The article discusses the issues of digital technology of optimization calculations in real time. Working on a real-time scale allows the user to start calculations at any point in time convenient for him, to continue their required amount of time until they get a completely satisfactory result or to interrupt them at any time at their discretion. A simple dialogue language with computer technology allows you to perform calculations directly from the specialist's workplace in the area under consideration. The value of the work is to develop an economic-mathematical model of the optimization problem under consideration and a specialized dialogue complex for solving various optimization calculations. Digital (interactive) technology of optimization calculations, implemented on the basis of standard software tools, can be applied to a wide class of tasks of optimizing the transport and logistics systems of grain processing enterprises in real time during the planning process. Thus, in order for the solution of the optimization problem to become a management tool based on computer technology with the crowding out of existing manual calculations, it is also necessary that it be used in real time in combination with dialogue support tools.
