The public housing needs maintenance administration for improvement and retainment of residential condition by means of tenants participation. However, most researchers have considered tenants as passive participants in this context. The previous studies did not comprehend perspective of tenants participation and just measured the management preference and the level of satisfaction on maintenance. This study investigates the attitudes and perceptions of tenants on participation in public housing maintenance by introduced Q method that provides a systematic and rigorous quantitative means for examining human subjectivity. The subjectivity is classified as types according to cost and benefit factors by principal components analysis and varimax rotation of the extracted factors. As a result, this study present 5 types of tenants participation and expect to discuss desirable roles of tenant and org anization in public housing maintenance.

Development of a Safety and Health Expense Prediction Model in the Construction Industry 建筑业安全卫生费用预测模型的建立

Abstract : The importance of the appropriate use and procurement of Safety and Health Expense has been increasing along with the recent increase of construction projects in height, size and complexity. However, the current standards for deducting the Safety and Health Expense have shown limitations in applying the properties and environment of the construction project due to its Safety and Health Expense Rate‘s classification method. Therefore, the purpose of this study is to develop a prediction model for the Safety and Health Expense that enables the consideration of different environment and properties of construction projects. The study uses multiple regression analysis to analyze the Safety and Health Expense of Ordinary(A) of less than 0.5 billion WON. The research results have shown that the use of multiple regression analysis reduces the error rate to 4.38% which the current standard calculation method have shown 18.48%. Therefore, the use of the suggested model provides reliable Safety and Health Expense prediction values that considers the properties of the project. It is expected that the results of this study contributes to the effective safety management by providing the appropriate amount of Safety and Health Expense to the project. In this study, only projects of less than 5 billion WON have been considered in the analysis. Therefore, more data is required for future studies to suggest an overall Safety and Health Expense prediction model that covers the whole construction industry.
摘要:随着近年来建筑工程的高度、规模和复杂程度的增加,安全卫生费用的合理使用和采购的重要性日益增加。但是,现行的安全卫生费用扣除标准由于采用了安全卫生费用的分类方法,在适用建设项目的性质和环境方面存在一定的局限性。因此,本研究的目的是建立一个能考虑不同环境和建筑项目性质的安全与健康费用预测模型。该研究利用多元回归分析分析了5亿韩元以下普通(A级)的安全保健费用。研究结果表明,使用多元回归分析将错误率降低到4.38%,而目前标准计算方法的错误率为18.48%。因此,使用建议的模型提供了考虑项目属性的可靠的安全和健康费用预测值。期望本研究结果有助于有效的安全管理,为项目提供适当的安全与健康费用。在此次研究中,只考虑了50亿韩元以下的项目。因此,未来的研究需要更多的数据来提出一个覆盖整个建筑行业的整体安全与健康费用预测模型。

Effects of the contingent liabilities caused by project financing on financial status of the Korean construction firms 项目融资或有负债对韩国建设企业财务状况的影响

: Project Financing (PF) is a financing method, executed based upon the projected profitability from a project itself instead of relying on the credit rating of project sponsors or any type of collateral. However, most financial institutions of Korea lacks the long term profitability assessment capability, and they prefer to acquire credit reinforcement from the construction companies in the form of the guarantor or debt argument commitments. As a result, PF contingent liabilities as an indirect debt, are burdened to the construction companies. Even though the PF contingent liabilities are not supposed to be part of the financial statements, they became a mandatory disclosure items since 2009. In this study, PF contingent liabilities were studied to indicate how they were correlated with construction firms’ financial ratios. Construction firms were grouped by their credit rating and each group was compared in order to analyze PF contingent liabilities’ impact on the financial condition of the company in terms of liquidity, liability, and stability.

Opening China's Construction Markets through International Agreements and Negotiations and Applications for Firms 通过国际协议、谈判和企业申请开放中国建筑市场

This paper examines the extent of China's market liberalization in the construction market seen through the point of view of WTO agreements and Korea-China FTA. Since the environment set by these agreements form the institutional background that Korean firms must work with to successfully access the market, the Korean government must work to reduce Chinese barriers as much as possible through international negotiations on these agreements. The paper sets out three goals for negotiations and the appropriate agreements and fora the government can use to advance these goals.

Application Effect Analysis of The Modular Construction Method in The Extension Works 模块化施工方法在扩建工程中的应用效果分析

The modular construction method has been getting more attention followed by global eco-friendly trend as the domestic construction industry has focused more on remodeling and extension work. The modular construction method is an industrialized construction system which is not likely as the existing construction method it manufactures more than 70% modules at the factory then assembling can be completed in a short amount of time on site. The modular construction method has various strengths; shortening of construction period by on-site work decrease, weight pressure reduction by usage of light steel frames and cost saving by repetitive manufacturing. However, it is currently not expanded due to the existing commercialized construction method. Therefore, this research is in order to help the related authorities make decisions to select the construction method and motivate expansion of modular construction method which can be utilized effectively in the extension works. The intention of this research is to stress differentiation from other construction methods in construction period, construction expenses, labor and forces by comparing and analyzing actual cases, to inform competitiveness of modular construction method by concrete effect analysis and to support adoption of the modular construction method into the domestic industry.

Development of block-type sidewalk pavement system using snow-melting system 采用融雪系统的块状人行道路面系统的开发

: Snow-melting system has been applied not only to roads for car traffic but also to pavement for the pedestrians safety reason in some of the developed countries such as USA and Canada based on countermeasures against Natural Disasters Act revised in 2000. Even though this system was introduced in korea in 2006 and has been partly applied to car traffic roads, there is few places that the system has been applied. Therefore, in this research a snow-melting system with a block-type to cover a pavement that efficiently transfers heat form heat rays to the top of a pavement and protects the heat rays. A quality check showed that compression and bending strength was improved approximately 5 times stronger and 7 to 10 times more absorption rate than the KS(Korea Industrial Standard) requirement. Moreover, only 10 minute was required to increase temperature above zero with a block-type snow-melting system whereas approximately 180 minute was spent with the existing system. This research is expected to contribute to environmental issues and reduce accidents on a slippery road.

Advanced Time-Cost Trade-Off Model using Mixed Integer Programming 基于混合整数规划的高级时间成本权衡模型

: Time-Cost Trade-Off (TCTO) model is an important model in the construction project planning and control area. Two types of Existing TCTO model, continuous and discrete TCTO model, have been developed by researchers. However, Using only one type of model has a limitation to represent a realistic crash scenario of activities in the project. Thus, this paper presents a comprehensive TCTO model that combines a continuous and discrete model. Additional advanced features for non-linear relationship, incentive, and liquidated damage are included in the TCTO model. These features make the proposed model more applicable to the construction project. One CPM network with 6 activities is used to explain the proposed model. The model found an optimal schedule for the example to satisfy all the constraints. The results show that new model can represent more flexible crash scenario in TCTO model.

A Business Model for Application of the Modular Building in the Rental Market 模块化建筑在租赁市场应用的商业模式

The current real estate market is in a state that is considerably shrink due to the recession and long-term reduction of trading. In response, the government recently announced an innovative way for the middle-class residential housing and it is taking the lead to activate the real estate market. Meanwhile, the domestic housing market is entering a transition period, including structural changes of household structure, changes from joeonse to rent increasingly. Also single-member households will rise steeply, so that makes the high demand of small houses. In addition, the domestic construction industry is interested in new technology called Modular building. The Modular construction is an off-site construction system that shorten construction period, eco-friendly building technology and mobility etc, which can be used in various field. Overall, there are two major issues of the current market, one is the change of the real estate market, and the other is the modular construction. This study will propose modular business model in the rental market through the analysis the profitability of the modular business scenarios and IRR analysis.

Extraction of the Key Performance Indicators of Construction Management Using Balanced Score Card 利用平衡计分卡提取施工管理关键绩效指标

Enterprises should set up realizable goals and continually control the goals from apprehending whether they can be realized or not so that the enterprises grow consistently. Furthermore, from supplementing parts to be improved, goals are reset and the result should be controlled in order to fit to them. Lately, a lot of discussions about the results of organizations, projects, and companies are being realized in construction field. Particularly, in construction management, effective and professional control activities throughout the life cycle of facilities as well as the stage of business implementation of construction work are needed. About the result measurement of the construction management, lots of most domestic researches stay in the level of establishing basic concepts. Also, since characteristics of the construction field and the construction management were not reflected properly, it is in a situation that the result control system is not applied to on-site real works. Hence, this study intends to suggest fundamental data for measuring objective results from extracting result areas and key performance indicators of the construction management using Balanced Score Card.
企业应该设定可实现的目标,并从能否实现开始对目标进行持续的控制,使企业持续成长。从补充需要改进的部分开始,重新设定目标,控制结果,使之与目标相适应。最近,在建筑领域,关于组织、项目、公司的成果的讨论越来越多。特别是在施工管理方面,需要在设施的整个生命周期以及施工工作的业务实施阶段进行有效和专业的控制活动。关于施工管理的效果测量,国内的研究大多停留在建立基本概念的层面。另外,由于施工现场的特点和施工管理没有得到很好的体现,存在结果控制系统没有应用到现场实际工程中的情况。因此,本研究拟利用平衡计分卡提取施工管理的结果区域和关键绩效指标,提出衡量客观结果的基础数据。

Remodeling Process Model Applying Service Life and Functionality Evaluation for Military Facilities 应用于军事设施使用寿命和功能评估的改造过程模型

Abstract : The number of military facilities has been rapidly increased due to growing requirement of modernization and military welfare. However, adequate maintenance has not implemented to these facilities. As a result, they are deteriorated quickly and require performance enhancement treatments. There are two ways of performance enhancement, reconstruction and remodeling. Despite the research result that remodeling within the standard remodeling range is more economical, remodeling of military facilities is not considered equivalent to reconstruction as an option of performance improvement. Therefore, derived from the relationship between performance change during life cycle of building and range of remodeling needs, this study tries to propose Remodeling Process Model(RPM) which uses a method to choose remodeling in a Specific Point of Time(SPT) when remodeling is considered more economical than reconstruction. In addition, this study suggests practical service life and functionality evaluation standard together which require to realize the RPM. This RPM make it possible to avoid the cases that facilities which do not have any problem on structural reliability but have low level of functionality miss appropriate remodeling timing and inevitably choose reconstruction as a performance improvement option. It also present the possibility of simple reconstruction / remodeling decision-making for facility managers who administrate building having various type, compilation and elapsed time. Consequently, this process model focusing on remodeling more may contribute to reduce resource waste caused by reconstruction.
