Abstract. Introduction. The development of the insurance sector is related to the social needs and challenges of society and the global world. The practice of recent years proves that the field of insurance is changing the format of activity due to the expansion of the provision of personal and medical insurance services, taking into account the challenges of the pandemic. Purpose. The purpose of the study is to assess the essence and priorities of the development of the insurance sector, taking into account the practice of effective interaction between participants, increasing the level of trust and the needs of individuals and society in the protection of interests. The main task of the research is to identify opportunities and priorities in the development of insurance activities on the basis of corporate social responsibility and focusing on the trust of insurance market participants. Results. The author has researched the essence and priorities of the development of the field of insurance in view of global processes and phenomena, individual needs of the individual and obligations, health protection and risk bias. The significance of the development of corporate social responsibility in the insurance sector has been proven. The priority directions of the development of the insurance sector have been determined, taking into account international and European practices of interaction. The relevance of spreading systemic approaches to corporate social responsibility in the field of insurance is determined. It is stipulated that increasing the level of trust in insurance activity will contribute to the dynamics of the insurance market development and the socio-economic development of the state, individual regions, spheres of activity, will expand the possibilities of attracting investors and the implementation of social projects. Conclusions. The author states the need to use best practices in the field of insurance to ensure effective interaction between participants and increase the level of trust in the services of insurance companies. The priority of the value-oriented approach in the conduct of insurance activity was determined, taking into account the international practices of interaction between participants and society. The author proved that the implementation of tasks in the field of insurance can be supplemented by effective interaction between participants, which will contribute to increasing the level of trust in view of the existing trends and the need for the socioeconomic development of the state

Abstract. Introduction. The hotel and restaurant business is one of the main components of the service sector. Given the importance of the hotel and restaurant business as an important component of the country's economic development, the topicality of the topic of the article determines the search for approaches to the organization of this type of business. Purpose. The purpose of the article is to reveal modern approaches to the organization of the hotel and restaurant business. Results. It was determined that many factors affect the hotel and restaurant business in Ukraine and the world, including political stability, corruption, the quality and availability of training for hotel and restaurant specialists, and the level of professionalism of the staff. It was found that the key task in the hotel and restaurant business is the correct organization of supply services. It has been established that one of the most important issues for the effective functioning of hotel and restaurant business entities is the availability of the appropriate material, technical and financial base. It was found that the development of the hotel and restaurant business is directly influenced by the image of the establishment, which creates a positive perception of the hotel or restaurant in the eyes of customers. It was determined that one of the modern approaches to the organization of the hotel and restaurant business is to increase the competitiveness of activities in the service market through social networks and one's own page. It has been established that the approach to the organization of the hotel and restaurant business, which is based on the application of information (digital) technologies, allows you to manage all the processes that take place in the activity. Innovative technologies that play a special role in the organization of the hotel and restaurant business in today's conditions are highlighted, such as: innovative energy management, predictive and innovative service, smart reserved parking space, room key, infrared scanner, contactless payment system, web chat -bots, voice control, Tech Lounges and digital conference rooms, automated property management systems, virtual and augmented reality. Conclusions. It was determined that the further development of the organization of the hotel and restaurant business includes not only analysis, but also planning and forecasting of activities for the future at the appropriate stages, starting with the analysis of the internal and external environment and the determination of the general strategy of the activity.

Abstract. Introduction. The article is devoted to labor resources as a factor of production, the study of scientific approaches to the definition of the concept of "labor resources", the classification of labor resources, the definition of changes in labor legislation and related risks of labor legislation management. Being a key factor of production, labor resources ensure the balance of the enterprise's production system, which consists of divisions that directly carry out production activities. Purpose. The purpose of the study is to determine the content of labor resources as a production factor and their role in the socio-economic development of the country, region, industry, and enterprise. Results. The article examines scientific approaches to defining the concept of "labor resources", since the basis of the problem is the ambiguity of the characteristics of this category. Therefore, the article examines the concept of labor resources from the standpoint of its internal content and gives a definition that reflects the role and importance of labor resources in the development of the enterprise's economy. The classification of labor resources according to their two-component structure is given. It is noted that the classification of labor resources according to the main characteristics allows us to conclude that there is a close relationship between the levels of concentration of labor resources, both in the country, region, industry, and at the enterprise. The studied role and importance of labor resources in the production activity of the enterprise, which is expressed primarily in the fact that the increase in production and economic indicators, the quantity and quality of products, the growth of competitiveness, the sales market largely depends on the level of qualification of the employees involved in the enterprise personnel, as well as from the organization of their work, clear division of functional duties and responsibility for the result. Considered some changes to labor legislation under martial law, including those related to shortening the duration of vacations, cancellation of restrictions on overtime work, postponement of the day off in case of a holiday or non-working day coinciding with a day off, shortened working day on the eve of holidays, weekends and non-working days, etc., and their impact on the efficiency of the use of labor resources is determined. The risks of implementing the above-mentioned changes to the labor legislation, including those related to employers' abuse of new legislative norms, limiting employees' ability to support the army, and deregulation of labor relations, have been identified. Conclusions. As a result, it is stated that taking into account the needs, goals and interests of employees, despite the difficult financial situation of many Ukrainian enterprises in war conditions, is necessary not only to ensure social development, but is also an urgent need of the enterprise to create and preserve

Abstract. Introduction. The article examines the category «financial security of the enterprise» as a component of economic security. The work of domestic and foreign researchers on the issues of economic and financial security of enterprises is outlined. The importance of financial security in the conduct of business activities by enterprises is analyzed. Purpose. The uncoordinated actions of enterprise managers are also reinforced by such external factors of negative influence as hybrid crises, wars, the emergence of new viruses, not to mention the systematic threats of disturbances in the consumer and purchasing behavior of buyers, the entry of new competitors into the market, changes in tax and economic legislation, strategic goals managers of companies in the conditions of globalization, rapid technological progress, which can be difficult to catch up. A wide range of these factors can even lead to mass bankruptcy and liquidation of bankrupt economic entities. The answer to the challenges of today is to create such a financial security management mechanism, which will not only be effective here and now, but will also be adaptive to potential risks in the future. At the same time, at first glance, theoretical provisions remain unchanged and specialist scientists cannot derive new theories or interpretations of familiar terms related to financial security. However, in our opinion, the purpose, tasks and principles of building the financial security of the enterprise may also change, or more precisely, these components can no longer be universal and need to be expanded and modified depending on new circumstances. Results. The author's understanding of the concepts of "economic security" and "financial security" is presented. The authors characterized and systematized the key goals, tasks and principles of the organization of financial security of the enterprise. Conclusions. Based on the fact that new hybrid crises are emerging more and more often, as well as new management tools and methods, in particular in the financial and economic activities of enterprises, it was concluded that the list of tasks and the principle of financial security of the enterprise can be expanded. In particular, it is worth paying attention to the principles of legality, awareness and prevention when building an effective mechanism for managing the financial security of enterprises.

Abstract. Introduction. The formation and development of the digital economy is one of the most important issues on the agenda at the national level in a number of countries around the world. Information and communication technologies, penetrating into various spheres of business entities, are actively transforming the national economy, bringing its functioning to a qualitatively new level. Modern technologies contribute to increasing the competitiveness of enterprises due to the introduction of innovations, speeding up the processes of service provision, increasing the level of convenience for consumers and improving communication channels with them. Purpose. The purpose of the article is to specify and analyze the main barriers to the development of the digital economy in Ukraine. Results. During the last five years, the processes of digitalization of the economy have been rapidly intensified. The challenges caused by the COVID-19 pandemic have proven that digitalization is an objective necessity capable of leveling the negative effects of the pandemic on business activities. Information and communication technologies have provided business with real opportunities to function in conditions of strict restrictions and forced social distancing. Along with this, the urgent need for the development of digital infrastructure became obvious. Ukrainian enterprises were able to adapt quite successfully to cooperation in new conditions by organizing remote work of staff, increasing presence on the Internet (official websites, social networks, various marketplaces, etc.), expanding the scale of online sales, and by improving communication with consumers (feedback systems, communication in messengers, etc.). This was mainly provided by the capabilities of digital technologies and elements of the digital infrastructure. A full-scale Russian offensive at the end of February 2022 had a detrimental effect on the development of the digital economy in Ukraine. The destruction and damage of enterprises, infrastructure, and the relocation of the population to safer territories negatively affected the dynamics of the basic technical, economic, personnel, and innovationtechnological parameters of the development of the digital economy. Conclusions. In the short- and medium-term perspective, the negative effects of the war and its consequences will affect Ukraine's position in international rankings for digitalization of the economy and various spheres of society. The war in Ukraine slowed down the positive dynamics of the parameters of the development of the digital economy, however, obtaining the status of a candidate for EU membership opens up new opportunities in the deployment of digitization processes based on European standards and norms

Abstract. Introduction. Digitization processes are objective and today play an important role in the development of modern society and its individual spheres. Penetrating into social relations, digital technologies change them, contributing to their gradual development. The national economy as an integral component of the economic system today is significantly influenced by modern information and communication technologies. Such technologies have already penetrated all spheres of economic life, changing the economic behavior of economic entities. Accordingly, ensuring the development of the country's economy without using the potential of these technologies is no longer possible today, since digital technologies create all the conditions for increasing the level of the country's competitiveness in the global economic space. This determines the importance of finding mechanisms to activate the digitalization process within the national economy. Purpose. The main goal of this article is to study the possibilities of using fiscal instruments by state authorities and local self-governments for the formation of a digital economy. Results. It is possible to ensure the stimulation of the development of the digital economy in the country only on the basis of the use of the mechanism of state regulation of the economy, in which one of the most important roles is played by fiscal instruments. It is thanks to the use of these tools that state and local self-government bodies are able to influence the behavior of economic entities and thus create conditions for them in which they are able and interested in using digital technologies in their own activities. Fiscal instruments are a set of tax and budget instruments that are closely interconnected and are used in the process of accumulating state financial resources to perform the functions assigned to it by society. Thus, ensuring the development of the digital economy is also possible using these tools. Conclusions. The article examines the essence of budgetary and tax instruments in sufficient detail, analyzes the peculiarities of their use in the field of implementation of information and communication technologies for the development of the national economy.

Accordingly, ensuring the development of the country's economy without using the potential of these technologies is no longer possible today, since digital technologies create all the conditions for increasing the level of the country's competitiveness in the global economic space. This determines the importance of finding mechanisms to activate the digitalization process within the national economy. Purpose. The main goal of this article is to study the possibilities of using fiscal instruments by state authorities and local self-governments for the formation of a digital economy. Results. It is possible to ensure the stimulation of the development of the digital economy in the country only on the basis of the use of the mechanism of state regulation of the economy, in which one of the most important roles is played by fiscal instruments. It is thanks to the use of these tools that state and local self-government bodies are able to influence the behavior of economic entities and thus create conditions for them in which they are able and interested in using digital technologies in their own activities. Fiscal instruments are a set of tax and budget instruments that are closely interconnected and are used in the process of accumulating state financial resources to perform the functions assigned to it by society. Thus, ensuring the development of the digital economy is also possible using these tools. Conclusions. Abstract. Introduction. The attention to the problems of inter-municipal cooperation of communities, in particular in the sphere of stimulating the development of small entrepreneurship in rural, remote, depressed territories, has been updated. The purpose of the research is to identify problematic aspects, as well as to justify recommendations in terms of development and increasing the effectiveness of inter-municipal cooperation of territorial communities to ensure the development of small businesses in rural areas of the country. Obstacles to functioning and development, as well as the creation of new entities of small business in remote areas are pointed out. The directions and toolkit of the policy of inter-municipal cooperation of communities in the field of activation of entrepreneurial activity in remote areas have been defined. It has been proven that the comprehensive impact of inter-municipal cooperation on the formation and realization of the development potential of small businesses in depressed territories can be achieved under the condition of full implementation of appropriate measures in the areas of: 1) improvement of the system of financial and resource support of small business entities; 2) improvement of the business environment of their operation; 3) improvement of the system of normative and legal regulation of the development of the small business sector. The scientific novelty of the research results lies in the expansion of the toolkit of inter-municipal community cooperation in the field of local economic development. The practical significance of the research results is that a list of tools that can be implemented by territorial communities to eliminate obstacles and ensure more effective stimulation of local economic growth is defined. Abstract. Introduction. The basis of the formation and further distribution of the tourist product should be based on the wishes of consumers, their desire to satisfy their own tourist needs in accordance with expectations from the consumption of hospitality services. Purpose. The main task of this study is the study of marketing approaches to the formation and distribution of a tourist product in order to determine and scientifically substantiate the most effective tourist offers from the perspective of strategic development. Results. Creating and bringing to the market a competitive tourist product with significant competitive advantages and a strategic perspective requires careful planning of all stages of its formation, ensuring their logical relationship. In order to obtain the most reliable information about the attitude of consumers to the tourist product, their opinions regarding each of the attributes of the tourist product and to identify the degree of consumer dissatisfaction with a certain modification, it is proposed to model the motives and preferences of consumers. A tourist enterprise must determine the sales channels of its created products, taking into account the image, target segments, its own location, etc. Introduce marketing innovations, such as mobile applications, online booking modules, into the distribution system; change the organization of sales and marketing procedures, applying benchmarking, reengineering, outsourcing and use innovative information marketing and sales programs. One of the innovative processes of distribution should be the use of electronic commerce, which will allow intensively increasing the sale of tourist products on the Internet with the direct participation of hotels, airlines, travel operators and customers. Conclusions. The formation of a tourist product is a long and multi-stage process, which is based on a thorough study of demand, consumers, their attitude to the characteristics of the proposed tourist product market and the desire to satisfy tourist needs. The distribution of the tourist product must be carried out by introducing sales innovations into the distribution system of the tourist enterprise, introducing changes in the organization of sales and marketing procedures, and using new informational marketing and sales programs.

Abstract. Introduction. The article is devoted to issues of international experience in financing infrastructure projects. At the current pace of development, the load on infrastructure in most countries of the world will increase many times over the next decade, and its timely development will become the main guarantee of sustainable growth of the world economy and trade. The design, construction, and expansion of large infrastructure facilities will take years, and decisions regarding their financing mechanisms must be made quickly, which necessitates additional research into this issue. Purpose. On the basis of the conducted research, it was found that the main factors of economic growth will be the increase of humanity (+19% by 2030) to 8.3 billion people, urbanization (the urban population will increase by 40% by 2030; and its share will grow from 52% to 58%), outpacing the growth of population incomes, further development of international trade and tourism. The authors formed the structure of investments in the world for 2020 and found out that the share of state budgets and national funds, according to analysts' estimates, accounts for the main volume of investments in infrastructure - more than 65%. The tendency of the predominance of debt financing in the general structure of liabilities of infrastructure projects has been studied. The results of the OECD study, which was conducted among the largest institutional investors, were analyzed. Results. The research examines modern state proposals for new financing mechanisms, in particular, foreign experience in implementing the prospects of debt and equity financing of international projects, as well as the experience of individual countries - China, India, and Brazil. It has been proven that in the past the investment risks in this area were too high and the profitability was insignificant, which limited the range of investors. Conclusions. Investor interest in infrastructure projects is growing every year, and financing infrastructure projects requires new sources, in particular, an increase in private investment in the industry. It was noted that it is important for Ukraine to take into account and use successful world experience to finance its own infrastructure projects.

Abstract. Introduction. Global warming affects both the quality of life of the planet’s population and the reorientation of the world’s economies. This is accompanied by globalization processes taking place in the context of changes in our civilization. Meanwhile, green economy development is one of the priority directions on the way to the energy transition of Ukraine, and the introduction of the green bond market is a promising mechanism for the functioning of the green economy. Purpose. The purpose is to analyze the peculiarities of green economy development in Ukraine in the international context. Results. 1. Based on the international “green” legislation, international programs and reports, the development of Ukraine’s green economy in the international context was studied. It has been established that the practical mechanism for implementing the strategy of sustainable development is the green economy, the main idea of which is to reduce various factors of negative impact on the environment through the formation of new “green” industries and “greening” of existing ones, the transformation of the accounting and tax system taking into account the value of natural capital, fair distribution of natural resources, etc. The implementation of these principles should be accompanied by a high dynamic of investment processes, a game of getting ahead of the market of green investments with a simultaneous focus on the preservation of the natural environment for future generations. 2. The financial mechanism of the development of the green economy in Ukraine is analyzed. The green economy functions on a budgetary basis and is directly dependent on the country’s budgetary policy. The development of the green economy in the country requires modern financial instruments aimed at active support by the state through the use of a number of stimulating mechanisms: regulatory, organizational, economic, financial, informational, communication, budgetary and tax. After all, the development of the green economy, in particular the use of renewable energy sources, is associated with significant positive macroeconomic changes. 3. The prospects of the green bond market in Ukraine are revealed. The guiding principles for the green bond market in Ukraine, which should be provided in regulatory acts, are: project evaluation and selection process; use of funds; management of funds; reporting. The main buyers of green bonds are targeted institutional and socially responsible investors. For investors, green bonds can have an advantage over other types of securities both on the domestic and international stock market. We believe that for development of the green economy in Ukraine, the introduction of the green bond market is the most realistic and promising. Conclusions. The development of the green economy in Ukraine should take place taking into account the international legal framework, as well as in the context of European environmental programs such as the Green Deal.
