Reliability worth assessment of an Automatic Loop Restoration Scheme for urban distribution networks 一种城市配电网环路自动恢复方案的可靠性价值评估

Distribution automation (DA) application for fault management in the electricity distribution networks is one of the main potential remedial actions to reduce customers' outage times and hence improve service reliability. As a result, various automation schemes have been developed and introduced in different countries and by different venders. The impacts of implementing a specific automation scheme on reliability indices of a given distribution system can be different from other available automation schemes. For this reason, when comparing the available automation schemes with each other or with the other reliability improvement measures, it is necessary to perform a course of reliability worth assessment activities in the related decision making process. This paper aims to quantitatively assess the reliability worth of employing an Automatic Loop Restoration Scheme (ALRS) for urban distribution networks. Distributed intelligence and peer-to-peer communication are the main features of this feeder automation scheme. An urban distribution reliability test system is utilized in this paper to perform the reliability worth assessment analyses.

Future wind power production variations in the Swedish power system 未来瑞典电力系统中风力发电的变化

Wind power is expanding in Sweden as in many other countries. Varying wind power production may be a challenge for the electric power system to balance due to the intermittency. The paper studies three future scenarios of wind power expansion in Sweden and relates that to the current system power reserves located in each congestion area. Production from existing wind farms has been used to simulate future wind power production and variations. The variations that will be the largest challenge to handle are found in area four in South of Sweden, with small power reserves, big wind power expansion plans, small transmission capacity, and a limited smoothing effect due to the small area.

The paper will consider various techniques that have been used to help renewable generation connect to the grid. The first is the use of STATCOM technology for the supply of voltage and power factor control by supplying fast var's to meet the reactive requirements of the grid code and also to support installations which are connecting to a weak grid. The second part will consider the role that energy storage has to reduce local intermittency and to participate more profitably in the local supply and ancillary service market.

Automated Meter Reading using RF technology 使用射频技术自动抄表

The paper discusses Automated Meter Reading, a technology used to automate the task of reading consumption records of subscribers. This is one of the immediate issues facing Utilities in Iran and elsewhere. The problem is first defined in terms of Utilities critical infrastructure needs, revenue protection and operational efficiencies. Various drivers as well as impediments within such scopes are then defined. Moreover, different technologies proposed and implemented are discussed. Furthermore, the field trial of one such technology in Orumiyeh, in West Azerbaijan, Iran is outlined. The paper concludes by capturing the conclusions obtained and suggestions for further improvements of such technologies for future applications.

An online optimization algorithm for coordinated control of VSC-HVDC link and DFIGs for offshore wind applications 海上风电用直流直流电网和DFIGs协调控制的在线优化算法

The aim of this paper is to find out an optimization algorithm for wind power plants, where the wind turbines are equipped by DFIG, connected to on-shore grid by means VSC-HVDC link. The off-shore grid frequency is assumed variable under a fixed range and the wind power tracking characteristic of the DFIG has to be extended to consider the additional grid frequency dependence. The highly non linear problem is solved by means of a interior point algorithm and a sequential quadratic programming algorithm. The methodology has been tested on a wind park composed by 50 turbines. Results show that the best operation point is quickly reached, demonstrating the effectiveness of the tool for online operations.

Angle constraint active management of distribution networks with wind power 风电配电网角度约束主动管理

Large volumes of wind generation capacity are expected to connect to distribution networks in the coming years. The traditional ‘fit and forget’ approach where all technical limitations are satisfied in any credible operational scenario has significantly reduced the ability of certain networks to integrate more generation capacity as the extra costs are not viable for most wind farm developers. In this context, it is envisaged that the true potential of distribution networks to accommodate large renewable generation capacities will only be realised by applying active network management schemes. Here, it is proposed the innovative use of synchrophasor technology to actively manage wind power generation output in congested distribution networks, resulting in the connection of more capacity and, hence, the delivery of more energy as opposed to the 'fit and forget' approach. This is achieved by applying an angle-based constraint that is determined according to the network characteristics (i.e., a proxy for thermal limits, voltage limits, etc.) and using minimal communication. Results from a radial test feeder considering two wind farms demonstrate the effectiveness of the technique in exporting more energy, although at expense of smaller capacity factors, whilst keeping the system secure.

Integration of new generation and load technology in the computation of risk over the operations planning time-horizon 新一代发电与负荷技术在运行规划时间范围内风险计算中的集成

As new load and generation technologies accompanied by inherent uncertainties are integrated into power systems, utilities should plan to revise their balancing reserves in order to mitigate the consequences of forecast errors. One such technology is wind power generation. To this end, Hydro-Québec has put forward a novel methodology calculating the level of these balancing reserves, over the time horizon of 1–48 hours, based on the risk that the load will exceed the committed generation capacity. The methodology reported in this paper requires as input the statistical characteristics of the load and wind generation forecast errors and of the generation outages, but it is general enough to accommodate other technologies displaying forecast uncertainties The implementation details of this methodology as well a discussion of the nature of the results are given.

Theft detection and smart metering practices and expectations in the Netherlands 盗窃检测和智能计量在荷兰的实践和期望

This paper provides insight into the illegal use or abstraction of electricity in the Netherlands. The importance and the economic aspects of theft detection are presented and the current practices and experiences are discussed. The paper also proposes a novel methodology for automated detection of illegal utilization of electricity in the future distribution networks equipped with smart metering infrastructure. The necessary data requirements for smart meters and distribution substations are defined, in order to unlock this feature in distribution network. The paper also proposes the measures, which should be undertaken by the smart metering standards.

The synchronized phasor measurement unit (PMU), developed in the 1980s, is considered to be one of the most important devices in the future of power systems. The recent development of PMU technology provides high-speed, precisely synchronized sensor data, which has been found to be useful for dynamic state estimation of the power grid. While PMU measurements currently cover fewer than 1% of the nodes in the U.S. power grid, the power industry has gained the momentum to advance the technology and install more units. However, with limited resources, the installation must be selective. Previous PMU placement research has focused primarily on network topology, with the goal of finding configurations that achieve full network observability with a minimum number of PMUs. Recently we introduced an approach that utilizes stochastic models of the signals and measurements, to characterize the observability and corresponding uncertainty of power system static states (bus voltage magnitudes and phase angles), for any given configuration of PMUs. Here we present a new approach to designing optimal PMU placement according to estimation uncertainties of the dynamic states. We hope the approach can provide planning engineers with a new tool to help in choosing between PMU placement alternatives.

Multi-objective optimization by reinforcement learning for power system dispatch and voltage stability 基于强化学习的电力系统调度与电压稳定多目标优化

This paper presents a new method called Multi-objective Optimization by Reinforcement Learning (MORL), to solve the optimal power system dispatch and voltage stability problem. In MORL, the search is undertaken on individual dimension in a high-dimensional space via a path selected by an estimated path value which represents the potential of finding a better solution. MORL is compared with multi-objective evolutionary algorithm based on decomposition (MOEA/D) to solve the multi-objective optimal power flow problems in power systems. The simulation results have demonstrated that MORL is superior over MOEA/D, as MORL can find wider and more evenly distributed Pareto fronts, obtain more accurate Pareto optimal solutions, and require less computation time.
