Program deradikalisasi sudah berjalan di Indonesia sejak tahun 2012. Program ini menggunakan paradigma pencegahan dalam implementasi kebijakan-kebijakan yang dihasilkannya. Selama tujuh tahun pelaksanaannya, deradikalisasi mengalami cukup banyak tantangan dan hambatan. Sejauh ini, banyak kritik dialamatkan terhadap program deradikalisasi. Kritik-kritik, seperti terkait kurangnya anggaran, fasilitas di lapas, materi deradikalisasi yang diberikan kepada napi terorisme, bagaimana program kelanjutan pasca deradikalisasi, sampai pada persepsi masyarakat terhadap program ini yang cenderung tetap menghadirkan penolakan bagi eks narapidana terorisme setelah kembali ke masyarakat. Masalah-masalah ini muncul dan menjadi hambatan bagi efektivitas program deradikalisasi. Teori yang digunakan dalam tulisan ini adalah teori deradikalisasi dan teori efektivitas. Metode yang digunakan adalah kualitatif dengan analisis yang bersifat deduktif dan konseptual, serta cara pengumpulan data adalah melalui studi pustaka. Penyebaran radikalisme pada saat ini sudah menyerang semua lapisan masyarakat terutama generasi muda yang apabila tidak segera dilakukan pencegahan maka akan memberikan ancaman terhadap kestabilan dan keamanan di Indonesia termasuk di Kabupaten Deli Serdang. Kodim 0204/DS merupakan Satuan Teritorial yang salah satu tugas pokoknya untuk melaksanakan pembinaan teritorial. Pembinaan teritorial Kodim 0204/DS dilaksanakan dengan metode Komunikasi Sosial, Bhakti TNI dan Pembinaan Perlawanan Wilayah. Penelitian ini dirancang guna memperoleh pemahaman untuk mengimplementasikan kegiatan Komunikasi Sosial Kodim 0204/DS dalam mencegah radikalisme di Kabupaten Deli Serdang. Tujuan dari penelitian ini : pertama, menganalisis Komunikasi Sosial Kodim 0204/DS di Kabupaten Deli Serdang; kedua, menganalisis implementasi Komunikasi Sosial yang dilaksanakan oleh Kodim 0204/DS dalam mencegah radikalisme di Kabupaten Deli Serdang. Penelitian ini menggunakan metode kualitatif. Data diperoleh melalui observasi, wawancara, teknik dokumentasi dan triangulasi. Teknik analisis data lebih banyak dilakukan bersamaan dengan pengumpulan data saat peneliti berada di lapangan. Lokasi penelitian yaitu di wilayah Kodim 0204/DS khususnya Kabupaten Deli Serdang. Hasil penelitian menunjukkan bahwa: 1) Komunikasi Sosial secara teori dapat dilaksanakan sesuai program kerja bidang teritorial yang ada walaupun pelaksanaannya belum optimal dan perlu ditingkatkan pada aspek-aspek yang mendukung terjadinya proses komunikasi yaitu sumber, pesan, media, penerima, pengaruh, tanggapan balik dan lingkungan; 2) Implementasi Komunikasi Sosial didukung oleh sumber daya, cara dan tujuan yaitu untuk mencegah radikalisme di Kabupaten Deli Serdang. Komunikasi Sosial Kodim 0204/DS dalam mencegah radikalisme dapat diimplementasikan namun perlu ditingkatkan lagi. Brunei Darussalam merupakan negara yang kaya akan sumber daya alam seperti minyak bumi dan gas alam. Sumber pendapatan negaranya sangat bergantung pada sektor migas. Ketika harga minyak dunia turun, hal ini juga berpengaruh pada perekonomian Brunei Darussalam sehingga pemerintah Brunei Darussalam memangkas anggaran pertahanannya pada tahun 2015 sebesar 25%. Namun, pada tahun 2018, anggaran pertahanan Brunei Darussalam mencapai B$ 492,754,700, meningkat 12,9% dari anggaran tahun sebelumnya. Penelitian ini berfokus kepada sektor migas Brunei Darussalam yang memiliki pengaruh terhadap anggaran pertahanan Brunei Darussalam. Besaran anggaran pertahanan suatu negara akan mempengaruhi kekuatan pertahanan, termasuk aktivitas diplomasi pertahanan didalamnya. Konsep yang digunakan untuk menganalisis studi ini adalah konsep diplomasi pertahanan. Hasil penelitian ini menunjukkan bahwa terdapat key results area dalam pertahanan Brunei Darussalam, yaitu integritas wilayah, kapasitas militer, mendukung pendekatan whole-of-nation, diplomasi pertahanan yang efektif, keterlibatan militer dalam misi internasional, sumber daya manusia berkualitas tinggi, dan image pertahanan yang berwibawa dan kredibel.Kata Kunci : Brunei Darussalam, diplomasi pertahanan, sumber daya alam

Masyarakat menjadi salah satu sumber potensial untuk membangun kekompakan, kekuatan maupun kekukuhan bagi bangsa Indonesia. Akan tetapi, membangun kondisi soliditas bangsa Indonesia di tengah arus globalisasi saat ini memiliki banyak tantangan. Salah satunya dengan upaya mengkondisikan masyarakat yang bersatu dalam menjaga soliditas bangsa. Metode penelitian pada kajian ini menggunakan studi literatur dan observasi penelitian penulis sebelumnya. Hasilnya adalah analisis peranan soliditas masyarakat dalam swakelola energi terbarukan menuju kemandirian energi pendukung kekuatan pertahanan Negara, melalui penerapan dasar swakelola energi mencakup: (1) kesadaran pentingnya soliditas warga dalam swakelola energi terbarukan melalui partisipasi masyarakat yang solid dalam suatu komunitas sehingga menjaga kesoliditasan bangsa bukan hanya imbauan yang bersifat normatif, namun perlu ada regulasi yang jelas tentang keterlibatan aktif masyarakat dalam mendukung program pencapaian bauran energi terbarukan 23% pada Tahun 2025; (2) masyarakat menjadi penggerak kesoliditasan swakelola energi yang berhasil memfasilitasi masyarakat lainnya dalam menyediakan energi secara mandiri serta ikut menggerakkan tumbuhnya ekonomi kerakyatan mendukung pertahanan negara.Kata Kunci: energi, soliditas masyarakat, swakelola

Selat Malaka sebagai salah satu selat yang memiliki nilai strategis dalam perdagangan dunia kerap menghadapi berbagai ancaman keamanan non-tradisional. Sesuai dengan UNCLOS, littoral states seperti Indonesia, Singapura, dan Malaysia berkewajiban untuk menjaga keamanan di wilayah perairan Selat Malaka agar perdagangan dan ekonomi dunia tidak terganggu. Penelitian ini menganalisis bagaimana kerangka kerjasama Malacca Straits Patrol (MSP) dibentuk sebagai sebuah kerjasama yang dibentuk oleh littoral states dalam rangka menjaga stabilitas keamanan di wilayah perairan Selat Malaka. Peneliti menggunakan metode penelitian kualitatif melalui studi pustaka. Data yang diperoleh dianalisis menggunakan konsep kerja sama pertahanan dan diplomasi pertahanan. This study entitled Business Contribution of Seaweed Cultivation in Expanding Employment and Improving Community Welfare in Pangkajene and Islands Districts. The formulation of the problem raised is how the contribution of seaweed cultivation in the Pangkajene and Islands Regency in order to expand employment and improve community welfare and what factors hinder seaweed cultivation in Pangkajene and Islands Districts. This research use desciptive qualitative approach. The results showed that the contribution of seaweed cultivation in Pangkajene and Islands Regency was based on the findings that seaweed farming could improve the welfare of the community in the Pangkajene and Islands regencies. So that the utilization of seaweed in Pangkajen district can then be developed towards the commercial sector to be exported and traded as raw material for the manufacture of agar-agar or carrageenan. Factors that hamper seaweed cultivation in Pangkajene and Kepulauan Regency are related to providing business financing and business capital and natural factors because seaweed cultivation depends on seasons and inadequate seeds, so that seeds and capital are needed so that seaweed cultivation can be developed.Keywords: contribution, seaweed cultivation, community welfare.

Penelitian ini berjudul Kontribusi Usaha Budidaya Rumput Laut Dalam Memperluas Lapangan Kerja dan Meningkatkan Kesejahteraan Masyarakat di Kabupaten Pangkajene dan Kepulauan. Rumusan masalah yang diangkat adalah bagaimana kontribusi usaha budidaya rumput laut di Kabupaten Pangkajene dan Kepulauan dalam rangka memperluas lapangan kerja dan meningkatkan kesejahteraan masyarakat dan faktor-faktor apa yang menghambat usaha budidaya rumput laut di Kabupaten Pangkajene dan Kepulauan. Penelitian ini menggunakan pendekatan deskriptif-kualitatif. Hasil Penelitian menunjukan bahwa kontribusi usaha budidaya rumput laut di Kabupaten Pangkajene dan Kepulauan berdasarkan temuan yang didapat bahwa budidaya rumput laut dapat meningkatkan kesejahteraan masyarakat di Kabupaten Pangkajene dan Kepulauan. Sehingga pemanfaatan rumput laut di Kabupaten Pangkajene kemudian bisa dikembangkan kearah komersial untuk diekspor dan diperdagangkan sebagai bahan mentah untuk pembuatan agar-agar atau karaginan (carageen). This article analyses the various factors that caused latent conflict in Balinuraga to be manifest conflict, also how conflict transformation is carried out to change conflictual conditions to be harmonious, destructive to constructive. Indonesian Survey Circle (LSI) noted that Lampung entered into five (5) regions with the worst levels of discrimination after the reformation. So, the researcher feels the need to raise the theme of conflict transformation in Balinuraga as the title and subject matter of this paper. This research was conducted using qualitative methods by collecting data through interviews, observation and documentation. The researcher used several theories and concepts, such as Conflict Theory, Conflict Transformation Theory, Cooperation Theory, Social Identity Theory, ABC Triangle Concept Galtung Conflict, SAT Concept, and Peace Concept. The results showed that conflict in Balinuraga was triggered by juvenile delinquency, extended with the issue of ethnicity and arrogance between groups as an accelerator, and was motivated by transmigration policies and the issue of economic inequality as structural factors. Conflict transformation efforts are carried out in four dimensions, namely personal, relational, cultural, and structural in order to realize sustainable peace and national security.Keywords: conflict, conflict transformation, ethnicity, culture, and peace

The availability of clean water is a large part of the main problem in the area of West Manggarai Regency, East Nusa Tenggara. Eventhough there is correlation between factors of adequate water, health and economic development. One area that represents this condition is in the village of Labuan Bajo. The enchantment of the tourist island of Flores found in West Manggarai Regency, where Labuan Bajo is the gateway to entering the tourist charm is a place that tourists really want to visit. As a government effort to tighten border supervision and safeguards the Labuan Bajo maritime, the government formed the Indonesian Navy post. Therefore, the availability of clean water is needed in the area, besides to meet the needs of the Labuan Bajo community, improve facilities and infrastructure to bring in many tourists, also for fulfilling the logistical support of the Navy's headquarters. To meet water needs, there are 2 options that are expected to solve the problem, namely (1) mapping of underground water in the village of Labuan Bajo and pumping it using electric power from the voltaic photo results, and (2) when there is no item (1) then pumping water from the reservoir is available at a distance about 3 km from the village of Labuan Bajo. Considering the contour of the area, the needed to make new reservoirs and water pumping systems from the reservoir available, so that an adequate level of water is obtained for drain water to the village. Mapping of underground water is carried out with using the geoelectric method. If option 1 is successful, then the system that is built can be used as a model of pumping underground water, mainly in the area of West Manggarai Regency that needed it. Then the water obtained will be processed through the Reverse Osmosis process to produce ready to drink water.Keywords: clean water supply, photovoltaic, renewable energy, rural area, water pump

The establishment of the “Indonesia Security Incident Response Team on Internet Infrastructure (ID-SIRTII)” is a tactical step by the Indonesian Ministry of Information and Communication to ensure the stability of national information regarding cyber protection and all forms of threats. This study explores the urgency of ID-SIRTII to prevent global cyber threats. The study found that cyber threats in Indonesia are very complex, seeing the variations of actors, motives, and targets (civil or military purpose). This complexity can be explained through the following four aspects, namely : (1) by understanding of Geometripolitic studies in cyber, there are at least two domains that can be reached, namely “the using of cyber for high-politics purposes (military)”by formulating and activating of Cyberpower to face the Global Cyber War(PSG), Wold Geometri War (PGA), and the forming of “Siber State or Siber Government”; and “the use of cyber for low-politics purposes (civil)”by the protection of civil activities in cyberspace; (2) in order to prevent the spread of national cyber crime, the implementation of the ID-SIRTII policy is integrated with the national cyber institutions; (3) in order to prevent the Global Cyber Threat, the implementation of ID-SIRTII policies needs to be strengthened and well-integrated with the regional and global cyber institutions; and (4) considering of the two “functionalism of cyber” also to form a structuralism of Indonesian National Defense and Security system in the cyber sector, nowdays Indonesia needs to build a CyberForce as a complement to the Army, Navy, and Air Force.Keywords: defense, security,cyber, ID-SIRTII, cyber force
