Motivation to work is an objective phenomenon. When the work to be done is in the employee's interest, he does his best to do it. This interest can be tangible, intangible, or both. Scientists have always studied the problem of motivation. Over the years, they have developed many theories. They are: A. Maslow's theory of hierarchy of needs, K. Alderfer theory, D. McClelland's theory, F. Gertzberg's two-factor’s theory, Porter-Lawler's theory and others. There are also modern theories of motivation - the theory of three demands, the theory of goal setting, the theory of justice and others. None of the current theories of motivation are universal, i.e. those that could be implemented in companies to increase employee’s motivation. Studies conducted in the USA have shown that 73% of employees work in a "sleeping" state. This means that at the place of employment they do not have the proper motivation to work with all their efforts. The number of people who work enthusiastically is few. Their motivation is the work itself. The rest of the people need a material motive, and not the same, but different, because their social situation and psychological type are different as well. The motivation of workers, in contrast to less developed countries, is always higher in highly developed countries, because there people have to fight for self-sufficiency. And the majority of workers in poor countries, while his/her and their families survival from starvation is in a question, it does not have the luxury of taking care to know and recognize his cosmic destiny. This is the reality of poor countries. One such underdeveloped and poor country is Georgia, as well as its employed population. Motivation, whether it is moral or material, gives a person the perseverance to pursue a goal. It is the motivating and directing reason for human behavior [5. p. 16]. Through it, a person's efforts to achieve a goal are more energetic, purposeful and unwavering [6. p. 379-380]. To put it more simply, the efforts of motivated people at work contain three important elements: human energy, direction and strength [7. p. 28-29]. The motive should be selected by the manager in such a way that he can develop all these three elements in the employee. The first element expresses the intensive work of the employee, the second element - correctly directed work, and the third, not once, but continuously, solid work [8. p. 607]. In order to strengthen the motivation of employees, Georgian scientists give the following advice to managers: Choose a hardship pay strategy; Give employees freedom and independence in performing tasks; Let them participate in management decisions; Make them feel respected from your side; Plan the work task according to their habits, character and abilities and more. This paper reviews the material for studying of history of the economic security problems. Studying of the security problem will help us how we need to define term “security”. The author proposes to consider the question: Where is the term “security” derived? It traces from the Ancient Greek word «aspháleia» and Latin word «securitas» that literally means “security”, “safety”, “protection”. For this paper have used ancient Greek and Latin literature review for the security problem and interpretations of original pieces. In short, the ancient Greek and Roman philosophers, historians and politicians paved the way for the origin of the modern security science. The paper concerns the current situation in the Georgian fuel market. The situation in the relevant market over the last ten years has been analyzed. Studies and Monitoring documents and studies conducted by relevant market regulatory bodies are reviewed. The trends are highlighted,what results can be brought by the actions taken in the direction of establishing a competitive environment; The steps taken by the state institutions are outlined and evaluated in relation to increasing the effectiveness of competitive conditions in the relevant market; Conclusions and recommendations have been formed as a result of processing the obtained information, the analysis of the researches carried out by the state institutions regarding the market and the mutual summation of the identifies trends; How coordinated the state apparatus is in the direction of improving the competitive environment; How effective are the steps taken, how precisely the conducted studies reflect the reality; and recommendations are offered, both, specifically in the direction of improving competition in the fuel market, as well as institutional or functional improvement of competitive environment. In order to make the perception of the situation more clearly visible, the market of the state procurement of fuel is reviewed and analyzed in relation to the general picture obtained. Finally, the conclusion, together with the recommendations, states that the competition on the fuel market is more of a myth than a reality, as a number of issues are still unclear and need to be clarified. The paper presents statistical data on electricity generation and consumption in Georgia in 2015-2020. Also the investments made in the same years, both separately in the electricity generation activity and in the electricity sector as a whole. In addition, the consequences of the unbalanced development of the economy and energy are discussed and the close relationship between electricity consumption and real GDP growth is shown. According to the authors, in order to reduce tariffs and improve technical economic indicators, it is necessary to implement scientific, technological and managerial progress faster than the volume of investments. In the 21st century, international accounting standards are being introduced in more and more countries, which is a way of comparing the economic indicators of countries in the world economy. Many enterprises around the world submit financial statements to external customers. Although the financial statements of different countries are similar to each other, there are still some differences between them, which is due to many social, economic and legislative factors. Also, the creation of national accounting standards in these countries takes into account the interests of different categories of financial reporting users. These differences are the reason why the financial statements of all enterprises are accompanied by explanatory notes, which provide an explanation of each element of the financial statements in accordance with the accounting policies of the enterprise. Reducing these differences is the goal of the International Accounting Standards Board (IASB). The purpose of this article is to review the impact of the changes for enterprises registered in Georgia. Enterprises registered in Georgia from 2019 will face various obligations, which have led to changes in Georgian tax legislation and the introduction of international accounting standards. Accordingly, the management of the company focused on bringing each operation carried out in the company in compliance with international standards and Georgian legislation. The purpose of financial reporting is to create a transparent and trustworthy business environment in the country. From 2019, enterprises will submit financial statements to the Accounting, Supervision and Audit Supervision Service. The submitted report is important for creating a transparent business environment and allows the country to be more informed, to have information about the current economic situation in the country. Consequently more submitted reports are important to get information about the economic situation of the country. The information presented in the article builds on the experience gained over the last 4 years, which includes the provision of financial reporting services in various sectors. Surveys conducted by company management and accountants and experience gained in preparing financial statements have had a significant impact on the findings in this article. The article presents a broad overview covering the importance and formation of the circular economy as an independent concept, and its relationship with the phenomenon of new industrialization. A variety of interpretations of the concept of "circular economy" (foreign authors) is considered, the main approaches to its formation are determined. A comparative analysis of the main concepts of environmentalism economics (sustainable development, greening, green economy, circular economy) is carried out according to key features. The evolutionary development of the generating imperatives principles of the concept formation has been studied; features, current state and general development prospects are described. The concept of a circular economy is a universal way for the formation of green growth in the development of countries, allowing to overcome global environmental problems. In the conclusion, the revised concept of a circular economy is presented.

Georgian public procurement accounts for a significant share of the country's gross domestic product each year. One of the goals of public procurement policy is to reduce the share of simplified procurement in total procurement. Crises are particularly conducive to the implementation of simplified procurement to address emergencies, which in turn carry the risk of corruption and less transparency. That is why studying the impact of the Covid-19 pandemic on simplified procurement is interesting and topical. The purpose of this paper is to study the impact of the Covid-19 pandemic on simplified procurement by 2020. The theoretical-methodological basis of the research is the analysis of official statistics, official reports, various normative acts, and the latest scientific publications. The unified electronic system of the LEPL State Procurement Agency is used to achieve certain research objectives.
