The effects of convergence of regional systems in the digital economy 区域系统融合对数字经济的影响

The present study is devoted to the extremely important at this time problem of improving the management of the information space in the region under the transformation of the world economic paradigm, which consists in the digitization of economic relations of economic entities. In constructing the methodological base of the research, the basic principles of information theory were used, as well as the authors' earlier research on this topic. One of the key features of the study is the use of the entropic approach used in the first half of the 20th century by C. Shannon, in combination with the previously identified and proven author's approach to calculating the synergistic effect from the convergence of information spaces that takes place in the digital economy. On the basis of theoretical and methodological methods, author's model is developed, on the basis of which a surface characterizing the decrease in the entropy of clusters of information systems in the regional information space created during the convergence is constructed using three-dimensional modeling. The patterns of this decrease are shown, as well as practical approaches to the calculation of the quantitative characteristics of the processes occurring. In the study, based on the revealed regularities, taking into account general scientific interdisciplinary methods, including entropy and synergetic approaches, it is shown that the obtained results characterize the current changes in the sectoral economic structure, and the proposed methodological approaches are appropriate for managing the processes of regional informatization during the transition to a digital economy.

Forecasting scientific and technological development as a basis for the formation of the digital economy 预测科技发展,作为数字经济形成的基础

The transition to the next technological order, a radical change in the organization of industrial production leads to the formation of a new "intellectual economy", which opens new directions of economic growth, increases the economic efficiency of production and expands the possibilities of consumption, creating new areas of economic activity. Currently, Russia is significantly inferior to the leading countries of economic development in terms of the rate and quality of economic growth. The main reason is that the country has formed a dead-end export-raw material economic model based on increasing fuel and raw material exports. In this regard, scientific understanding of organizational and methodological problems of forming a technological basis for economic growth of the Russian economy in the context of global transformation of the world system of division of labor is one of the most important fundamental tasks facing Russian economic science. It is necessary to understand that the formation of the digital economy is possible only if there is a certain basis, expressed in the current level of scientific and technological development of the state. At the same time, its forecast estimates are necessary to understand in which direction it is necessary to move in order to provide conditions for ensuring a faster pace of formation of the digital economy. The article considers the theoretical aspects of modeling scientific and technological development, analyzes the existing experience and methodological developments in the field of modeling various indicators that characterize science and technology, offers a mathematical model of evaluation, as well as indicators for interpreting the obtained values into economic phenomena.

This article considers the investigation of features of process of creating a brand, brand policy, brand strategy in an educational institution. A terminological analysis of the concepts of "brand", "brand of educational organization", "educational brand" was carried out, the author's approaches were summarized, the common ground between the presented definitions were identified, and the main components of the educational brand were specified. The elements and principles that ensure the formation of a successful brand of an educational organization, and the criteria that are important for the promotion of a university brand are highlighted.

Automation of street lighting systems is an effective way to reduce energy consumption. Savings are achieved through controlled switching on / off of lights, which simultaneously leads to changes in lighting that are undesirable for pedestrians and drivers, and contradicts current standards. To ensure public safety, lights should be turned on in advance when pedestrians approach or vehicles appear within sight. A street lighting system based on a wireless sensor network is considered as a solution to the problem. The main concept of such a system is to create a wireless network of smart lights that actively interact with each other to predict the approach of pedestrians and transport. In this system, each lamp collects information and participates in the exchange and processing of data to detect approaching objects. The wireless sensor network of lighting fixtures is a distributed, self-organizing network with many sensors and actuators connected to each other via a radio channel.

Distinctive peculiarities of digital markets influence both customer behavior and supplier strategy. This creates specific competitive environment that covers international markets and makes companies find their ways to adopt to this new global business landscape. While the issues of attaining competitive advantages and competition assessment have been widely discussed by numerous researchers, there are some limitations of existing approaches due to digitalization, that require the new approach to analyses. Therefore, this paper aims to investigate the specific of new competitive environment and change of competitive relations in the digital market. Conclusions were based on the results of in-depth interviews with experts of the companies engaged in digital market.

The role of state audit in the formation of investment climate: regional aspect 国家审计在投资环境形成中的作用:区域层面

The relevance of the study is due to the need to strengthen control over the implementation of the regional investment policy to activate investment processes. The article clarifies the role of public audit of the use of public resources to create a favorable investment climate, ensuring investment flows to the regions, as well as methodological approaches to conducting control measures. The study used formal logical, statistical methods, analysis and synthesis. As an element of scientific novelty, the authors formulated a version of a possible topic for a control measure, as well as audit objectives and questions of a control measure program, the implementation of which will provide data for conclusions and conclusions on its results. It is proved that the state audit covers the entire cycle of using budget funds to create a favorable investment climate as a result of the preliminary, current and subsequent audit by applying the following types: a strategic audit; financial audit; performance audit.

The article is devoted to the problem of the skill of rendering professionally oriented articles in English. The article investigates the issue of media resources in enhancing the ability to render texts for professional communication. The ability to work with scientific and journalistic literature in English is outlined as one of the fundamental skills of professional activity. The demand to obtain information from foreign sources (digital media, media resources), understand literature in their specialty, and render it, is emphasized. The article investigates the requirements necessary to consolidate the skill of render English texts of professional orientation. The difficulties that might be faced when learning to render and review articles in their field of study are discussed. The article presents the stages of learning how to render a professionally oriented text and communicate it after working with media resources.
