Penelitian ini mengungkap strategi marketing politik. Tujuannya adalah menjelaskan bagaiamana praktik marketing politik beroraperasi dalam kontestasi pilwali kota kendari. Penelitian ini menggunakan metode kualitatif. Data bersumber dari data primer dan sekunder yang kemudian dianalisis dengan mereduksi, memverifikasi dan membuat kesimpulan. Hasil penelitian ini menemukan bahwa proses segmentasi, targeting dan positioning politik menjadi strategi untuk bisa meraih simpati pemilih. Pasangan calon Adiatma Dwi Putra – Sulkarnain berfokus pada pada tiga segmen, yaitu segmen pemilih pemula/muda Adiatma Dwi Putra – Sulkarnain membangun image sebagai perwakilan anak muda, sementara pada kelompok perempuan Adiatma Dwi Putra menjual program yang memperjuangkan hak – hak dan kepentingan perempuan. Untuk warga berpendapatan rendah, Adiatma Dwi Putra – Sulkarnain menjual produk politik dengan memberikan pelayanan dan membuka lapangan usaha untuk para pemilih berpendapatan rendah. DOB dapat meningkatkan pelayanan publik dan mewujudkan efektivitas penyelenggaraan pemerintahan di daerah. Parameter yang digunakan melalui Rasio SDM Aparatur, Ekonomi, Pendidikan, Kesehatan, Kependudukan dan Fiskal Daerah menjadi tolak ukur bahwa pembentukan DOB dalam meningkatkan pelayanan publik sudah dapat direalisasikan. Penulisan ini menggunakan pendekatan kualitatif dengan metode pengumpulan data studi literatur (literatur reviu) melalui dokumentasi terkait dengan penelitian dalam bentuk Kajian Strategis, Tesis dan Disertasi tentang Pembentukan DOB, serta melalui peraturan perundang-undangan yang berkaitan dengan penelitian. Hasil penulisan menunjukkan bahwa sinergitas dalam pembinaan, pendampingan serta upaya peningkatan pelayanan kepada masyarakat dalam penyelenggaraan DOB menuju daerah otonom maju dan mandiri dapat diukur melalui parameter yang untuk mencapai sasaran yang ditetapkan dalam pelayanan kepada masyarakat. Pemilihan walikota merupakan bagian dari pesta demokrasi Indonesia. Momentum tersebut menjadi sangat dinantikan oleh berbagai kalangan masyarakat. Terutama pada masa kampanye pasangan calon. Hal itu menjadi kesempatan emas bagi pasangan calon untuk menarik dukungan. Salah satunya dengan membagikan merchandise ke masyarakat. Surabaya menjadi kota yang dinantikan pemimpinnya sebagai pengganti Tri Risma Harini. Kesuksesannya dalam mengelola Surabaya menjadi rekam jejak yang gemilang selama masa jabatannya. Oleh karena itu, para calon walikota dan wakil walikota terpilih pada periode selanjutnya memiliki tugas membawa Surabaya lebih baik. Masa kampanye pemilihan kota Surabaya 2020 menjadi persaingan antar kedua calon walikota dan calon wakil walikota. Pada masa kampanye masing-masing pasangan calon berlomba-lomba untuk menarik perhatian masyarakat. Berdasarkan fenomena tersebut, analisis teori dalam penelitian ini menggunakan teori motif Alfred Schutz. Analisis pembagian dua jenis motif yakni because to motive dan in order to motive maka dapat mengetahui motif dari pembagian merchandise pada kampanye pilihan walikota Surabaya 2020. The theory used is electoral representation theory according to Piktin with four dimensions, namely representative, represented, the substance of representation and context. The method used in the research is a qualitative research method by describing descriptive data and inductive approaches. Supporting data collection methods in research through observation, interviews, and documentation. Data analysis technique used is by reduction of data, display data, and reflecting g conclusion. The research results showed that the representation of women in the the Regional House of Representatives of Garut in the period 2019-2024 was still low. This is caused by internal factors, namely the confidence of women, social relations, double burden and political costs and external factors, namely patriarchal culture and political constraints. In this research we initialize to the government and political parties to do sosialisai the importance of of the representation of women in legislative and suggesting prospective members legoslatif women for developed a good relationship with the community, accommodated and expectations of women in parliament this with to be demonstrated by birth to legal products, programs and policies that are pro against women and as well as improvement system regeneration women. Distribusi kekuasaan pada sebuah Negara dapat dilihat dari dua hal, yaitu distribusi kekuasaan secara vertical dan distribusi kekuasaan secara vertical. Distribusi kekuasaan secara vertical dapat dilihat dalam pelaksanaan desentralisasi melalui otonomi daerah sementara distribusi kekuasaan dapat dilihat pada eksistensi dan hubungan antara lembaga-lembaga Negara. Kebijakan desentralisasi didasarkan pada kenyataan bahwa keadaan geografis dan demografis Indonesia (conditiosine qua non). Dalam pelaksanaan desentralisasi, hubungan pusat dan daerah seringkali melahirkan konflik. Hal itu berkenaan dengan derajat otonomi daerah dan pada saat yang sama kadar keterlibatan pusat dalam pelaksanaan fungsi pemerintahan di daerah. Hal itu berarti terdapat dua kepentingan yang harus dipertimbangkan supaya tatanan sistem pemerintahan daerah dapat berjalan dengan optimal dan memenuhi amanat konstitusi. Sementara itu dalam sistem ketatanegaraan Indonesia, Dewan Perwakilan Daerah ditempatkan sebagai salah satu unsur lembaga legislatif, disamping lembaga Dewan Perwakilan Rakyat. DPD mestinya menjadi penting antara lain disebabkan posisinya yang sangat strategis dalam melakukan pengawasan terhadap pelaksanaan peraturan perundang-undangan dan pelaksanaan kebijakan pemerintah. Dalam konteks distribusi kekuasaan secara horizontal itu pula maka Dewan Perwakilan Daerah diadakan untuk check and balances. DPD menjadi instrument kelembagaan yang semakin menghadirkan aspirasi daerah di level pusat dan menjadikan hubungan pusat dan daerah semakin erat dan bersinergi dalam menjalankan roda pemerintahan.

Unestablished good relationship between members of the local parliament and constituents in 3rd Constituency, Central Pariaman Subdistrict, Pariaman City had caused difficulty to establish a good collaboration. A good relationship was intended to capture the aspirations of the community in finding solutions to community problems. This research aimed to get a description of the relationships between local parliament members and their constituents, inhibiting factors in relations, and efforts to solve inhibiting factors. The author used a descriptive method with a technique of data collection are semistructured interviews, observation, and documentation. Most political literature argues that outcomes in Indonesian constitutional reform 1999-2002 were determined mainly by the political actors. Notwithstanding the existing research providing insightful evidence, there is still a gap in which those literature discount the role of the party system in shaping and constraining the way the political actors within a party behave. Drawing on one of the new institutionalism concepts – ‘rational choice institutionalism' – the argument puts forth here is that Indonesian multi-party system (independent variable) forced the political parties (intermediary variable) to form a winning-coalition which finally produced a compromised outcome (dependent variable) of constitutional reform on the articles about relations between president and legislature.

This study aims to determine the condition of agro-tourism based on local natural resources and local wisdom based on the culture of Ciamis district. The effort to develop agro-tourism based on local culture is a form of effort to improve the quality and quantity of infrastructure and improve the quality of resources as an effort to develop tourism. with the existence of this agro-tourism concept, it is not only a business or business in the service sector that markets services towards consumer fulfillment of cool air, and beautiful scenery and environment, but is also able to take a role as a place for promotion of agricultural products, as a place of education for residents , gives hope to the potential to develop products from agribusiness and can become a new growth area. Therefore, agro-tourism is able to become a source of regional economy. This study aimed to assess the strategies that have been implemented by the central and regional governments in handling COVID-19. There are ten regulations related to the research objectives that have been reviewed. The method applied is normative legal research. Second level data is used in this study. The literature reviewed is used to solve researchers' questions. From this study it was revealed that the local government was obliged to decide on the policies that had to be taken in handling COVID-19 with normal basic health service conditions. In the situation of the COVID-19 pandemic, the appropriate regulations were enacted not the Law on Regional Government, but the Law on Health Quarantine. The conclusion of this study, in the condition of public health emergencies there is uncertainty at the local government level, because with the decentralization in the field of health causes basic health service standards vary according to the commitment and fiscal capacity of local governments. Strengthening the role of local government is a major factor in overcoming COVID-19. Health services in the regions must be ensured by the central government to conform to the COVID-19 handling standard. With the current state of public health emergencies, it is hoped that the division of roles of the center and the regions will be expected to ensure the safety of citizens.
