The moments that preceded the 2022 Brazilian presidential elections were defined by an intense and unprecedented political polarization between the democratic forces led by the former President Lula and the far-right faction led by the then in office President Bolsonaro. The aim of this chronicle is to analyze the historical context of this polarization, the facts that took place on the day to day of the election process, some of the proposals and debates occurred between both candidates, as well as the consequences of Lula’s narrow victory over Bolsonaro’s brand of ‘neofascism’ for the country at large.

This essay attempts to piece together the main trajectories of climate change and global health governance starting with the historical connectedness of the idea of the global. While the Global South and the Global North constitute key concepts in the approach to global governance of key issues such as climate change and health governance, this essay attempts to locate the historical course undertaken by both concepts within the context of colonialism and postcolonialism in the unequal exchanges between these geopolitical entities. The essay argues that the hegemonic relationship between the Global North and South is traceable to colonialism and its epistemic vestiges (manifest, for instance, through state laws and concerns of security) that have an adverse impact on the countries of the Global South where health and climate change governance is concerned. The essay suggests that the majority of the socioeconomic issues currently plaguing the Global South can be attributed to colonialism and imperialism, which were supported in many parts of the world in the 19th and 20th centuries, as well as to the neocolonial and commercial strategies of extractive and exploitative capitalism of the 21st century. The costs of these changes must be considered in the context of a long-standing theme of the Global North's exploitation of the environment and the people of the Global South, particularly in terms of heritage loss, loss of biodiversity, extreme weather conditions, and even health emergencies like the COVID-19 pandemic. The essay concludes by advocating for a greater inclusion of the Global South in the governance of climate change through hybrid institutional complexes (HICs) in governing the global commons.

The article aims to analyse Ethiopia’s climate policies and the country’s positioning in international forums by exploring the narratives constructed with climate change mitigation and adaptation strategies and plans since the 1992 Rio Declarations to the launch of the 2019 Green Legacy campaigns. But in the face of diligence in the production of such policies by FDRE governments, at the local level, as in the four kebele in Northern and Southern Ethiopia researched ethnographically, there is no echo of longstanding climate policy. In the name of climate change, new labels have been given to old projects to support farmers in their daily lives. Indeed, this article intends to show how those plans and strategies are produced to remain as such and not become practices, and to intercept the acclaim and economic support of international climate governance.

Civil resistance made a significant contribution to the largely peaceful end of the Cold War and has become an increasingly important factor of post-Cold War international politics. This essay proposes a historical reflection of civil resistance from the end of the Cold War to the present, in relation to some crucial issues on the contemporary international scenario. Taking 1989 as the starting point, the main aim of this study is to explore the legacy of the “Long 1989” in the evolution of civil resistance. The essay focuses on three main issues: i) the rise and decline of the post-1989 liberal cycle of civil resistance in Europe; ii) the consequences of the Tiananmen Square Massacre and the emergence of a new Chinese authoritarian state capitalism; and iii) the impact of the technological and digital revolution on post-1989 civil resistance.

According to the U.S. Department of Defense, up until December 2022 the Biden Administration has invested approximately $20 billion in security assistance to Ukraine. Part of this total amount has been allocated under the provisions of Public Law 117-118, known as “Ukraine Democracy Defense Lend-Lease Act of 2022”. Passed by the Congress earlier this year, such law clearly evokes the nearly homonymous act of 1941. The essay intends to bring some historical perspective into the analysis of the current U.S. effort to support Ukraine.

Recently, international refugee law has undergone important gender-sensitive developments that have made it possible to overcome the only apparent neutrality of the 1951 International Convention on the Status of Refugees. Nonetheless, States maintain a standoffish position that does not guarantee certainty in protecting women’s rights. This situation is linked to the fact that international refugee law was created to respond to the needs of a particular context, that of displaced persons of the Second World War. Its original version did not include a gender or sex perspective. In this paper, taking as a starting point the situation of Afghan women after the return of the Taliban to power last August, we will first analyze the gender-sensitive developments in international refugee law. First of all, the possibility of interpreting the elements necessary for granting refugee status in light of the gender perspective will be emphasized. Furthermore, the gaps that still exist, especially regarding the possibility of considering the so-called domestic or private violence as a form of gender-based violence justifying the granting of international protection under the 1951 Convention will be considered. In addition, the paper will propose a test that judges or competent authorities in each country should apply to consider whether the granting of international protection to women victims of gender-based violence would be justified. This test will be constructed in the light of the criteria developed by national and international case law, regarding gender-based violence.
