Introduction. The global structure of economy and business has been changing. New technologies and innovations occurred replacing or minimizing the role of old once. A number of traditional companies and industries must adopt new emerging technologies in order to survive on the international market. Moving from industrial society to Industry 4.0 society a few critical transformations should be taken into account. If it is understandable that innovations and technologies can benefit the whole economy and society in many ways, it is important to analyze what are the external factors that accelerate the development of innovative startups and technologies to boost the growth, development and welfare of societies and economies. Aim and tasks. The purpose of this article is to assess the development of startups and technology based companies in a number of European countries and to identify a group of countries that has the most favorable environment for startups and technology proliferations. Results. The findings of the research revealed that the most favorable countries for startup and technology-based companies’ creation are Scandinavian and Western European countries, the least ones – mainly Balkans. The findings claim that macroeconomic stability and skills (broaden concept is human capital) are the most important factors influencing the creation and adoption of startups and technology-based companies. Meanwhile the national market size is the least important factor. Conclusions. The conducted research presents that the most favorable countries for innovative startups and tech-based companies are mainly Scandinavian and Western European countries. It is important to notice that Scandinavian countries have exceptionally leading the list in this field. As analysis showed, macroeconomic stability and skills (to a broader concept human capital) are the most significant factors for technologies and innovations to occur. Finally, the market size seems to be the least important factor for technology and innovative startup development. It can be explained that startups and technologies by its nature are scalable businesses those market is entire globe.

Innovative entrepreneurship is one of the applied spheres, in which the implementation of core competencies: knowledge and skills from other areas is complicated nowadays due to challenges and rapid changes. Management systems for small and medium-sized enterprises are not so classical now, but horizontal and, what most importantly – flexible, agile is. Thus, it is proposed to turn to modern models of people management to increase the effectiveness of companies and institutions for future economy development. Aim and tasks. The article appeals to management innovation and the use of the “mobility gap” as one of the most discussed economic problems that are necessary for the urban areas and require an appropriate solution development. The proposal is to use smart logistics for an effective people management system for innovative small and medium enterprises to zoom the weight of the cluster unit. The assertion that the increasing impact of horizontal management in outsourcing services is the way for further development and modernization of tax policy for the local economy. Results. In the nearest future, the character of the local economy will change as communities develops cities, improving the quality of life, ensuring safety and neighbourhood policy and stimulating creative development. And it will create opportunities for cutting-edge initiatives, entrepreneurship and local municipalities, as well as developing relationships and competencies based on innovation and creative interaction between stakeholders in the new digital reality, while remaining people-centred. It is proposed to introduce management innovations into the management system according to the developed model according to the agile method of modernization: “to do” – list; "in progress" and motivation; “to verify” – monitoring; “done” – analysis; and business scaling. And to customize services, it is necessary the high quality achieving, speed that meets the needs of the market, and the quick creating of unique innovations. Conclusions. This methodology has been tested by the project – Erasmus 2020, despite the “lockdown” conditions, by the open data project “City Code” with the aim of creating conditions for sustainable urban development by combining: talents, technologies, tolerance, and should be used to people management of small and medium-sized innovative enterprises.

Introduction. Improving labour efficiency is the key to successful operation of any organization. Social and economic development of the state is largely depends on the in-depth study of labour efficiency management. These issues should be solved at certain enterprises at macro- and meso-economic levels. Aim and tasks. The purpose of the article is to deepen theoretical and methodological principles and develop practical recommendations for improving labour efficiency. Results. The generalization of theoretical and methodological provisions of the category of labour efficiency is carried out. Methodical approaches to the evaluation and measurement of labour efficiency at enterprises have been considered. It is established that labour efficiency, as an economic category, takes into account many aspects that reveal it through certain characteristics, which are expressed in labour productivity, quality and labour performance. It was found that increasing the production of surplus products can increase productivity, but will reduce its efficiency. It is noted that labour efficiency is a dynamic indicator that reflects evaluation of changes in the sum of indicators of labour quality and productivity, life quality of all stakeholders involved in the working process and the use of its results. It is proposed to consider the category "labour efficiency" in terms of qualitative and quantitative criteria and substantiate the essence of labour efficiency, which reflects qualitative component in the form of products of specific consumer quality with value added and quantitative component in the form of manufactured products to the amount of labour spent on its production. The method of building a model for determining the coefficients of rating of the factors of enterprise development using the method of linearization of the model of labour efficiency is proposed. Conclusions. It is proposed to evaluate labour efficiency at the enterprise using a quantitative criterion which is the average hourly output of one employee, and a qualitative criterion which is the average hourly value added per employee. The increase in value added at the enterprise is achieved through the optimization of all production processes. The comparative complex analysis by means of the method of defining specific rating coefficients (SRC) of influence of development factors on labour efficiency at the machine-building enterprises is carried out. Proposals have been developed to evaluate optimal conditions for the development, stability and decline (bankruptcy) of machine-building enterprises.

Introduction. This case study examines the economic justification for the implementation of a circular economy. The case study is structured in 2 parts. The first part describes the principles of circular economy and business models, covering the theoretical basis of this study. The theoretical basis includes a description of the principles of circular economy and the possible implementation of these principles in business operations. The second part evaluates the impact of the introduction of circular economy principles and business model on the company's financial performance and company value. The methods used are economic evaluation and investment decision methods and financial analysis, modeling and forecasting. The limitations are the research based on one company and the fact that the financial statement for 2019 was not submitted at the time of writing; however the results obtained are applicable to other companies and industries. The principles of circular economics and business models described in this case study can serve as a example for companies considering implementing the principles of circular economy in business operations. Aim and tasks. The purpose of the study is to determine what the principles of circular economy are, how to implement them in business and how their implementation affects business results and company value. Following tasks have been defined in order to achieve the aim: describe the principles of circular economy, business and financing models; to analyze the business models of the circular economy in Latvia and in the world and to evaluate the impact of the implementation of the principles of circular economy and business model on the company's financial indicators and the company's value. Results. Evaluating the investments made by the company AS “Cēsu Alus” and the planned investment projects related to the modernization of production equipment and improvement of efficiency, it can be concluded that the implementation of circular economy investment projects will be profitable. The company has opportunities to continue the investment project program; moreover, based on the experience of similar companies studied, AS “Cēsu Alus” can create additional revenue streams for the company when adopting circular economy principles. Conclusions. Investing the company's funds in investment projects designed to improve the company's efficiency, ensuring resource savings and efficient use, which in turn leads to financial savings, the company's value increases significantly, thus concluding that circular economy investment projects that save resources and improve the efficiency of the company will make the greatest contribution to increasing the value of the company.

Introduction. In modern conditions, enterprises have every opportunity to implement all types of international economic activity. The main issues are the administration of the efficiency of international economic activity. The urgency of the work is due to the need for comprehensive research in the field of administration of efficiency of international economic activity. Aim and tasks. The purpose of the article is to study the administration of the effectiveness of international economic activity and review the regulations on its implementation. This defined the following tasks: 1) to investigate the regulations of international economic activity of the enterprise; 2) to analyse the efficiency of foreign economic activity in terms of economic efficiency of imports; 3) to develop an approach to the administration of the efficiency of international economic activity of the enterprise. Results. The article examines the system of regulations on international economic activity of enterprises and its administration. The essence of the concept of "efficiency of international economic activity" and the classification of efficiency indicators are highlighted. Factors influencing the income and expenditure of international economic activity for its effectiveness are considered. The analysis of administration of efficiency of international economic activity of subjects of economic activity by means of an indicator of efficiency of import is carried out. The efficiency of one import operation is calculated on an example. It is proposed to consider the effective administration of import activities carried out by the company, if each 1 UAH costs more than 1 UAH income. Conclusions. The paper identifies the stages at which both internal and external administration of foreign economic activity of the enterprise. Stages for administration of efficiency by international economic activity of the enterprises are offered. According to the results of research, the need to create a regulatory framework for the administration of the effectiveness of international economic activity of enterprises is substantiated.

Introduction. Reforming the territorial organization of power on the principles of decentralization is one of the key areas of systemic social transformation in Ukraine. The development of a country is impossible without the development of its regions and depends on how effective and efficient is the management of human resources at the regional and local levels, which act as an economic resource and ensure its social integrity and capacity to implement reforms at the regional level. Aim and tasks. The purpose of this article is to study the impact of decentralization reforms in Ukraine, in particular its impact on management efficiency and ensuring the stability of human resources development for the balanced development of territorial socio-economic systems. Results. The paper considers theoretical and practical issues of decentralization as a process that is currently taking place in Ukraine. Emphasis is placed on the fact that decentralization should become a development factor for social, cultural, economic, financial, environmental and other systems, and through these systems a development factor for citizens. At the regional level, it is within the territorial socio-economic systems that human potential is concentrated and human resources are reproduced, which are a source of competitive advantage. Conclusions. The lack of rational zoning of territories and a balanced administrative-territorial structure is due to the lack of effective regional management, which should be based on the use of improved organizational and economic mechanisms for the development of administrative-territorial units. In conditions when human resources were considered not as a factor of production, but as an important resource for achieving the goals of the organization, uniting the interests of representatives of united territorial communities becomes the main principle of reproduction of human resources and balanced development of territories. To achieve the self-sufficiency of local self-government, a number of objective and subjective dangers of the development of undesirable political consequences are currently hindered. The decisive factor in overcoming the negative processes in the economy and social life of the country is the formation of personnel policy in a decentralized government, as the ability of government to manage effectively depends on the professional level of its managers.

Introduction. The study contributes to the theoretical knowledge by expanding understanding of auditory encoding of prices, further testing the working memory capacities, and understanding the psychological underpinnings of price perceptions. From a managerial perspective, our findings will help marketers to better understand the cognitive processes of price perception while voice-ordering through smart devices, thus improving company pricing decisions and increasing number of sales. Aim and tasks. In this study, we aim to understand the psychological underpinnings of price perception during “auditory” price information encoding. In particular, we research how the price pronunciation order of the item on sale (first the sale price and then the usual price or vice versa) affects the sale evaluation and subsequent purchase intention. Results. Prior to making predictions about price perception through auditory sense and its subsequent evaluation, we need to understand the cognitive processes underlying numbers encoding. Numerical cognition process follows five stages: (1) initial exposure to numerical information (i.e., numerical presentation in visual or verbal format), (2) numerical information encoding, (3) representation of the numerical information in memory, (4) retrieval of that information in order to perform some cognitive task (e.g. price evaluation), and (5) consumer response based on processed information. Thus, the internal consistency reliability of the questions has already been tested using Cronbach’s alpha parameter and has been proved to be of the appropriate level. Lastly, in addition to these context-related questions, we include two attention checks questions and the question on the questionnaire purpose in order to control for random box-checking and exclude responses which guessed the study reasons from further analysis. Conclusions. From a theoretical standpoint, this study contributes to two literature streams: (1) marketing literature on pricing and (2) the psychological literature on numerical cognition. In the pricing area, the findings of the study further support and shed light on the application of the anchoring effect during purchase decisions. The study taps into the area of conscious and unconscious comparisons with price anchors and helps to reconcile previous researches who found different effects of price anchors on willingness to pay for the product or service. In addition, the study provides novel insights regarding pricing decisions in “auditory” rather than “visual” domain, laying a foundation for further exploration of this area.

Introduction. After the global economic crises, there was a need to open and develop new opportunities for productive employment and to translate economic growth into extensive progress in all spheres of life. Therefore, the concepts of inclusive growth, inclusive economy, inclusive labor market aroused interest. Inclusive economic growth is a prerequisite for the evolutionary progress of society, because it is based on appropriate optimal employment and interaction of all actors in the social and economic environment. The countries of the European Union have put inclusive development at the heart of the growth agenda. Purpose and objectives. The aim of the study is theoretical and applied aspects of the implementation of inclusive growth on the example of the project "Inclusive labor market to create jobs in Ukraine" and to identify the main areas of solving interrelated problems in the implementation of this project. One of the objectives of the study is to substantiate the recommendations for the implementation of the project management process in public and social organizations in terms of inclusive growth. Results. The article considers the theoretical and methodological principles of the inclusive labor market and its components. The concepts of inclusive growth and inclusive labor market are defined. The preconditions and principles of the project "Inclusive labor market for job creation in Ukraine" in order to implement the latest management techniques, technologies and tools to improve labor market regulation are considered. Models of projects of participation of divisions of the State employment service of Ukraine for the purpose of introduction of standards of management of projects to management of projects of social and public spheres of the Ukrainian society are created. Conclusions. It is determined that an important institutional factor for the inclusive development of regions is an effective economic policy. State (public) regulation of regional development should be systemic, indirect, recommendatory and, most importantly, strategic. The socio-economic policy of the region should reflect the principles and goals of the administration and regional economic entities, directions and priorities of their activities, which are based on the national strategy. mechanisms for overcoming the economic crisis. Given these complexities, the project management system should become a key management methodology in today's information world. This management system is effective in the development and implementation of social innovations.

Introduction. Modern development of socio-economic sector makes adjustments to market environment. Enterprises require expansion of their activities and feel necessity to diversify risks. Satisfaction of consumer needs is accompanied by introduction of innovations in various areas. Focusing on marketing 3.0, when market activity should not only ensure enterprise’s profitability, but also care about consumer and environment, is embracing more and more enterprises and becoming modern business responsibility. Therefore, the problem of social entrepreneurship research in context of sustainable development is becoming relevant and important. Aim and tasks. The main aim of this work is to formulate theoretical means for social entrepreneurship research, which should reveal peculiarities of tools to achieve global goals of sustainable development. To achieve this goal, the following tasks have been solved in this study: analysis of definitions and study the essence of “social entrepreneurship” concept; interconnection of social entrepreneurship goals with global goals of sustainable development and compliance with modern concept of marketing 3.0. Results. Research of “social enterprise” definition allows to define it as stable business structure, tended to self-development, which forms mechanism of social support and infrastructure development through close integration into social system. Social entrepreneurship is aimed at solving social problems and other goals of marketing 3.0. Social enterprise is considered in context of sustainable development, which is a concept that requires balance between satisfying current needs of people and protecting interests of future generations, ensuring their necessity for safe and healthy environment, and it must be able to contribute to global goals of sustainable development at local level. Conclusions. Social enterprises have become an acceptable mechanism for solving socio-economic problems, as they are developing and expanding new tools to achieve global goals of sustainable development at local level. Social entrepreneurship has opportunity to involve socially vulnerable groups in public life and expand citizens’ activity. Social entrepreneurship today is aimed at positive social changes and providing basic human needs in an optimal way.

Introduction. Under such conditions, the problem of assessing the economic security of enterprises is actualized, which is designed to identify threats that arise in the competitive environment and the internal environment of the enterprise, to identify strengths and weaknesses in the activities of the enterprise, on the basis of which management decisions are made at the strategic level, to prevent negative situations at the operational levels of enterprise management. Aim and tasks. The purpose of the study is to assessing the economic security of forest enterprises in the Ukrainian Polissya region. Objectives of the study: generalization of scientific approaches to assessing the economic security of enterprises; determination of criteria for assessing the economic security of forestry; development and testing of methods for assessing the economic security of forestry in the Ukrainian Polissya region. Results. The calculations show a high and sufficient level of economic security in the studied forestry enterprises. However, there is a decrease in financial security indicators, which requires the adoption of current and strategic management decisions to improve financial results and improve the financial condition of forestry enterprises. The main problem is the inefficient structure of exports, namely the predominance of products with low benefit and insufficient investment in the development of technical and technological base. The proposed system of criteria and indicators can be significantly expanded depending on the ability of researchers to obtain additional information about the economic activities of forestry enterprises. Conclusions. A proposed method of assessing the level of economic security of forestry enterprises, which provides for determining the compliance of the current state of the business entity development goals (desired state), provides for the use of traditional indicators covering the main areas of economic activity of forestry enterprises. It is only important that the sample of forest enterprises is formed on the basis of belonging to the common forest area, similarity of forest area and forest area of these enterprises, as well as other factors that researchers may consider essential for the choice.
