As a result of the present research, the systematisation of the functions of everyday cognition was carried out, which made it possible to explicate its functions that had not previously been the subject of special philosophical consideration: ontological, regulatory, reflexive, selective, prognostic, programming function of the activity, behaviour and communication function of reproduction of social life. The cognitive mechanisms and communicative schemes of everyday cognition, its existential and methodological functions, the features of the functions of cognitive and digital socialisation, as well as the adaptive function of everyday cognition at the present stage are considered. It was concluded that everyday cognition is a key cognitive factor in the reproduction of social life.

The theoretical and methodological basis of the research is the network approach. The purpose of the article is to clarify the qualitative and specific features of the networking and digitalisation. The positive and destructive characteristics of the information and communication technologies development is characterised in the article. It is analysed the level of their influence on all spheres of Belarusian society life. The essential and specific characteristics of network structures. Clarification of its qualitative features such as decentralisation, the prevalence of horizontal connections in relation to vertical ones, flexibility, variability, mediation, the predominance of informal relationships over formal ones, contribute to the disclosure of network processes as a multifunctional and universal phenomenon that transforms the sphere of people’s social interaction and has a systemic impact on social processes. Networks modify traditional values and norms, transform the already established system of interaction of subjects, acting as a dynamically developing social phenomenon. The introduction of digital technologies contributes, on the one hand, to the formation of economic development new forms, the expansion of opportunities for scientific research, the creation of civil mechanisms for participation in the political life of the state, their involvement in the process of discussing existing problems, the rapid dissemination of information, the increase in opportunities for the introduction of innovative technologies in all spheres of society, the creation of new conditions for a dynamic response to changes and difficulties arising in the social system, the formation of adaptation mechanisms in relation to the environment. On the other hand, it promotes to the emergence of cybercrime and network conflicts involving huge masses of people in the zone of confrontation. The processes of networking and digitalisation create conditions for rapid response to changes taking place in society, prompt detection of new problems, contribute to the elaboration of alternative ways of social development. The results of the study can be applied as a way for optimising the existing network mechanisms of subjects’ interaction.

The article presents a sociological analysis of the digital transformation phenomenon (the case of Minsk). The chronology of the stages of the formation of scientific discourse about this phenomenon (automation, digitisation, digitalisation and digital transformation) is described. Specific indicators of the sociological dimension of the digital transformation of the city based on empirical data are proposed (the ratio of digital and traditional methods of solving applied problems, the exit of digital technologies beyond their utilitarian use, motivation for the development of new technologies). Using the obtained indicators, a typology of digital types of citizens is constructed.

The article substantiates the interpretation of digitalisation in post-Soviet countries as a form of modernisation on the basis of sociological and political economic approaches. Theoretical and practical approaches to the development of digital technologies in the West are considered. The prospects of digitalisation in the radical transformation of the economy and social order are revealed. It is proved that such a transformation is possible only if there are social forces ready to carry out this process. The political economic justification of the emergence and development of digitalisation in modern capitalist society is based on the idea of K. Marx about the expenditure of physical and nervous forces of the worker in the process of labour in the conditions of capitalist production. It is shown that from a political economic point of view, nervous activity has both the most important similarity with physical labour and a decisive difference from labour defined as universal. Unlike a person’s creative ability, this work can be measured by time. It is assumed that digital technologies imitate those aspects of human mental activity that can be interpreted as the expenditure of nervous forces. In this sense, an analogy is drawn between the industrial revolution of the past, which replaced the expenditure of physical forces by machines, and the digital revolution, in which the expenditure of nervous forces will be removed by the operation of digital devices.

The article is devoted to the issue of evaluating the educational environment of a higher educational institution. The issue is of actual character since an optimal educational environment is one of the conditions for training competitive and competent specialists. University educational environment is specific as it purposefully affects the future specialist’s professional and personal development, ensures his readiness for professional activity, successful fulfillment of social roles and self-realisation in the process of life. In the article the educational environment of university is considered from the viewpoint of a competency-based approach wherein the subject-subject relations (teacher-student activity), educational goals and learning outcomes are treated as elements of the educational environment. Due to the fact that there are a few native methods of evaluating the educational environment of university, the DREEM methodology (Dundee Ready Educational Environment Measure) developed by the University of Dundee (UK) in 1997 and actively used by foreign medical universities is suggested to consider. A valid tool for evaluation is the DREEM questionnaire with the aim to identify the strengths and weaknesses of the university educational environment. Although the DREEM questionnaire requires some adjustment in terms of taking into account the realities of the national system of higher education, fields of training and the like, wordings of its questions are quite universal that makes it possible to use the given toolkit to evaluate the educational environment of Belarusian higher educational institutions training specialists in various fields.

It is proved that the modern Internet space creates a fundamentally new communication environment (social networks, chats, etc.), the capabilities of which, in turn, act as a trigger for linguistic transformations. It is the language of Internet communications that is today the field where new trends in language development are most actively formed. The functioning of the language in the network gives rise to a number of new phenomena. So, Internet discourse gives rise to such phenomena as massive abbreviations and an abundance of neologisms (including game ones), acronyms and backronyms, syngrahemics and supragrahemics, interlanguage hybrids, new tools for expressing subject-subject relations (formulas of politeness, for example) and many others. This poses new problems for both linguistics and philosophy of language. For example, it is shown that in the context of Internet communications, the classic dichotomy of verbal speech and written forms of language is blurred: on the one hand, in chats and forums, the language is formally represented by written texts, on the other – interactive dialogues actually set living one-time communication, which allows one to speak simultaneously, interrupt the interlocutor, respond immediately, etc., and all these are characteristic of verbal speech. It is concluded that if until now the main presenter of language in culture has clearly been fiction as embodying the established norm of the correct language, then today language practices (usus) come to the fore, reflecting the trends of linguistic evolution that are forming in the present continuous, that sets a new accentuation in modern culture, namely the prevalence of descriptive linguistics over prescriptive.

The article considers the role of culture in the process of transition to a new civilisation. The author notes that the stable foundation of the future civilisation is formed in culture, based on the expertise of historical experience, traditions, value preferences, and national characteristics of the peoples living in countries. In conditions of increasing global instability, when it is not clear how to cope with crises, and where are the roots of new challenges and risks, it is essential to identify scenarios that lead to catastrophic consequences in order not to fall into these traps, or at least to see and minimise them. The answer to the new challenges of the time will certainly be found. It has already started forming in the culture, absorbing centuries-old experience of development, traditions and dominant values. The main function of culture is precisely to preserve in memory only that confirms the ideal image of the people. History can constantly return to the same plot in search of acceptable answers for each generation. And here an important feature of cultural identity is considered language as a code and a mechanism for cognition of reality. The building of a new ideal of civilisational development is fixed through the disclosure of a complex developing value system. In such a situation, culture is increasingly associated with the environment of preservation and possible transmission of spiritual civilisational heritage. Now it is impossible to say what a new system of values will be in a new civilisation, it is just emerging.

The paper presents a realised analysis of the formation and content of the modern strategy of socio-economic, cultural and political development of the Belarusian society. The tasks of the social policy of the Republic of Belarus are defined. The reasons why the liberal path and liberal tendencies are not supported in Belarus are exposed in the article. The liberal approach assumes some incorrectness, which lies in the fact that the strategic choice of each ethnic group can be made not by deciphering the historical question: Quo vadis? («Who we are, where we are from and where we are going?»), and by a certain joining to the models of some other peoples. And this incorrectness is emphasised. The main characteristics of the modern Belarusian strategy are revealed. They are the social orientation of the state, protection and guarantees of life support, the priority of a person, social groups and categories of the population. They also include the most significant foreign policy dispositions – a course to maintain integration with Russia within the framework of the Union State of Belarus and Russia, friendly relations with all countries and peoples who are ready and agree to equal relations in the field of trade and cultural exchange.
