The relevance of the study is due to the need to strengthen control over the implementation of the regional investment policy to activate investment processes. The article clarifies the role of public audit of the use of public resources to create a favorable investment climate, ensuring investment flows to the regions, as well as methodological approaches to conducting control measures. The study used formal logical, statistical methods, analysis and synthesis. As an element of scientific novelty, the authors formulated a version of a possible topic for a control measure, as well as audit objectives and questions of a control measure program, the implementation of which will provide data for conclusions and conclusions on its results. It is proved that the state audit covers the entire cycle of using budget funds to create a favorable investment climate as a result of the preliminary, current and subsequent audit by applying the following types: a strategic audit; financial audit; performance audit.

The article is concerned with the development of the use of information technologies and accumulated information in business management in order to make all types of business activities more efficient and, thus, to provide a new quality of economic growth. The authors studied the stages of the use of information technologies development in accounting, identified their advantages and disadvantages, and also identified new stages in the development of information technologies: artificial intelligence, machine learning, blockchain technology. There were substantiated digital technologies potential in business entities operation process. The paper determined that companies can form technological capabilities and infrastructure that are required for more effective risk management and data analysis in the future in the process of efficiency upgrading. The strategy of development of the region in the context of digitalization of the economy opens up new opportunities in assessing the prospects of improving production systems. It is possible to develop more accurate methods for modeling targets that take into account the efficiency of consumption of production resources. A digital model allows formalizing technical, social and economic factors as an efficient tool of production management. Particular attention is drawn to the constitutive features of the digital folklore, both general and specific. Internet communication endows digital folklore with peculiar features, which lead to serious changes in traditional folk culture. The focus is made on its communicative function, conditioned by special aspects of the internet medium. The internet forms a special communicative environment that gives rise to innovative cultural and linguistic phenomena. It reflects users' thoughts and ideas, expressed in the form of a text, synthesized with graphics, sound, and animation. The new communication medium contributes to the implementation of various language tools and stimulates users' creativity. Language becomes a tool for their creative personal expression. The new communication channel brings new forms of expression and new communication models.

Nowadays the media communication plays a crucial role in people entering the informational and cultural space of society. Talk shows are one of the most popular television genres, which affects the entire spectrum of topics and issues discussed in the public. The main function of a talk show is not only to transmit information, but also to influence the audience in order to promote a certain idea. Thus, the speech of the talk show hosts is one of the means of power. This effect is carried out by using certain prosodic means in the speech. The present survey is of particular relevance to the study of prosodic characteristics of speech and their role in the talk show discourse due to the shortage of scientific publications in open access. The actual material for the study includes fragments of the hosts' speeches of the popular British and American talk shows in their relevant countries and overseas. On the basis of acoustic analysis, the typical features of a prepared and spontaneous monologues and dialogical speeches are revealed. In conclusion the authors compare basic prosodic means in British and American talk show discourse.

The article describes technologies applicable for project-based approach to the system of teachers training, the mechanism of implementation of project-based approach in pedagogical Universities. The paper presents the procedure and outcomes of experimental activities aimed at examination of the real-life effects in organization of project-based activities by students immersed in a high-tech educational environment. System and structure-oriented analysis was applied to managing professional activities of teachers-to-be. Pedagogical experiment, observation and recording the peculiarities of project activities, experience generalization and systematization of the project-based approach in a pedagogical University. Content and conditions of the organization of project activities of students in a high-tech educational environment are updated. Identified qualitative and quantitative indicators characterizing the level of initial professional experience sufficient for the implementation of professional activities in school. The outcomes lead to the conclusion about the effectiveness of applying technologies in project-based approach to teacher training system immersed in a high-tech educational environment.

The main purpose of this article is to conduct a comparative analysis of existing methods for assessing the investment attractiveness of territories, as well as to determine their shortcomings and problems of their use. For this purpose, the existing methods of assessing the investment climate and attractiveness were described, and their critical and comparative analysis was carried out. As a result, it was concluded that the existing methodological approaches to assessing the investment attractiveness of the territory do not simultaneously reflect the objective situation in the analyzed socio-economic system, the sectoral specialization of the local economy and do not allow determining the directions of state management of the investment process, which confirms the relevance and need to develop an appropriate methodology for evaluating the category under study. The next stage of the research will be devoted to solving this problem and will be presented by the author in future publications. The materials of the article can be used by regional and municipal authorities in determining ways to assess the investment attractiveness of territories based on their tasks.

In modern conditions, the issues of effective use of the human factor, primarily the issues of training, motivation of workers, intensification of their actions in the interests of the enterprise, as well as the effective use of labor are of great importance. To solve this problem, the article proposes to improve the system of indicators characterizing the use of labor in industrial enterprises and measures for training and motivation of workers. As additional indicators of the use of human capital, it is considered appropriate to use the productivity indicator recommended by some economists, which characterizes the ratio of revenue to the wage Fund, as well as social contributions per worker. An important indicator is the share of wages with contributions to insurance funds, in value added and the ratio of output calculated using value added to wages (value added per 1 worker, related to wages). It is proved that the improvement of professional training and motivation of employees is most fully implemented in enterprises belonging to the territorial innovation clusters. This provision is illustrated by the example of the titanium territorial innovation cluster.
