This article is about the Allocation of the Special Autonomy Fund's efforts to combat poverty in Aceh. The Special Autonomy Fund began in 2008 and will continue until 2027, with the goal of achieving the highest level of peace in Aceh. Data is derived from interviews and supporting documents from the Bappeda Aceh and the Indonesian Ministry of Finance, as well as a quantitative method based on case studies. Following that, data is analyzed through the methods of display, reduction, and data analysis. The findings indicate that the Aceh Special Autonomy Fund is unable to significantly reduce poverty levels in Aceh. The key point is that the Special Autonomy Fund is not pro-poor budgeting and is failing to address the poverty problem in Aceh.

This article has main points of discussion on issues related to how political survey institutions should operate to support democracy in Indonesia. The purpose of the study in this article is to map the ideal operational pattern of political survey institutions to support democracy in Indonesia. By using the literature study method, this article collects various literature sources to draw conclusions from these problems. This article has found that there are various ethical violations in political surveys that have been carried out for some time. The problem relates to the unholy alliance with political consultants, contemporary business models, manipulation and misleading survey results, and survey method techniques. The recommendation from this article is that political pollsters should prioritize integrity, transparency, and accountability over profit. This will certainly be positively correlated with developing democracy in Indonesia.

During the current COVID-19 pandemic, many state leaders must make decisions quickly. Quick decision-making also has a positive impact on society and the country. Leadership style greatly influences a president in managing a pandemic. As head of state, the President can use his executive power to solve problems, especially pressing ones. This study aims to examine the model of the President's leadership style in dealing with the COVID-19 pandemic in Indonesia. In addition, this model will be the basis for forming a particular program that focuses on developing leadership competencies and being an evaluation in urgent situations. This type of research is qualitative. The data used in this study is a literature study that focuses on using secondary data in the form of forty news media articles taken from March 2, 2020, to October 2020. The analysis of news media data was managed using Nvivo 12 Plus software through coding and cross-tabulation analysis. The results of this study are the model of President Joko Widodo's leadership style, applying various leadership styles in controlling the COVID-19 pandemic in Indonesia. This study concludes that the leadership style is inefficient in handling the COVID-19 pandemic, even though President Joko Widodo has directly taken over the handling of the crisis.

Bureaucratic leadership in public institutions often gets a negative stigma due to a shift in understanding of bureaucracy in the public service system. This research aims to analyze the effect of bureaucratic leadership on public service motivation and job performance. A causal study through a questionnaire to employees at the sub-district level in Bandung randomly selected 245 employees. Data analysis using SEM procedure. The finding showed that bureaucratic leadership indicated by the encouragement of professionalism, distribution of power, coalitions, and leadership abilities in administrative matters could encourage motivation to provide services and ultimately improve service performance. Orientation to the public interest, self-sacrifice as a public servant, and interest in policy-making for the public interest as an indication of motivation to provide services mediate the influence of bureaucratic leadership on the performance of employees. Bureaucratic leadership influences employee performance either directly or through PSM. The theoretical implication is that the interaction between leaders and subordinates is a process of exchange and social learning for employees. The practical implication is the need to develop interactions between leaders and subordinates as a process of exchanging values and learning to improve employee motivation and performance.

This study examined organizational structure, culture, leadership, satisfaction, and Information and Communication Technology (ICT) adoption to predict employee innovation. This study used a survey data collection method and a purposive sampling technique of respondents who did innovative behavior in realizing good governance and providing public services. The questions were created using a Likert scale. Structural Equation Model-Partial Least Square (SEM-PLS) examined the data to determine its validity and reliability and test hypotheses and regression. This study found that organizational structure, culture, and leadership positively and significantly influenced employees’ satisfaction, with p-values of 0.000, 0.000, and 0.010, respectively. Moreover, employees’ satisfaction and ICT adoption also positively and significantly influenced employees’ innovation. Organizational structure, organizational culture, and leadership had a substantial impact on employees' satisfaction (R-square = 0.865), and employees’ satisfaction and ICT adoption substantially impacted employees' innovation (R-square = 0.887). The limitations and implications of this study are evaluated.

The aim of this study was to analyze the bibliometric characteristics of research works on public policy in Indonesia during the last ten years (2011-2021) by foreign and Indonesian authors. This study utilized Scopus database and retrieved 128 scientific publications from international authors focusing on public policy in Indonesia. The publications are examined based on several indicators including: publication trends, contribution of countries, journals, institutions, authors, top cited articles, and keyword analysis. The results show that during the last decade, there has been significant growth in the number of publications, with Indonesia as the country with the most published research works. Meanwhile, the influential institution affiliations publishing works about public policy in Indonesia are University of New South Wales, Australia and Vanderbilt University from the United States. Besides that, the top influential journal publishers are Development in Practices (UK) and Forest Policy and Economics (Netherlands). Based on the number of publications, Indonesian authors hold the top position, meanwhile, foreign authors were identified as the writers with the largest number of article citations. The most-cited article in public policy research in Indonesia focuses on education policy and published in International Journal of Educational Development. However, four of the top ten articles with the most citations are published in Forest Policy and Economics.

The main problems that are always faced by people with HIV/AIDS (PLWHA) are physical problems with declining health status, psychological problems in the form of stress, depression and paranoia. Social problems in the form of stigma and discrimination that cause PLWHA to lose social support from family and friends, isolated and hidden, and powerless. The emergence of volunteers from peer support groups (PSG) helps PLWHA a lot by providing social support in the form of love, educational information, care, instrumental support to spiritual support, in full without asking for anything in return. This study uses a qualitative approach, with a narrative descriptive type. To determine the research subjects used purposive techniques, while data collection techniques using in-depth interviews, observation and documentation. As a technical analysis, using the model of Miles Hubermen and Sadana. The research objectives are formulated in two objectives, namely; 1) To describe the meaning and background of KDS for prosocial behavior. Against PLWHA.2) To describe the forms of prosocial behavior of peer groups in overcoming the problems of PLWHA. From the research results obtained conclusions; 1) That social behavior is formed by understanding the events of self and others who are infected with HIV. This understanding occurs through a reflective process, which ultimately gives rise to subjective reasons for an PLWHA who is a member of the peer group to behave socially to other PLWHA. The reasons in question are, as a form of penance, social solidarity, carrying out religious orders, experience and social responsibility. 2) There is a subjective understanding, encouraging various forms of social behavior of KDS members to be carried out voluntarily without compensation. Several forms of social behavior shown by KDS, include; providing shelter, providing education, sacrificing time, energy and money, providing counseling and motivation, patient care, corpse care, advocacy and providing care for orphans of PLWHA.

The adoption of information and communication technology has had an effect on remodeling the general public service delivery system called e-government. E-government evaluation is a crucial aspect to evaluate how a long way the improvement in the quality of the public service delivery system provided by the technology. This study aim was to summarize and to decide the influencing factors in e-government evaluation by analyzing published scientific articles. This research method used a systematic literature review. The authors performed searches for scientific articles in online database Elsevier (Scopus) written in English and can be accessed in full paper. This study uses 18 articles of data to conduct a systematic literature review. The findings show that most previous studies on e-government service evaluation published in 2018 and 2020. The findings also show that developing countries are the most dominating research locations. In addition, the findings show the influencing factors in e-government evaluation are 1) user satisfaction consist of reliability/efficiency, compatibility, perceived of benefit, trust, responsiveness, overall satisfaction; 2) Site Quality consist of information quality, system quality, service quality, perceived usefulness, ease to use, accessibility, security and privacy, effectiveness, design, and content; 3) Facilitating condition consist of IT infrastructure. These twelve variables can be used as basis for future research to evaluate the quality of e-government. This study has limitations because it only uses the online database Elsevier (Scopus) as a database to obtain published scientific article data during 2014-2021.

This study looks at the economic recovery strategy through tourism amid the Covid-19 pandemic. This study uses qualitative research, which uses literature or literature review to obtain data. This research sends information on research maps using export data to RIS Export file format, which is then processed using VOSviewers to determine big data to be analyzed to obtain comparative data results. This research with previous research. In the second Discussion, the author processes data using Nvivo 12 to explore and describe economic recovery strategy through tourism amid the Covid-19 pandemic to explain data efficiently. The findings in this study are that foreign tourist visits to Indonesia based on data from the Ministry of Tourism and Creative Economy decreased compared to August 2019, in 2020, amounting to 4,052,923 visits or reduced by 74.84% compared to 2019, which amounted to 16,108,600. The economic recovery strategy was developed to accelerate tourism recovery, namely by providing assistance to tourism business actors in adapting new habits, encouraging tourism business productivity and tourism workers with digital adaptation, providing fiscal and non-fiscal stimulus to tourism businesses and workers, developing the domestic tourist market and build market confidence in the tourism sector.

The idea of building a new capital city is a recent issue that has been widely discussed in Indonesia. To help observe the urgency of these ideas, research results are needed by analyzing several published documents available globally. This helps study the evolution of the discourse of moving the new capital city through research results. This study aims to fill the gap in previous research on moving the State Capital with a bibliometric analysis approach. The bibliometric analysis research method maximizes the analytical tool, namely Vosviewer. This approach explores relocating the National Capital by reviewing publications and research globally, especially in the socio-political field indexed in the Scopus database. This study found 176 most relevant publication documents and was considered influential on other published documents. In line with the discourse on relocating the Indonesian capital, this study finds that the tendency of Indonesian researchers to distribute publication documents is very minimal globally, but the results of this study view that the study of the relocation of the National Capital has the potential to be extensively researched in the future, especially in the socio-political field. Some topics are relevant to be studied, including urbanization, regional development, economic development, political geography, government relocation, modernization, identity construction, state-building, climate change, and others. The contribution of this research becomes a reference for further researchers in determining the position of contributions to the development of more relevant research in the future.
