Records management compliance: a case study of Kuwait’s College of Basic Education 记录管理合规性:科威特基础教育学院案例研究

Purpose

This study aims to investigate the compliance of Kuwait’s College of Basic Education (CBE) with records management standards (RMS), legislation and regulations.

Design/methodology/approach

This case study collects data from semi-structured interviews and a thorough internet search of relevant records management (RM) policies and procedures.

Findings

The findings reveal the shortcomings of the bottom-up approach to RM, which poses significant risks due to inadequate management and monitoring; lack of compliance with local or national records and archives regulations; and a general unawareness of RMS and best practices among interviewees.

Research limitations/implications

This study focuses on CBE, potentially limiting generalizability to other academic institutions in Kuwait, but offers valuable insights for polities that similarly lack records legislation and wish to improve their RM practices and comply with international standards.

Practical implications

This study proposes a more top-down approach to RM with the adoption of international RMS to improve practices, minimize risks and reduce legal liabilities. Positive outcomes will support the case for records and archives legislation (RAL) in Kuwait and provide the framework for its establishment.

Social implications

The study argues that the passage of RAL and the subsequent implementation of RMS will improve citizens’ Right to Access Information.

Originality/value

This study initiates a pioneering effort in understanding Public Authority for Applied Education and Training and CBE’s level of compliance with RMS, legislation and regulations and their challenges.

Purpose

This study aims to conduct an analysis of the strategy used by Royal Malaysian Police in auditing investigation records and information.

Design/methodology/approach

Qualitative methodologies were used based on the pragmatic philosophy and a case study approach.

Findings

This paper discusses the strategy for auditing the investigation records and information (AIRI), which includes the pre-auditing (input), auditing (process) and post-auditing (output) phases that will be used to develop the AIRI framework.

Research limitations/implications

This study focuses on auditing investigative records and information that may not be universally applicable to all organisations.

Practical implications

The implications arising from this paper are those related to the need to understand, promote and implement auditing of records and information in organisations.

Originality/value

This study presents an opportunity and establishes the foundation for enhancing and broadening the scope of information auditing, a crucial component within the records and information management (RIM) life cycle.

Electronic records management amidst the seismic shift in the dynamic infosphere 电子档案管理在动态信息圈的地震转变中的作用

Purpose

The study aims to investigate the current electronic records management practices in government departments of South Africa to establish the extent to which they foster service delivery in public service reform programmes.

Design/methodology/approach

This study applied a systematic literature review approach to critically appraise the published literature on the status of records management in South Africa, following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses guidelines.

Findings

The findings indicate that the South African public sector encounters challenges such as a lack of skills in managing electronic records, management support, resources and legislative frameworks and policies. The study’s findings revealed that although electronic records are essential for service delivery in South Africa, the existing records management programme is not efficient and effective and does not sufficiently comply with legislative and statutory requirements.

Research limitations/implications

This study was limited to the public sector of South Africa.

Practical implications

This study recommends the development of policy frameworks and strategies aligned with the organisational goals and facilitation of professional training for all staff, including attendance of seminars, workshops and workplace training.

Social implications

The research demonstrates the need for a comprehensive legislative and policy framework, robust integration of electronic records practices in government e-government efforts, and adequate technological infrastructure support.

Originality/value

This study offers informed recommendations to address the challenges of managing electronic records in South African public sector organisations that continue to be a cause for concern.

Insights into the current state of electronic health records adoption and utilisation in Tanzanian public primary healthcare facilities: a survey study 坦桑尼亚公立基层医疗机构采用和使用电子病历的现状透视:一项调查研究

Purpose

This study aims to investigate the adoption and use of electronic health record systems (EHRS) in Tanzanian public primary healthcare institutions. The study’s objectives include understanding the factors that affect EHRS adoption, identifying implementation challenges and evaluating the effect of EHRS usage on healthcare delivery. By addressing these research goals, the study aims to contribute insightful information on the current level of EHRS adoption in Tanzanian primary healthcare facilities and contribute to developing strategies to improve EHRS deployment and healthcare in the nation.

Design/methodology/approach

This study combined quantitative and qualitative data using a mixed-methods methodology. Both data types were collected and analysed concurrently using a concurrent triangulation approach. The study aimed to comprehend the variables that affect the adoption and use of EHRS in Tanzanian public primary healthcare institutions. Eleven regions spanning various geographic locations and urban–rural dynamics were chosen as research sites. A survey of 122 healthcare employees was conducted with a sample of 31 healthcare facilities. The questionnaire had closed-ended and open-ended questions to gather quantitative and qualitative data. Descriptive statistics and thematic analysis were used in data analysis. Throughout the investigation, ethical standards and confidentiality precautions were observed.

Findings

Several factors affect the adoption and use of EHRS. Perceived usefulness and use, support and training, interoperability, data security and privacy, business culture and leadership are all factors. Inadequate infrastructure, power interruptions, duplication of effort and a lack of data analytic expertise were among the difficulties. Among the effects were improvements in data management, service delivery and coordination, productivity and efficiency, medical supply inventory control, billing and revenue collection.

Originality/value

This study, which complements earlier research that has concentrated chiefly on specialised healthcare settings, gives new insights by investigating the adoption and utilisation of EHRS, especially in primary healthcare institutions. The findings give policymakers and healthcare professionals in Tanzania and other nations vital information to help them decide whether to embrace and use EHRS in primary healthcare.

Purpose

This research proposal aims to address the growing significance of artificial intelligence (AI) technology in the field of records and information management (RIM) within the African context. Despite the increasing prevalence of AI, there is a lack of comprehensive understanding regarding the factors influencing AI readiness and adoption in RIM. The primary purpose of this paper is to explore these factors and propose an AI readiness and adoption conceptual framework.

Design/methodology/approach

A comprehensive literature review was conducted to identify the proposed variables and support the hypothesis development. The theoretical foundation of the proposed conceptual framework is based on three theories: the technology acceptance model (TAM), the technology readiness index (TRI) and the cognitive appraisal theory (CAT).

Findings

The literature reveals that there is a lack of empirical investigation of AI readiness and adoption within the RIM context. Through the proposed conceptual model, the researcher anticipates uncovering critical insights into the factors influencing AI readiness and adoption in RIM practices across African nations.

Research limitations/implications

The proposed model is not yet empirically tested and the study's scope is limited to African nations.

Originality/value

The proposed model takes a pioneering approach to empirically investigate AI readiness and adoption within the RIM field, specifically in an African context which is understudied.

Purpose

Polytechnics in Nigeria are conventional institutions where academic board records are being managed in paper form. It has been observed that accessing these academic board records is difficult due to factors associated with the absence of preservation techniques and lack of clear-cut conservation practices. This study, therefore, aims to examine the preservation techniques and conservation practices adopted for the management of academic board records in polytechnics in South-West Nigeria.

Design/methodology/approach

This study adopted a qualitative method with the population comprising 54 records management personnel enumerated in the four selected polytechnics in South-West Nigeria. Triangulation method (questionnaire, interview and observation checklist) was used for data collection. The responses were analysed with descriptive statistics and thematic analysis.

Findings

Findings revealed that photocopying, binding and use of insecticides were the most rated preservation techniques adopted. The security and shelving of academic board records to allow for free flow of air were the most available conservation practices, whereas staff training was not adequately available. The topmost rated constraints were non-challant attitude of personnel in-charge, insufficient funds and inadequate infrastructure.

Research limitations/implications

This study concluded that preservation and conservation practices are vital in the management of academic board records in polytechnics in South-West Nigeria. For efficient and effective management of academic board records, modern-day preservation and conservation practices need to be adopted.

Originality/value

This paper fulfils an identified need to study how preservation and conservation practices adopted for the management of academic board records in Nigerian polytechnics.

Purpose

Fraud within the procurement process remains a persistent challenge, resulting in substantial financial losses and lack of social justice. This paper underscores the significance of records for the integrity of the procurement practices and proposes using blockchain technology to mitigate records fraud. Analyzing international regulations this paper highlights their emphasis on proper records management for promoting transparency, accountability, and integrity of procurement procedures. This paper aims to contribute to a comprehensive understanding of the relationship between records management and procurement accountability while addressing blockchain technology's innovative use in mitigating records forgery and omission.

Design/methodology/approach

This research involves a comparative analysis of international regulations investigating their directives on the relevance of records in public procurement and a survey of records fraud cases in the Brazilian context to illustrate the significance of the problem and to indicate how blockchain technology can be applied as a solution to ensure accountability and prevent records forgery and omission.

Findings

The findings highlight the explicit importance ascribed to proper records management by international regulations, and indicates how blockchain technology can serve as a valuable resource to reduce the records fraud opportunity in public procurement.

Research limitations/implications

The research does not consider context-specific regulations. The survey of frauds is limited to the Brazilian context.

Originality/value

This research introduces a pioneering approach by investigating the use of blockchain technology to combat records forgery or omission in public procurement procedures.

Purpose

This paper aims to examine the concept of standardization beyond its traditional use in generating and implementing standards and good practice guidelines (S&GPG) by looking at existing and emerging trends.

Design/methodology/approach

This paper utilizes two primary approaches to categorizing S&GPG for better comprehension: categorization based on provenance as well as based on subject matter.

Findings

A significant concern related to categorizing S&GPG based on provenance or subject is the constant proliferation of standards being developed and introduced every year. This rapid growth in standards requires frequent re-categorization to keep up with the dynamic nature of this field. To tackle this problem, this paper explores emerging concepts such as ontological representation and frameworks that offer archives and records management (ARM) professionals.

Practical implications

Standardization refers to establishing uniform rules through mutual agreement to ensure consistency. The study of standardization goes beyond the development of individual S&GPG, encompassing their practical application in work settings. Categorizing standards alone may not fully capture their actual use. However, abstraction mechanisms like ontological representations, models and frameworks can demonstrate how these standards have been leveraged. This paper provides illustrative examples rather than an exhaustive list to showcase how these mechanisms have been applied in research projects or as practical tools.

Originality/value

This paper explores the emerging topic of standardization from the perspective of ontological representations and models or frameworks. In addition, it also contributes to the discussion of the 2022 version of ARMA International’s Information Governance Implementation Model and the 2020 version of the World Bank Group's Records Management Roadmap, providing unique insights into these topics.

The status of records management in Malawian private universities: the empirical case of University of Livingstonia 马拉维私立大学档案管理的现状:以利文斯顿大学为例

Purpose This study aims to investigate records management practices in Malawian private universities with a focus on University of Livingstonia. Design/methodology/approach The study used embedded case study design using a mixed methods approach. A survey questionnaire, semi-structured interview guide and a document review were used to collect data from University of Livingstonia staff. Findings The study found that University of Livingstonia created records such as minutes, grades, mails, theses, policy documents and reports. Some of the challenges related to records management at the institution were uncoordinated records management practices due to, among others, lack of records management policy, retention and disposal schedules among others. It further reported a number of factors frustrating the success of records management practices at UNILIA such as lack of management support, poor funding and lack of information communication technology infrastructure. Nevertheless, the study acknowledged the role of records management at University of Livingstonia. Originality/value Previous studies on records management in Malawi focused on public sector. However, this is a novel study undertaken in the private higher education. Therefore, it forms a basis for conceptualising records management phenomena in the private higher education in Malawi.
