University is one of the public spaces that have a high risk of COVID-19 transmission. These risks can be reduced with good information management, in which information management can be seen in the current information system. Brawijaya University has managed information about COVID-19 response, but the transmission risk is still high. The aim of this is to depicting the public information system on health protocols at Brawijaya University. The research use descriptive qualitative research method with spiral data analysis technique. The results showed that the existing information system consists of acquisition, production, storage, distribution and use of information. The findings showed that the existing public information system has not been able to provide a sense of urgency for the application of health protocols and the distribution channels used are not compatible with the distribution objectives.

This study explain the implementation of spesific nutrition intervention policy in attempt of stunting handling refer to Malang Regent Act No. 33 of 2018 about Stunting Prevention Efforts. A qualitative-descriptive approach used to describe the policy implementation according to A Model of The Policy Implementation Process by Donald Van Meter and Carl Van Horn. Amid of COVID-19 pandemic, several spesific nutrition activities were not carried out due to health budget refocusing. However, the proponent of implement agent such as nutritionist officer in Puskesmas and village tocologist are the key actors in pursuance of stunting integration action timeline. In adaption to this situation, home visits and appointments are made to reach a wider target group. The need for technical regulations as a continuity of Malang Regent Act No. 33 of 2018 to accomodate the handling of stunting through spesific nutrition intervention during the time of pandemic optimally.

Bali island is one of the international tourism destinations providing the main income from the tourism sector. Pandemic COVID-19 has caused economic disruption to the people in Bali due to travel restrictions so that travelers can not make visits to Bali. The government of Indonesia has attempted to overcome economic disruption caused by pandemic COVID-19 in Bali by launching the National Economic Recovery (PEN) program in the form of coral garden development or what is known as Indonesia Coral Reef Garden (ICRG) Bali. This program is implemented through a labor-intensive scheme that aims to provide an economic stimulant as well as efforts to restore the coral reefs. Based on the analysis, it is obtained lesson learned that economic stimulants can reach more target groups and restoration requires monitoring and maintenance efforts.

This research, which aims to analyze the process of implementing the policy of developing cultural tourism destinations in West Manggarai Regency, is reviewed through van Mater and Van Horn's approach: Basic measures and policy objectives, policy sources, interorganization communication and implementation activities, Characteristics of the implementing agencies, Social, Economy and Politics Conditions and disposition of Implementers, using qualitative research methods descriptive to identify some fundamentals related to the policy of developing cultural tourism destinations in West Manggarai. Based on the results of the research, the process of Implementing the Tourism Development Master Plan has been implemented but still leaves some fundamental problems, so that the implementation process does not work and leads to the achievement of the results that are the final goal of this policy, namely the attractiveness of cultural tourism which in terms of the quality of destinations and the quantity of tourists can become a tourist attraction and support the main tourist attraction of Komodo dragons, improving socio-economic life while introducing the culture and past history of the People of West Manggarai Regency.

This study aims to analyze voters' behavior in the presidential election in Indonesia. To achieve this goal, researchers limited the period only to the reform period. This is because at this time the political freedom of the people in choosing the president was very protected compared to the previous era. Voter behavior is identified from the political decisions of voters in determining the president and vice president. There are 3 main approaches used to analyze voter behavior, namely sociological, psychological, and rational choices. This research was conducted by using qualitative descriptive method with data collection techniques through observation and documentation. Because researchers are also voters, researchers are the main instrument of this research. The results showed that sociological and psychological factors greatly influenced voter behavior in determining political choices. Emotional voters towards leaders and parties form their attachment to candidates and political parties who ultimately determine their political decisions. In addition, similarities in ethnicity, religion, and regionalism also provide emotional voters in determining their political decisions.

Employee performance has an important role in supporting the success and success of the organization. The background of this research is the low performance of the teaching staff in the Household Subdivision of the State University of Malang (UM). Some indicators of performance decline include employee discipline at work, and ineffective performance of the UM Household Subdivision. The problem is thought to be related to factors that affect performance, for this reason it is necessary to analyze the factors that affect the performance of employees in the UM Household Subdivision. This study aims to analyze the effect of training, competence, leadership perception, compensation, experience, and motivation on performance both directly and through work motivation as a mediator variable. The results of this study indicate that training has a significant effect on performance, followed by compensation and leadership perceptions. Activities that are relevant to improving employee performance are further intensifying education and training programs, increasing compensation, and strengthening leadership management at UM.

Regulation of the Minister of Agrarian and Spatial Planning / Head of National Land Agency Number 6 of 2018 on 2018 on Complete Systematic Land Registration has been improved by adding its implementation based on society participation. This is to achieve the target in 2025 that all land must be registered. Kediri Regency in 2019 has 1.386 km² of land from 1.523.92 km² have not been certified. The head of the Kediri Regency Land Office formed 4 PTSL working area unit team but can not to handle the number of targets that had to be solved. Technical instructions of PTSL+PM is a reference to implement PTSL +PM in Dukuh Village so that the society can be actively helped Puldatan work quickly and carefully. The study aims to determine the implementation model of a complete systematic land registration policy based on society participatition in the Dukuh Village. The research method that will be used is a descriptive qualitative. Research has been taken and the resulths show that the implementation of the PTSL+PM policy in Dukuh Village has done well and achieve the registration target of 85% of the total quota of 2500 fields. This is seen from the content of the policy that requires the interests of the President in ensuring legal law. Adequate resource in terms od human resources, budget, facilities make implementation has done optimally in Dukuh Village.

Women as marginal groups have a large number in Indonesia. Women, especially in the rural area, generally have very limited knowledge and skills and they become more marginalized. Actualy they can become potential in national development if empowered. This research tries to describe the process of rural women empowerment in rural women’s school. Using descriptive research methods and qualitative approaches, this research focused on women's empowerment activities, learning systems, involved stakeholders and barriers faced by rural women's schools. The results of the study showed that empowerment activities were carried out by giving motivation, knowledge and skills. Learning system conducted through method of giving material, practice, and outclass. Stakeholders involved in running the schools are government, private sector, community and university. The obstacles in the implementation of this school are the fluctuating number of participants, limited funding, communication, and adjustment material training due to the absence of presenters.

Community leaders indeed become strategic actors for the government. In Pondok Aren, a meatball seller has led the UMKM Sahabat Pajak (USP) or micro, small, and medium enterprises (SME) community tax-friendly, they were successfully directed to mobilize a social movement "We're great at paying taxes" (Bayar Pajak Untung). This study aims to describe how Kantor Pelayanan Pajak (tax office) Pondok Aren seeks lay actors and builds their capacity to become community movers. With the ethnographic research method, the findings show that the government needs to be diligent in looking for them, getting to explore them from the original place every day they are working because persuading citizens with social capital is not enough. The government should not be fascinated by educational and professional backgrounds because it does not guarantee the noble attitude of citizens who voluntarily participate in building a functioning society towards social welfare.

This study describes the synchronization of spatial planning with the construction of toll road-based sustainable development in the Area of Interchange Tol Madiun. Aimed to explore the information from some source: BAPPEDA Kabupaten Madiun, Dinas PUPR Kabupaten Madiun, Office of the Bagi Village, and Communities around the Interchange Tol Madiun. The results showed that; first, the synchronization of spatial planning with the construction of the Madiun toll road not fully following the RT/RW (community association) plan and unable to be categorized as ideal planning. The application of the participation has been running well, but there is still a discrepancy on the principle of continuity and holistically. Second, the implementation of Sustainable Development in the construction of the toll road is not running balance between economic development, social and environmental. Supporting factor form is the strong legal basis and the high level of community participation. Inhibiting factors in the form of rationalization of the budget because of the pandemic Covid19 and the lack of personals resource that is pure has graduated in spatial studies.
