Crafting the “Image of America”: The usia/University of Pennsylvania Certificate in American Studies (1960–68) 塑造“美国形象”:usia/宾夕法尼亚大学美国研究证书(1960 - 1968)

This essay examines the history of an academic certificate in American studies that was developed and implemented by Robert Spiller (University of Pennsylvania) at the behest of the US Information Agency, and targeted at non-US citizens outside of the US. The certificate’s genesis and trajectory were rooted in and inflected by contemporary interest in the field of American studies as offering a means of conducting cultural diplomacy by disseminating information about the US, its way of life, and the benefits offered by the democratic system. The history of the program, like that of the field as a whole, thus reveals how American studies assumed an ambassadorial role abroad for the nation in its new capacity as a world power. At the same time, it also shows the fault lines between the images of the nation that scholars and US officials sought to project, and what audiences abroad were most interested in knowing.

Contesting the “Bad Hombres” Narrative: U.S. and Mexican Media Diplomacy and Presidential Strategic Narratives about Immigrants 挑战“坏人”叙事:美国和墨西哥媒体外交和总统关于移民的战略叙事

During the candidacy and following the election of U.S. president Donald Trump, there was an emphasis on framing the Mexican immigrant as a criminal and on building a wall between the United States and Mexico. This narrative revived the debate on the treatment of immigrants and immigration in cross-national media. Within this context, this study analyzes the construction of the image of the Mexican migrant to the United States by both (former) President Enrique Peña Nieto and President Donald Trump during the first 100 days of the latter’s presidency, through news stories published in two U.S newspapers and two Mexican newspapers. Findings show that news stories describe Mexican migrants in contrasting ways, ranging from criminals (in the U.S. framing) to good migrants (in the Mexican efforts), and both frames are picked up by the transnational media, hindering long-standing public diplomacy efforts in both countries.

The historical dimensions of city diplomacy have faced neglect in diplomatic studies and diplomatic history. Historicizing the concept of city diplomacy, however, can benefit both disciplines. Through a case study on early modern Amsterdam’s considerable diplomatic ambitions, I argue that a historical case contextualizes current-day discourses in city diplomacy, and that cities must be assessed as diplomatic actors in order to further complete narratives on traditional state-driven diplomacy.

City Diplomacy: Another Generational Shift? 城市外交:又一次代际转变?

City diplomacy has a long history and has witnessed a clear sprawl over the last century. Successive “generations” of city diplomacy approaches have emerged over this period, with a heyday of networked urban governance in the last two decades. The covid-19 pandemic crisis presents a key opportunity to contemplate the direction of city diplomacy amid global systemic disruptions, raising questions about the effectiveness of differing diplomatic styles across cities but also the prospect of a new generational shift. This essay traces the history of generations in city diplomacy, examines prospects for novel ways of understanding city diplomacy, and contemplates how the pandemic’s impact heralds not the demise of internationalization in urban governance but an era in which city diplomacy is even more crucial amid fundamental limitations.

Harnessing Anger and Shame: Emotional Diplomacy in Early Modern Context 驾驭愤怒与羞耻:早期现代语境下的情感外交

Emotions were, in early modern literature on diplomacy, described as a parasitic and even dangerous manifestation, and this view has endured until today. A series of recent books and articles published in the field of the history of emotions lays however the groundwork to question this traditional analysis. This article thus aims to examine the possibility of a broader and more strategic use of emotions in early modern diplomacy than is often acknowledged, and therefore the possibility of what can be called an early modern emotional diplomacy. I will first provide a summary of what the honnête homme culture of Europe’s ruling class meant for an ambassador in terms of emotion control. I will then show, through a few examples from diplomatic occurrences during Charles ii of England’s late reign, some of the possible uses of emotion in early modern diplomacy. Thirdly, I will study through one very memorable display of emotion from the English king the way such a display could be prepared and staged in order to achieve full effectiveness. Lastly, I will put these one-time emotional displays in the perspective of Charles ii’s international policy, arguing that they were not conceived as isolated occurrences but as parts of a real diplomatic strategy in which emotion played a crucial role, in other words an emotional diplomacy.

This essay considers the phenomenon of British local authorities mobilizing to oppose the policies of apartheid in post-war South Africa. Activities include boycott, divestment, twinning agreements, media campaigns, and re-naming/memorialization. The activity is placed in the context of a transnational anti-apartheid network overseen by the United Nations organization. The campaign is shown to be inversely related the level of national government activity and especially associated with opposition to Margaret Thatcher and her government.

Governors, Regents, and Rituals: an Exploration of Colonial Diplomacy in Ambon at the Turn of the Nineteenth Century 总督、摄政和仪式:19世纪之交安汶殖民外交探索

This article analyses how the Dutch colonial state in Ambon in the early nineteenth century tried to reestablish relations with local regents, making use of already existing protocols that were produced during the period of the Vereenigde Oostindische Compagnie (1602–1799). Engaging in colonial diplomacy was very important because the demise of the voc (1796) and two short periods of British rule in Ambon (1796–1803 and 1810–17) had shaken Dutch rule to its foundations. To reestablish its legitimacy with these local rulers, the colonial state made use of diplomatic protocols, documents and rituals which had been drawn up and negotiated by the voc. This article will focus on comparing the so-called “Instruction for the Regents,” which was drawn up in 1771 by a voc administrator, with one that was reissued in 1818 by the colonial state and will analyze a number of rituals and protocols which played an important role in defining the relationship between the governor and the regents.
