COMPLIANCE GAINING DALAM PERSUASI KOMUNIKASI DAN KEBIJAKAN PUBLIK PEMERINTAH KOTA BUKITTINGGI TERKAIT PEMBANGUNAN PASAR ATAS 联合国高级武吉市政府关于市场发展的沟通说服和公共政策的步法

Penelitian ini bertujuan untuk melihat bagaimana Pemerintah Kota Bukittinggi menerapkan strategi compliance gaining dalam mempersuasi masyarakatnya, ketika menetapkan kebijakan publik yang telah diputuskan terkait pembangunan pasar atas. Lima langkah aktivitas yang diterapkan, yaitu rewarding, punishing, expertise, personal commitments dan impersonal commitments telah mampu menciptakan kepatuhan para pedagang yang menjadi korban kebakaran pasar atas. Penelitian ini menggunakan paradigma konstruktivis dan pendekatan deskriptif kualitatif. Pengumpulan data dilakukan dengan wawancara, observasi, studi pustaka dan dokumentasi. Berdasarkan hasil penelitian dan analisis data yang telah dilakukan, diperoleh kesimpulan bahwa pembangunan kembali pasar atas yang sebelumnya sempat diwarnai demonstrasi besar-besaran bisa diselesaikan dengan baik. Hal ini terjadi karena, Pemerintah Kota Bukittinggi memiliki persuasi komunikasi yang baik dalam hal menyampaikan kebijakan publik yang diambilnya, baik itu terkait pembangunan kembali pasar atas maupun relokasi sementara pasar penampungan. Kekecewaan masyarakat pada awalnya dapat diatasi, karena mereka mempunyai pemerintahan yang sangat mau menampung aspirasi rakyatnya dan memiliki sistem kinerja yang sangat baik. Karena, pada dasarnya kebijakan publik yang dibuat oleh pemerintah bertujuan mengatur kehidupan bersama untuk mencapai visi dan misi yang telah disepakati, demi kebaikan dan kemajuan Kota Bukittinggi.
本研究的目标是了解布吉廷市政府在制定与上层市场发展有关的公共政策时,是如何运用步法为其人民服务的。该活动的五个步骤,即奖励、惩罚、exesse、个人承诺和非个人承诺,使那些被上层市场大火烧毁的商人变得顺从。这项研究采用了构建范式和描述性质的方法。数据收集是通过采访、观察、文献研究进行的。根据所进行的研究和数据分析,得出的结论是,大规模示威可以得到很好的解决。这是因为布吉布吉市政府很好地传达了他们所采取的公共政策,包括市场重建和临时搬迁。人们最初的失望是可以克服的,因为他们有一个非常乐于助人的政府,有良好的表现系统。因为,政府的公共政策本质上是要管理集体生活,为了造福布吉廷市,达成一致的愿景和使命。

PENYUSUNAN RENCANA TATA RUANG WILAYAH (RTRW) PERTAHANAN PADA IBU KOTA BARU REPUBLIK INDONESIA

Penelitian ini menganalisis tentang Rencana Tata Ruang Wilayah (RTRW) Pertahanan Negara pada Ibu Kota Baru Republik Indonesia, yang seharusnya dirancang melalui dua pendekatan sekaligus, yakni pendekatan kesejahteraan (prosperity approach) dan pendekatan keamanan (security approach), sehingga akan mampu menjadi ibu kota yang smart and green city sekaligus juga menjadi secure and defence city, dalam menghadapi ancaman, baik ancaman militer maupun ancaman nir militer. Dengan menggunakan metode kualitatif dan teknik pengumpulan data berupa observasi, wawancara, dan studi literatur / penelaahan dokumentasi, disimpulkan bahwa diperlukan road map RTRW pertahanan negara pada ibu kota Republik Indonesia yang dirancang secara terpadu, terintegrasi, terpola, dan berkelanjutan.

KESERAGAMAN POLA PEMBANGUNAN SEBAGAI POTRET KETIDAK OTONOMAN PEMERINTAH DESA DALAM PENGELOLAAN DANA DESA 建筑模式的一致性是农村政府管理农村资金不自主的表现

Desa merupakan kesatuan masyarakat hukum adat yang memiliki otonomi dalam menyelenggarakan pemerintahan nya. Otonomi desa menjadi bias karena desa diposisikan sebagai objek pembangunan bukan sebagai subjek pembangunan. Peran desa sebagai subjek pembangunan memiliki pengertian bahwa desa mampu merencanakan, membiayai, dan melaksanakan tata pemerintahan. Hadirnya Dana Desa telah membawa semangat perubahan bagi desa, karena desa dituntut untuk dapat mengelola Dana Desa demi menciptakan desa yang mandiri dan sejahtera. Mandiri tidak berarti desa menjadi bagian yang terpisahkan dari pemerintah tingkat atas, baik pusat ataupun daerah. Faktanya, pengelolaan Dana Desa baik pada desa tradisional ataupun modern tidak menciptakan desa yang mandiri, karena pemerintah tingkat atas hanya menjadikan desa sebagai target atau lokasi proyek (objek pembangunan). Praktek-prektek penyeragaman pola pembangunan terhadap penggunaan Dana Desa telah menegasikan prinsip penggunaan Dana Desa yang digunakan sesuai dengan kebutuhan desa, strategi daerah dan tipologi desa. Sehingga penyeragaman pola pembangunan yang terjadi di desa tradisional ataupun desa modern menjadi bukti ketidak otonoman pemerintah desa dalam pengelolaan Dana Desa.

Evaluasi Kebijakan Pengembangan Kawasan Minapolitan di Kabupaten Bogor

Abstract   Minapolitan development is mostly carried out in Indonesia, including by the Bogor Regency. The development of the Minapolitan area in Bogor Regency has been carried out since 2010, which is based on the Bogor Regency Decree Number 523.31/227/Kpts/Huk/2010 concerning the Establishment of Minapolitan Areas in Bogor Regency, which stipulates the Minapolitan area in Bogor Regency covering 4 sub-districts namely Ciseeng District, Parung, Gunungsindur and Kemang based on aquaculture. The development of minapolitan in Bogor Regency also indicates the existence of problems that need to be resolved. This study seeks to evaluate the development policy of Minapolitan in Bogor Regency. The method used was descriptive qualitative research. The policy evaluation theory used is based on William Dunn's thought for policy evaluation covering 6 dimensions: effectiveness, efficiency, adequacy, distribution, responsiveness, and accuracy. Collection of data through interviews, direct observation, and documentation. The results of the study show that from these 6 dimensions 2 dimensions show good conditions that support the success of policies, namely dimensions of effectiveness and efficiency. While there are 4 dimensions that have weaknesses, namely responsiveness, distribution, adequacy and accuracy of policies. Suggested several things: 1) need to increase monitoring on the provision of the main transportation infrastructure for regional connectivity in wider region; 2) increasing community power through empowerment; 3) increasing the local government facilitation togethe with community efforts in increasing the awareness of millennial generations on the prospects for developing the primary sector in the region; and 4) Need to increase fairness in the distribution of government assistance, as well as facilitation of local governments in maintaining the stability of fish feed prices.   Keywords: policy evaluation, minapolitan, zone development, Bogor Regency

ANALISIS WILLINGNESS TO PAY (WTP) RETRIBUSI PENGELOLAAN SAMPAH DI KECAMATAN CILEUNYI, KABUPATEN BANDUNG

This study aims to analyze the value of Willingnes to Pay (WTP) and the factors that influence the value of WTP to waste management retribution into compost. This research was conducted in Cileunyi District, Bandung Regency, West Java Province. Cileunyi District is estimated to produce garbage reaching 330 m3 per day or 115 tons/ day. The number of samples is 96 families, calculated by the Frank Lynch formula. To find out the factors that influence WTP, use the correlation test, ANOVA test and multiple linear regression analysis using SPSS 24 software. Contingent Valuation Method (CVM) is used to analize the value of Community’s  Willingness to Pay the retribution.  The results of the study obtained as follows: age, level of education, income and number of family members together (simultaneous) affect the Willingness to Pay (WTP),  the influence of all factors is 39.9%,  the number of family members does not significantly affect the WTP,  the average value of waste retribution paid is Rp. 10,208,33 and the average value of WTP for waste management into compost or recycled is Rp. 20,572.92.

The background of this study includes the still low role of management information systems in improving the quality of public services and education service policies, especially in Cileunyi District, Bandung Regency. The aim is to find out the inhibiting factors, support in improving the quality of public services, education policy services. Qualitative descriptive research method, aims to provide a general description, an explanation of the variables studied in accordance with the focus of research includes the effectiveness of the role of information systems in managing information, producing information, presenting information and inhibiting factors, supporting in improving the quality of public services, education policy services . Using purposive sampling technique, accidental sampling, data collection techniques through in-depth interviews, research documents. The results of the study concluded that management information systems are very instrumental in managing information, producing information, presenting information. Using computer systems and information technology devices can be managed, sent to those who need them quickly, accurately, facilitating the completion of work tasks. Supporters in improving the quality of services including information and communication technology. This finding has maximally improved service to the public, services in determining policies in Education.

Cases of corruption in Indonesia, especially in the sector of government procurement of goods and services, continue to increase every year. The government has reduce the rate of corruption in the procurement through electronic procurement. But the reality of corruption is still increasing. The authors are interested in building a conceptual framework for good governance and incorporating elements of local culture in electronic procurement to reduce corruption. The principle of good governance in electronic procurement can prevent corruption by applying the principles of participation, transparency, responsiveness, effectiveness, efficiency, equity, strategic objectives, accountability and local cultural values. The purpose of this research is to get a clear and measurable conceptual framework in reducing corruption in government procurement of goods and services. This research method is to use literature review with content analysis. The results of this study are that corruption can be reduced by using electronic procurement if it uses the principles of good governance and there are controlling variables, namely internal supervision, law enforcement and improvement of facilities, infrastructure, leadership commitment and improvement of human resources to carry out electronic procurement according to the rules.

ABSTRACT               Digital era has been change human aspect significantly. Changing one aspect of life is boost another aspect . I tried to analysis impact of changing five aspect (management, organization, leadership, industry, society) to government aspect. External environment of government is playing important role to push changing in governmental management, organization, and leadership. Ideally, development of one aspect changing significant and simultan with another aspect, but empirically development of one aspect sometime faster than another aspect. Government as the higher organization of the state must control development of all aspect to maintain equilibrium of the state and society. Key words : digital era, changing continually, changing in government aspect.
数字时代已经极大地改变了人类的方方面面。改变生活的一个方面就是促进另一个方面。我试图分析改变五个方面(管理,组织,领导,行业,社会)对政府方面的影响。政府外部环境在推动政府管理、组织和领导变革中发挥着重要作用。理想情况下,一个方面的发展变化显著,与另一个方面同步,但经验上,一个方面的发展有时比另一个方面快。政府作为国家的高级组织,必须控制国家各方面的发展,以保持国家与社会的平衡。关键词:数字时代,不断变化,政府变革。

Penelitian ini bertujuan untuk mengetahui proses pelaksanaan dana otonomi khusus, upaya – upaya apa yang dilakukan pemerintah daerah, serta faktor – faktor penghambat dalam proses pelaksanaan dana otonomi khusus tersebut. Hasil penelitian: Pertama, proses pelaksanaan dana otonomi khusus dalam pembanguna rumah layak huni telah digunakan dengan baik dilihat dari terwujudnya bangunan rumah yang telah dinikmati fasilitasnya oleh masyarakat; Kedua, faktor – faktor penghambat dalam proses pelaksanaan dana otonomi khusus dalam program pembangunan rumah layak huni terdiri dari susahnya melepaskan tanah adat, masih lemahnya tata kelola keuangan, masih banyaknya peperangan suku yang menyebabkan kurang efisiennya pengiriman barang material; Ketiga, upaya yang dilakukan adanya dasar hukum  pelaksanaan dana otonomi khusus, dilakukan penghentian pembangunan, aparatur melakukan mediasi untuk pembebasan tanah.
本研究旨在确定特定自治基金的实施过程、地方政府的努力以及抑制特定自治资金的因素。研究结果:首先,在社区设施所享受的住宅建设中,专门自治的资金得到很好的利用;第二,因素——在可居住住房项目中实施专门自治性资金的过程中,有可能出现难以割除原住民土地、缺乏财政管理、部落战争等因素,导致物资运输效率降低;第三,建立特别自治基金、终止发展、代理人为土地解放进行调解的基本法律努力。

jurnal ini berisi kemampuan pemerintah nagari parik kecamatan koto balingka kabupaten pasaman barat dalam pengelolaan keuangan nagari parik yang cukup besar setiap tahunnya dan penulis meneliti pada tahun 2016 dengan menggunakan azas Good Governance (Transparansi, Akuntabilitas, dan Partisipatif). hasil dari kesimpulan penulis azas Good Governance tersebut sudah dijalankan oleh pemerintah nagari parik, tetapi untuk kemampuan perlu ditingkatkan dikarenakan terlihat dari masih rendahnya tingkat pendidikan dan pengalaman dalam bidang pelaporan keuangaan.
