In recent years, huge amounts of nonperforming loans (NPLs) of commercial banks have become one of the biggest obstacles constraining reform and development in Chinese commercial banks. Finding a way to control the banks' NPLs is a core issue that it continues to be explored and researched in the finance. In this paper, PCA and relief algorithm in data mining methods were adopted to extract and analyze NPLs characteristics in commercial banks through contrasting the performing and nonperforming loans records, based on the predecessors' literatures. In this paper, a bank's loans data with 96 features and 10415 samples is collected. At last, we construct nonperforming loans of commercial banks classification model. Our research is very important for capturing warning signal timely, detection of NPLs and sound operation of commercial banks.

CPPCC proposal is an important carrier of the Chinese People's Political Consultative Conference (CPPCC) to perform the functions of political consultation. It is one of the main way of citizen participation in politics. Proposed in this paper, it analyzed the CPPCC quality metrics (quality and quantity) on the relationship between the social management level and performance impact. Based on the questionnaire survey of the Beijing Municipal Committee of the CPPCC, democratic parties, public sector workers, social public, the multilevel linear model is adopted for data analysis. Results show that the CPPCC proposal has significant regulatory role for the relationship of the performance management index as solving social problems of social control, resolving social contradictions, and promoting social justice, maintaining social stability, etc‥ This provides the beneficial enlightenment for the government to improve social management, promote social management level, enhance CPPCC members participate in the depth and breadth, to promote social harmonious development.

Based on the ideas about harmony of Chinese and foreign ideologists and the connotation of harmonious society for reference, this paper advances the scientific connotation and essential character, and then, establishes an indictors system to evaluate harmonious society synthetically for Hebei province combining the practice of developing in economy and society. In the end this paper make a demonstrative analysis using practical data, it will provide basis for governments to rea1ize the developing conditions and to find problems in the course of building harmonious society.

This paper firstly describes the current situation of China's catering industry and selected 9 indicators from 30 provinces in China to analyze the influencing factors of China's catering industry. Then the factor composite scores are calculated to evaluate the catering industry of each province. The results show that the development of China's catering industry is influenced by management ability, economic development and brand ability; The management ability exerts the greatest influences on the catering industry and the influence of the brand ability is the weakest. It is also illustrated that there is a large gap between provinces; The comprehensive strength of Beijing is the highest and that of Tibet is the lowest. Some suggestions are proposed for the development of China's carting industry in the final part.

This paper assesses the effectiveness and efficiency of grant funding of major Russian and leading US, Chinese and European scientific funds on the basis of a selected system of indicators. Alternative approaches to building performance measurement systems for grant funding in Russia are proposed and justified. Performance of science funds is reviewed in context of expenditures, publication activity and effectiveness of financing. Performance of grant funding is evaluated using complex indexes, scoreboards and ratings.

The issue of China livable rural community governance is discussed in this paper, mainly from the perspective of literature review. At first, relevant concepts and theories are introduced, that is, the connotation of China “livable rural community” is defined which can also be called as China “livable community of villages and small towns”, and community governance related theory is introduced. And then, governance of democratic countries is introduced. China's national conditions is different from that of democratic countries, thus, based on the analysis of the differences, comprehensive analysis and comparison of related research of Chinese scholars are made in the following, which mainly include the main problems and countermeasures of China “traditional rural community” construction and management, and China “rural elites governance” together with its deficiency. Finally, the mode of “synergy governance leaded by rural elites” is put forward and analyzed, whose goal is to pursue the mutual cooperation and synergy co-governance among government organizations, community autonomy organizations, community residents, and other stakeholders, and to achieve “1 + 1 > 2” synergy effect ultimately.

This paper constructs a two-period and an infinitely repeated signaling model for the certification of credence goods, with consideration of the learning ability of consumers. Based on the analysis of the existing conditions of separating equilibrium under different situations, results reveal that the certification cost has a significant influence on the separating equilibrium. The range of certification cost for a separating equilibrium is positively related to the usurp cost and the consumers' learning ability and is negatively related to the difference in the production cost. Compared with that in a two-period model, the range of the certification cost for a separating equilibrium is greater in the infinitely repeated model and is positively related to the discount coefficient.
