Global environmental problems affect all spheres of life, incl. the economic development. As a result, it becomes necessary to study the influence of the environment on economic development, as well as reverse interaction in the form of ecological and economic systems. The climatic factor is of great importance for the state of ecological and economic systems, therefore, when conducting an analysis at the regional level, it is necessary to differentiate the constituent entities of the Russian Federation pursuant to the climatic conditions of agricultural production. The article substantiates changes in the relationship between meteorological conditions and agricultural production, which proves the need to distinguish groups of regions by the climatic factor to assess the level of ecological and economic development. All this will lead to an increase in the effectiveness of measures aimed at environmental and economic development, will help to more efficiently use natural resources and reduce the burden on the environment.

This publication discusses the practical importance of using the digital technology of the ERA-GLONASS state information system for recording the circumstances of a road traffic accident. The research is based on the application of comparative legal analysis, systemic and structural analysis, synthesis method. The effectiveness and feasibility of using this digital technology, aimed at detailed and prompt registration of the initial circumstances of a road traffic accident, from the standpoint of their possible subsequent judicial proof in the course of litigation in an auto insurance dispute, is evaluated. The relevance of the study, dictated by the advancement of the digital paradigm for the use of various technical means of fixation, is also due to the fact that often the arguments about the inconsistency of the mechanism of occurrence of individual damages on the vehicle with the circumstances of a particular road traffic accident during the judicial resolution of an auto insurance conflict are based on the legal position of the insurance company referring to the absence of grounds for satisfying the claims of the policyholder to collect insurance compensation.

Blended learning has become a popular technology which combines traditional methods and tools with elearning strategies. This paper compares and contrasts three cases of blended learning implementation at Russian higher education institutions. The cases were selected to represent three different curriculum specialisations in higher education: in emergency control technologies, in marine technologies and commerce, and in social studies and humanities. The authors use the official data and methodological documents and describe the latest practices applied in the educational process in the context of digitalisation of education. The paper finds some difference in blended learning implementation at these institutions and provides some explanation.

The study object is the system of priority training of personnel of a monotown, which is one of the most important components that ensure the dynamic socio-economic development of special economic territories. The study subject is the decision-making problems arising from the main subjects of the system of priority training of personnel of a monotown, acting on the basis of network interaction. The study objective is to identify and formalize typical decision-making tasks based on the use of expert knowledge in order to reduce the variety of these tasks, and, accordingly, reduce the number of decision-making models that need to be developed to create an integrated methodological base and a modern digital environment for information support of the priority personnel training system of monotowns.

The article reveals topical issues of using information technologies in the tools of a specialist in the field of personnel management in the digital economy. The trends of the labor market in the digital economy that affect the formation of tools for an HR specialist during the implementation of digital technologies are identified. The role of the Internet and specialized mobile applications, websites and programs for the recruitment, selection and assessment of personnel not only when hiring, but also in working with the existing personnel of the organization is emphasized as a leading trend. The positive and negative aspects of using mobile applications, websites and programs as a tool in the work of a human resources specialist are determined. The article demonstrates the problematic field of the presence of in-demand professions and the search for qualified personnel, as well as the role of modern information technologies in the implementation of the function of providing an organization with personnel in the digital economy. In the new conditions of digitalization of the economy, the issue of the operational analysis of economic processes in various spheres of the economy acquires particular relevance. A feature of proposed methodology is taking into account a large number of various factors that affect income in the agricultural sector. The author’s approach to improving the analysis is based on the use of econometric modeling to justify the directions of state agrarian policy. Regions of the Russian Federation were considered as an object of the research. As a result, there were distinguished some groups of regions that differ in soil, climatic and economic conditions of management, and in the efficiency of the agricultural sector. So, in regions with unfavorable agricultural conditions, the agricultural sector is ineffective even if additional investments are engaged. Nevertheless, given the low population density, the industry needs state support as the most important area of rural development. For regions producing a significant volume of agricultural products, government support of the industry is required for providing social stability. And for the growth of gross value added, it is necessary to pursue a policy of reducing the disparity in prices between agricultural and industrial products. In the most developed regions from the point of view of agricultural efficiency, the role of the state is to maintain their investment appeal, since they effectively use the available resources.
