Estimating Standards and Cost Data for Modernized Korean Hosing (Hanok) 现代韩国住宅(韩屋)的估算标准和成本数据

Abstract : As the demands for traditional Korean housing has been increased in recent years, modernized Korean traditional housing (Hanok) was developed as a way of providing Hanok for the public. Modernized Hanok attempts to remedy the shortcomings of the traditional hanok (i.e., high unit cost of building and low energy performance). In the previous researches, standardization and productivity improvement for modernized Hanok dissemination have been intensely developed. Above all, cost estimating for modernized Hanok is also an important factor. In an effort to provide effective system for Hanok construction, this paper developed ‘standard cost data’ for modernized Hanok. Distinct characteristic of modernized Hanok construction were analyzed first. Then, basic structure was identified, and major items were selected for Hanok standard cost data. However, this set of cost data was developed based on two mock-up Hanok projects actually constructed. Accordingly, this standard cost data will be further updated and modified by continuously accumulating real-world Hanok projects.
摘要:近年来,随着韩国传统住宅需求的增加,现代韩国传统住宅(韩屋)作为一种为大众提供韩屋的方式被开发出来。现代韩屋试图弥补传统韩屋的缺点(即建筑单位成本高,能源性能低)。在以往的研究中,现代韩屋传播的标准化和生产率提高得到了强烈的发展。首先,韩屋现代化的费用估算也是一个重要因素。为了给韩屋建设提供有效的体系,本文开发了现代化韩屋的“标准成本数据”。首先分析了现代韩屋建筑的鲜明特征。然后,确定基本结构,并选择韩屋标准成本数据的主要项目。然而,这组成本数据是根据实际建造的两个韩屋项目模型得出的。因此,将通过不断积累韩屋实际项目,进一步更新和修改该标准费用数据。

Strategy for Various CM Applications based on Comparative Case Analysis 基于案例比较分析的各种管理管理应用策略

Abstract : Domestic CM market has continued to grow since the enactment of CM policies in 1996. In addition, future CM market is forecasted to have potential high growth. Therefore, it is necessary to apply various CM business models reflecting the owner’s requirements and characteristics in order to improve in the CM industry and to strengthen the competitiveness in the overseas construction market. In this context, the purpose of this study is to suggest strategies of various CM applications based on comparison of 4 cases analyzed by ‘business weight’ and ‘business depth’ in terms of business function as well as by the types of ‘CM market’ and ‘CM practice’. Result of this comparative analysis shows that each case presents differences in terms of type, business weight, and business depth of CM practice. However, domestic public CM services are currently being challenged to strengthen capability throughout the project life-cycle against the limitation of government’s CM policies focused on the construction supervision. In order to address this problem, this study proposes the strategies of various CM applications from several different perspectives.
摘要:自1996年我国实施寿险政策以来,国内寿险市场持续增长。此外,预计未来的CM市场将具有高增长的潜力。因此,有必要运用各种反映业主要求和特点的建筑施工商业模式,以提高建筑施工行业的竞争力,增强在海外建筑市场的竞争力。在此背景下,本研究的目的是通过对业务功能方面的“业务权重”和“业务深度”以及“CM市场”和“CM实践”类型分析的4个案例的比较,提出各种CM应用的策略。这种比较分析的结果表明,每个案例在管理管理实践的类型、业务权重和业务深度方面都存在差异。然而,由于政府的公共管理政策以建设监理为主,目前国内公共管理服务面临着加强项目全生命周期能力建设的挑战。为了解决这个问题,本研究从几个不同的角度提出了各种CM应用的策略。

Improvement of Domestic Construction Re-Education through Status Analysis 从现状分析看我国建筑再教育的完善

In the past, the domestic construction industry mainly comprised quantitative investment through the supply of labor force, however, there have recently been opinions that there is a need for qualitative investment in the workers in order to obtain competitiveness in construction markets. Accordingly, there are much re-education courses for workers in the construction industry, but there is much negative awareness as to the efficiency of the current re-education course due to many problems. This study aimed to examine the problems o f currently executed re-education courses and proposed an improvement plan for the qualitative enhancement of domestic construction re-education. Thus, a multiple regression analysis was conducted to deduce two core problems an improvement plan. The improvement plan for the problems comprised the NCS/CDP-based integrative education program through an AHP. The contribution of this paper will result in the execution of a more effective construction industry re-education program, and the result of such program to achieve qualitative growth in the workers in the construction industry

A Study on Composition and Application of Risk Management Planning and Procedure for Successful Overseas Construction Projects - Based on the PRINCE2 Methodology in the UK - 海外成功建设项目风险管理计划与程序的构成与应用研究——基于英国PRINCE2方法论

Risk management is an important element for successful management of overseas construction projects. This study reports a case study in which we proposed a risk management planning and procedure for plant construction which can be applied throughout the project life cycle. We analyzed the risk management practices of Korean construction companies by applying the concept of the PRINCE2 method developed in the UK, and proposed a risk management planning and procedure with organizational structure and working process. The suggested risk management planning and procedure was applied to an overseas plant construction project, and produced good results. It is believed that the procedure suggested here can also be aplied to other companies to enhance the competency in the global construction market.
风险管理是海外建设项目成功管理的重要因素。本研究报告了一个案例研究,在这个案例研究中,我们提出了一个可以在整个项目生命周期中应用的工厂建设风险管理计划和程序。我们运用英国PRINCE2方法的概念,分析了韩国建筑企业的风险管理实践,提出了具有组织结构和工作流程的风险管理计划和程序。建议的风险管理计划和程序应用于一个海外工厂建设项目,并取得了良好的效果。相信本文所建议的程序也可以应用于其他公司,以提高在全球建筑市场上的竞争力。

Safety Management Factor Analysis of Expert Perceptions Based on 4M Method for Plant Construction Phase 基于4M方法的工厂建设阶段专家感知安全管理因素分析

The purpose of this study is to classify main risk factors on a construction phase of a plant project and analyze importance by the risk factors. Plant Industry is continuing boom and the increase in overseas plant orders in 2014 has showed a performance increase of 61% of the total orders, as the plant industry are risk factors for the construction phase, safety management target recognition and variety of accident prevention and safety factors by importance, etc. a situation that requires the development and introduction of management. So, it is performed that collected disaster conditions data on a construction phase of a plant project, is questioned by plant construction professional and is classified by 4M. Then, it is performed that is questioned by plant construction and safety professional in order to apply AHP method, and is presented from analyzing the risk factors, which are results of the survey, by importance and priority. This study will recognize from identifying the main risk factors in advance and will be utilized as a basic data is to prevent the risk factors.

Analyzing Article 85(Penalty) in the Construction Technology Promotion Act based on the Principle of Legality 从合法性原则分析《建设技术促进法》第85条(处罚)

Abstract : Since May 23, 2014, the Construction Technology Promotion Act has been effect through the entire reform of the Act. Despite the extensive reform, the previous penalty articles remain intact. According to the article 85 ①, especially, if a service provider or an engineer has caused death or injury by violating the duty of good faith and by damaging the principal parts of facilities, the person should be sentenced for lifetime imprisonment or imprisonment for no less than three years. The article has been controversial in its clarity and adequacy. This study is to verify the characteristics and the scope of the article and to suggest the theoretical backgrounds by analyzing the article based on the principle of legality, which enables to set forth the possibility to improve the article. To achieve the goal, the provision has been analyzed in accordance with the basic laws in Korea including the constitutional law and the criminal law, the related cases have been collected, and the comparison of the relevant acts has been executed. The detailed discussion about the articles in laws and acts on construction and the long-term and integrated study are expected to vitalize through this research.

Development of Approximate Cost Estimation System Based on CBRT echnique; Applicability Study for Landfarming Soil Remedation Technology 基于CBRT技术的近似成本估算系统开发农田土壤修复技术的适用性研究

This study proposes a approximate cost estimation system based on Excel with VBA using weighted CBR(Case Based Reasoning). One characteristic of this system is that it generates the sheet automatically as many as the number of similar case and new estimation when it performs a case learning and a new estimate and cell formula is automatically entered into each sheet. User can be free to compose a combination of attribute factors because they can select up to ten attribute factors. This paper presents an applicability of estimation model for estimating the soil remediation cost when it use a landfarming method. When compared to a estimation model by using average unit cost and optimum multiple regression, this model shows a better result. This study was aimed at landfarming method, but it is expected that a cost estimation model using CBR will be more likely to apply in soil remediation technologies which various remediation technologies and pollutant species exist.

Developing an Optimization Model and Program for Planning the Earthwork Based Upon Transportation Theory 基于交通理论的土方工程规划优化模型与方案研究

During road construction, minimizing haul and return distances as well as keeping a balance between cut and fill quantities are two of the key tasks for earthmoving operation planning. The result of the earthwork planning has a significant impact on the construction cost and duration. Although there have been research efforts regarding optimized earthwork planning using linear programming, the current practice of selecting earthwork planning methods typically depends on a field manager`s intuitive and/or experimental knowledge. Furthermore, there is no system considering earthwork influential field factors including the transportation distance, the earthwork quantity, and the recycling ratio of earth volume. Therefore, this research focuses on the development of such a model for planning the optimized earthwork to increase the efficiency of a road construction. The proposed model is developed based upon the transportation problem method which is a part of Linear Programming. The application result of optimization model on a case study shows that the duration and cost for earthwork ha sbeen reduced approximately 19% and 11% respectively

Diversified Investment of Commercial Real Estate Assets - Focused on Office Building and Retail Real Estate Markets in Seoul - 商业房地产资产的多元化投资——以汉城的写字楼和零售房地产市场为中心

: This paper is to understand investment's efficiency and performance of commercial real estate assets diversified by use and district. To do so, this paper divides two different commercial real estate markets(office build market and retail real estate market) in Seoul city by district into "GBD(Gangnam Business District), YBD(Yeouido Business District), and CBD(Central Business District)" and "GBD(Gangnam Business District), SBD(Shinchon Business District), and CBD(Central Business District)" respectively, configures these districts each other to structure portfolios as its portion varies based on Markowitz's Mean-Variance principle, and looks at risk-return relationship of portfolios to find out efficiency, performance, and optimal investment chosen based upon Sharpe's Performance Index. As a result, the portfolio configured by "10 to 30% of office building asset at CBD" and "70 to 90% of retail real estate asset at CBD" is shown to be the most optimal, suggesting the highest quarterly Sharpe's performance index of 2.7118~2.7776 with quarterly rate of return of 1.826%~1.838% and quarterly standard deviation of 0.573~0.589. Furthermore, it is obvious that diversified portfolio configured by use(office-retail) shows better investment performance than that by district with same type of asset(office-office or retail-retail). Finally, results driven from this research will play an important role to stimulate real estate and construction markets through enlarging ideas as to diversified investment by use and district on real estate indirect investment products.
本文旨在了解不同用途、不同区域的商业地产资产的投资效率和投资绩效。为此,本文将首尔市内两个不同的商业房地产市场(写字楼市场和零售房地产市场)按地区划分为“GBD(江南商务区)、YBD(汝矣岛商务区)、CBD(中央商务区)”和“GBD(江南商务区)、SBD(新村商务区)、CBD(中央商务区)”。根据Markowitz的Mean-Variance原则,将这些地区相互配置,根据投资组合的比例变化来构建投资组合,并根据夏普绩效指数,研究投资组合的风险-收益关系,找出效率、绩效和最优投资选择。结果表明,“CBD写字楼资产占10% ~ 30%”、“CBD零售地产资产占70% ~ 90%”配置的投资组合最优,季度夏普绩效指数最高,为2.7118~2.7776,季度收益率为1.826%~1.838%,季度标准差为0.573~0.589。此外,根据用途(办公-零售)配置的多元化投资组合明显优于相同资产类型(办公-办公或零售-零售)的地区投资组合。最后,通过扩大房地产间接投资产品按用途和地区进行多元化投资的思路,本研究的结果将对刺激房地产和建筑市场发挥重要作用。

Investigation of Disputes for Nominated Sub-contractor(NSC) -Focused on the Judicial Precedent of NSC issues in Singapore, Malaysia and Hong Kong- 指定分包商(NSC)纠纷调查——以新加坡、马来西亚和香港的NSC问题的司法先例为中心

Abstract : Many disputes are happened with various causes in overseas construction projects. One of major disputes is closely related with nominated subcontractors (NSC). This paper investigates 30 judical precedents for Singapore, Malaysia and Hongkong to analyze the detailed disputes related with the NSC, and then the judical precedents are classified into 6 categories: Delay and Defect Trouble (T1), Contract Relation (T2), Payment Trouble (T3), Set-off (T4), Liquidation (T5) and so forth (T6). According to the analytical results, the frequency of occurrence of disputes is considerably related with social and economical changes, and the dispute between NSC and employer for residential and commercial building projects is the most frequently happened case. As the results of analysis, therefore, it is concluded that the employer needs to response aggressively to the problems related with NSC, and it is also important to make the council for communication among related bodies. Furthermore, the institutional reform that make the role and the responsibility of employer consistent under considering contract terms and conditions is considered as the most important and fundamental issue.
[摘要]在海外建设项目中,由于各种原因发生了很多纠纷。其中一个主要争议与指定分包商(NSC)密切相关。本文以新加坡、马来西亚和香港的30个司法判例为研究对象,详细分析了与NSC相关的纠纷,并将司法判例分为6类:延迟与缺陷纠纷(T1)、合同关系纠纷(T2)、付款纠纷(T3)、抵销纠纷(T4)、清算纠纷(T5)等(T6)。分析结果表明,纠纷的发生频率与社会经济的变化有很大的关系,其中以住宅和商业建筑项目中NSC与雇主之间的纠纷最为频繁。因此,根据分析的结果,雇主需要积极应对与NSC相关的问题,并且在相关机构之间建立沟通委员会也很重要。此外,在考虑合同条款和条件的情况下,使雇主的角色和责任一致的制度改革被认为是最重要和最根本的问题。
