Introduction. The authors investigate the problem of migration flows management in the field of education, based on mathematical and economic modelling. The purpose of the article is to identify the techniques of efficient educational migration management as a part of migration balance. Materials and Methods. The authors utilized such research methods as questionnaires, expert evaluation, economic and mathematical modeling and tools of cognitive modeling in accordance with R. Axelrod’s methodology which is applied for the analysis of open systems containing hardly formalizable links between their components, taking into account the external influence. Results. The analysis of current trends in migration migration balance. Recommendations for an efficient mechanism of managing migration educational flows in the Omsk region have been proposed. Conclusions. In conclusion, the authors summarize the main techniques of efficient educational migration management as a part of migration balance. The study reveals the main control factors influencing the level of migration balance in the Omsk region. Among them are: better quality of higher education in Russia, geographic location, national discrimination and language barriers in the Republic of Kazakhstan, etc. A system of measures to manage educational migration flows as the most important components of the migration balance, taking into account the specifics of the Omsk Region, has been developed.

Introduction . This study represents the first stage in a larger study where we address the problem of teaching writing in a foreign language as a social practice within changing higher education context in Russia. The aim of the study is to identify core values and levels of motivation, self-regulation and self-reflection skills, as well as core writing skills, which together characterize writing as a type of social practice, with first-year undergraduate students at a non-linguistic university. Materials and Methods . The study is based on activity theory and the communicative approach to foreign language acquisition as well as on the ideas from the field of Sociolinguistics. Three empirical instruments have been developed: a self-evaluation questionnaire (students’ values and incentives for writing), a self-evaluation questionnaire (self-regulation and self-reflection on writing), and a written test. Results . The authors have studied the notion of writing as a social practice and defined its values and meaning, motivation, cognition and behavior aspects in order to develop the empirical tools for the study. Drawing on the questionnaire and written test data sets, we have revealed the absence of core values and motivation, which influence how an author represents his/her identity in a written text during the process of meaning making. A low level of self-regulation and self-reflection within a text production cycle among the students have also been revealed. The written test data indicate that even if students meet grammar and vocabulary accuracy criteria, they still have poor skills of reasoning and applying counter arguments, structuring the text as a single unity at micro and macro levels, using cohesion devices and expressing the their stance according to the field of knowledge. Conclusions . The authors conclude that first-year students at a non-linguistic university fail to demonstrate the core values, motivation, self-regulation and self-reflection as well as academic writing skills, which characterize writing as a type of social practice, based on certain values and meaning making process, motivation, cognition and behavior.

Introduction . The authors investigate the problem of developing students’ professional competencies. The purpose of the article is to identify the characteristics of developing students’ professional competencies within an active educational environment. Materials and Methods. The study is based on the following approaches and theories: the systematic approach within the framework of systems theory and synergetics (I. V. Blauberg, A. N. Averyanov); the competence approach (V. I. Baidenko, E. F. Zeer, I. A.Zimnyaya) and facilitation theory (the humanist approach) (K. Rogers and V. A. Slastenin). To achieve the aim of the research the authors conducted an analysis of pedagogical and psychological literature, as well as dissertation research on the problems of competence approach, peculiarities of its implementation in Russia and abroad; survey and group reflection. The questionnaire was used as an empirical method: personal – among the academic staff and mediated - for students. The sample consisted of 30 teachers and 150 students. The authors also relied on the Pareto Principle. Results. The authors revealed the reasons for paradigm change in education from knowledge to competence. The features of interrelations within the "teacher - student" system are summarized and the necessity for change of forms and methods of interaction and instruction is proved. The results of empirical research have shown that active learning environment contributes to deeper understanding of the material by the students. The study identified the advantages of active learning for students. The authors reviewed international practices of using competence approach and active learning. The appropriateness of implementing active and interactive training for developing professional competencies is substantiated. Conclusions. In conclusion, the authors identify the main characteristics of developing students’ professional competencies within an active educational environment.
