Relevance in the research topic. Recovery of Ukraine, overcoming consequences of hostilities on its territory, national security and defense capability issues solution are relevant today. Therefore, it is possible to solve logistical and infrastructure problems precisely by inland water transport and its infrastructure modernization, expanded network of river ports and higher efficiency of their facilities, encouragement of private investments attraction, and inducement of inland water transport development. Problem statement. There is a need to build logistics management system for navigable inland waterways in the South of Ukraine, namely the "Danube - Black Sea" (Bystre rivermouth) to expand the use of Reni, Izmail and Ust-Dunaysk ports. Analysis of recent research and publications. Key publication analysis reveal that river logistics development issues are considered by many researchers. So research works of Krčum, M., Plazibat V., Gorana J. M., Wójcikiewicza R., Kaupb M., Nowakowski T., Kulczyk J., Skupień E. & Tubis A., Kolář J. & Stopka, O., Krile S. are focused on certain national problem-solving. For example: the Croatian transport system and the ways of sea and river ports integration, peculiarities of inland water transport in Szczecin (Poland), determinants of Lower Vistula river ports transformation, the location of port`s multimodal logistics center at the Labe River (Elbe), the development of inland water transport market, as well as the strengthening of European cooperation in the field of inland water transport, etc. Unsolved parts of the general problem. Taking into account the importance of shipping revival at the Danube River for Ukraine, it is advisable to study the waterways and the possibilities to increase Izmail, Reni and Ust-Dunaysk seaports efficiency. Study task and objective. The following scientific tasks will be solved aimed at their practical implementation: current position and dynamics analysis of Izmail port development; predictive modelling of opportunities and conditions for its performance improvement while solving war transport problems and in the context of post-war recovery of Ukraine. Research method and methodology. While doing the research, general scientific (analysis and synthesis, induction and deduction, group analysis) and special (abstraction, modelling, etc.) methods of studying economic phenomena and processes have been used. The main material (study results). Ukraine belongs to the largest European countries with a strong potential for the development of inland waterways and river transport. Nevertheless the industry of river freight and passenger transportation has been gradually deteriorating its performance for more than twenty years. When the war started and the maritime territory was occupied, significant amount of the country's infrastructure (roads, bridges, railways) was destroyed, the river transport supported transport logistics needs not only of Ukraine, but also of other countries.

Modern requirements for enterprises include compliance with environmental norms and standards to ensure not only the safety of people's lives and health but also the preservation of the natural environment. Such an approach is a necessary condition for the development of sustainable business and ensuring economic stability of enterprises in the long term. Problem statement. Environmental safety management of enterprises is one of the most pressing and complex problems faced by business structures today. On the one hand, companies are interested in maximizing sales of their goods and services, while on the other hand, they must comply with the requirements of state legislation and international recommendations in the field of environmental protection. Analysis of recent research and publications. The works of such Ukrainian scientists as O.I. Basarab, Ye.S. Belash, I.V. Breslavska, V.I. Danylevsky, H.M. Drozd, O.O. Drozdova, M.I. Zhurba, I.P. Kalinina, and others are devoted to the study of theoretical, methodological, and practical aspects of environmental safety management of enterprises. Highlighting previously unresolved parts of a common issue. Despite the abundance of scientific studies on the management of environmental safety in enterprises, the question of its role and position within the broader system of national security of the state remains a topic of ongoing discussion. The aim of the article is to develop a theoretical and definitive exposition of the categorical apparatus for managing the environmental safety of enterprises. The main objectives of the study are: to investigate existing approaches to interpreting the essence of the concept of «environmental safety management of enterprises» and to develop, based on their analysis, a theoretical and definitive exposition of the categorical apparatus for managing the environmental safety of enterprises, taking into account modern trends and challenges of sustainable development. Research methods. The article utilized a historical approach, a systems approach, methods of analysis and synthesis, deduction, logical method, and generalization as the basis of the research. Results of the research. The following approaches to interpreting the essence of the concept of «environmental safety management of enterprises» were identified: social, complex, sectoral, legal, regional, natural resource, risk-oriented, process-oriented, and results-oriented approaches. The subject of this study is the philosophical aspect of the brand structure, which made it possible to explain the reasons for the rapid formation of the national brand of Ukraine. The purpose of this work is to substantiate the division of components of the national brand model of the country into rational and irrational and prove the decisive role of the irrational part. Results of the article. The structure of the country's national brand is analyzed from the point of view of rationality and irrationality of its components. Research methods and tools. The main research tool is to project the results of rethinking the philosophical concepts of rational and irrational and their role in a particular object on the concept of brand. Minor tools were desk research of the current political situation in the country and the definition of a specific algorithm for integrating the rational and irrational components of the object of study. Field of application of results. The conclusions of the article can be used by state authorities and local self-government bodies for the formation of territorial brands. Conclusions. The uniqueness of the national brand of Ukraine lies in the rapid pace of its creation, the globality of its identification and associative perception by the world community, the extremely difficult conditions of its formation, the unprecedented support of the world under the influence of an irrational component. The rational component of the country's national brand will be formed together with the new Ukraine after the war.

Bulgaria, as one of the youngest members of the European Union (EU), has made significant contributions to the economic development of the Union. Since joining the European Union in 2007, Bulgaria has undergone a series of economic reforms and has shown impressive growth rates, which have had positive effects on the European Union's economy. The country's strategic location, low-cost labour force, and relatively low corporate tax rates have made it an attractive destination for foreign investors, leading to increased trade and investment flows between Bulgaria and other European Union member states. Bulgaria has also played an active role in the European Union's efforts to deepen economic integration and promote the digital single market. However, the country still faces challenges related to corruption, governance, and demographic trends that need to be addressed to ensure sustainable growth and to fully realize its potential in the European Union's economy.

The subject of the research is theoretical and methodological approaches to the management of financial risks of the enterprise. The purpose of the article is to study the essence of the concept of "financial risk", the factors of financial risks and the identification of the peculiarities of the management of financial risks of the enterprise in the conditions of transformational changes. Method or methodology of research. In the article, a set of methods of scientific knowledge was used to solve the tasks, which made it possible to realize the conceptual unity of scientific research. System method, method of generalization, methods of analysis and synthesis, comparison, scientific abstraction are applied. Results of the article. The article discusses approaches to defining the concept of "financial risk". Factors of financial risks of the enterprise are systematized. The need to manage the company's financial risks in conditions of transformational changes has been identified. Peculiarities and stages of financial risk management of the enterprise are studied. The conceptual principles of financial risk management of the enterprise in the system of its financial security are proposed, which will contribute to the application of risk neutralization methods and thus ensure the profitability of the business entity and a high level of financial security. Field of application of results. The results of the study can be used by enterprises in the development or modernization of the financial risk management system. Conclusions. In the conditions of instability and variability of the external economic environment, an effective financial risk management system of an enterprise has a positive effect on its financial and economic activity. In particular, it provides a set of measures to reduce the negative impact of financial risks on the results of the business entity and ensures the strengthening of its financial security in the conditions of transformational changes.

Buryak, V. Geyets, V. Grineva, A. Kolot, L. Mikhailova, V. Petyukh, O. Slavgorodskaya, V.A. Lukyanykhin, V. Lukashevich, M. Kh. Meskon, M. I. Murashko, F. I. Khmel, S. V. Shekshnya, G. Shchekin, etc. Therefore, properly organized personnel formation is an integral part of effective enterprise management. The purpose of this article- consider the concept of "personnel planning" and its main content and determine the direction of improving the formation of the enterprise's personnel. The subject of the study is the study of theoretical and practical issues of the formation of human resources in enterprises. Application area. The results of this study can be applied at Ukrainian enterprises to solve the problem of forming the personnel potential of an enterprise, also in the initial process when teaching the discipline "Labor Economics and Social and Economic Relations", "Personnel Management", "Innovative Development of Enterprises", "Personnel Management", " Administrative Management". Conclusions in accordance with the article. This study leads us to the conclusion that personnel planning is an integral part of enterprise management.

Relevance of the research topic. Today, a big problem for enterprises is a significant decrease in demand for their products. The main reason for this is the destruction of critical infrastructure because of hostilities, high rates of inflation, a decrease in the real income of the population, and a humanitarian disaster in the south and east of the country. Formulation of the problem. Using, for example, diversification as a method of increasing the efficiency of production and sales of products is no longer enough. It is necessary to look for and use new tools to protect enterprises from declining sales. The purpose of the article is to apply the principle of rational consumption to ensure the efficiency of the enterprise in the post-war period. Results of the article. It was determined that the principle of rational consumption together with the use of technological solutions of subscription systems open wide prospects for domestic enterprises. After all, using the principles of the sharing economy will make it possible to modernize business processes in such a way that enterprises can provide their services hundreds of times cheaper than before and at the same time be profitable, significantly expand their geography and create long-term financial relations with their consumers. Field of application of results. The conclusions of the article can be used mainly at enterprises in the sphere of wholesale and retail trade, manufacturing. Conclusions. The activity of enterprises in the field of trade and production is accompanied by certain difficulties. Sales of non-essential goods will decrease in the coming years. To prevent the bankruptcy of enterprises that do not belong to industries that provide basic human needs, the managers of these enterprises can introduce the principles of the sharing economy to create attractive, and most importantly, affordable and mutually beneficial conditions for cooperation with target customers. These principles can be applied both in the B2B (business to business) and B2C (business to consumers) sectors.

Relevance of the research topic. In the conditions of martial law, stricter requirements are put forward for the formation and implementation of the state's financial policy, transparency in financial relations. At the same time, the war provoked an increase in fiscal risks affecting the level of financial security of the country. The above conditions the implementation of a number of reforms in the financial sphere. The task of raising the quality level of the state's financial policy in the system of economic development and its tools became important. Formulation of the problem. The substantiation of directions for raising the quality level of the state's financial policy requires the use of a rational approach based on the duality of the tasks set before the state administration of Ukraine in the conditions of martial law: ensuring the proper level of financing of public expenditures and creating fundamental conditions for the support and recovery of the domestic economy. The development of provisions regarding the implementation of the financial policy of the state in the system of economic development will provide an opportunity to increase the degree of its adaptability to socio-economic processes. Analysis of recent research and publications. The above-mentioned issues are actualized in connection with large-scale military operations on the territory of Ukraine, which lead to new extraordinary challenges for ensuring the country's financial security. Setting the task, the goal of the research. The tasks of the research are: to reveal the peculiarities of the implementation of financial policy in the system of economic development of the country in the conditions of martial law; carry out an analysis and assessment of the state finance system. The purpose of the study is to substantiate the strategic directions of financial policy in the system of economic development. Method or methodology of research. Relevance of the research topic is explained by the need to develop and implement effective measures to respond to economic losses caused by the military actions of the aggressor country. Targeted attacks by the enemy are aimed at destroying Ukraine as an industrialized state, not only to affect the civilian population but also to destroy the industrial potential. As a result, Ukraine has suffered irreversible losses of industrial potential, which amount to about 30%, destruction of manufacturing and logistics chains, loss of access to resources (both raw materials and human resources), complications in doing business due to interruptions in energy supply and communications, etc. Although the Ukrainian economy is currently in a state of uncertainty during the war, the prospects for the development of industrial enterprises and their ability to conduct business, create high-paying jobs and conditions for normal operation require strategic planning for post-war recovery based on European principles. Finding answers to today's military challenges and justifying tools for preserving existing and developing new machinery production will help the country fulfill its most important functions by strengthening the ability of Ukrainian machinery enterprises to occupy market niches for the production of climate-friendly energy technologies for the EU's green and digital transition (wind turbines, heat pumps, solar panels, renewable hydrogen); machinery products of russian and belarusian origin, etc. Analysis of recent research and publications. The subject of the study is the main theoretical and practical issues of the implementation and effective functioning of compulsory health insurance as an important element of the social security system. The purpose of the article is to study the theoretical postulates that reveal the essence and peculiarities of the functioning of mandatory health insurance, as well as to clarify the problems of its implementation in Ukraine. The hypothesis of the study is put forward that the introduction of a new financial mechanism by the state - mandatory health insurance - will allow the Ukrainian economy to use the potential of market institutions more in the formation of budget resources and will lead to a significant strengthening of the social security system of the population. Methods of the research. In accordance with the logic of the scientific search, the article used theoretical analysis, including consideration of individual traits and identification of new characteristics of problems, comparison, mathematical and statistical methods. Highlighting unexplored parts of the general problem. Compulsory health insurance has not been introduced in Ukraine, which indicates the incompleteness of the medical reform started in 2017. Research result. It is shown that in the hierarchy of human needs, safety occupies a leading place. It means protection of health, living and working conditions and is the quintessence of social security of the population. In global practice, there are various models of health care organization. It has been proven that one of the most requested is mandatory health insurance. It provides financing of the volume of medical services at the level of social guarantees of the state; and the size of the insurance premium is not related to the amount of medical care and the state of health of the insured. Voluntary health insurance is an alternative to compulsory health insurance. It is private and inferior to compulsory health insurance in terms of the share of the population covered and the amount of resources involved. It has been proven that the compulsory health insurance is an important tool for the country's economic development. It is proposed to consider the compulsory health insurance not only as an element of the financial system, which has a powerful investment sense, but also as a component of the social protection system of the population, which is responsible for maintaining the social security of the population. The main features and advantages of compulsory health insurance are named. A balanced approach to the further reform of the health care system in Ukraine and the implementation of the commitments made by Ukraine for joining the EU requires finding ways to attract funds to the industry. One of them, and the most effective one, should be the introduction of the compulsory health insurance in Ukraine. Sphere of application.
