Evaluasi Pelaksanaan UNBK (Ujian Nasional Berbasis Komputer) (Studi Pada SMAN 5, SMKN 6 & SMK Wisnuwardhana Kota Malang) UNBK性能评估(基于计算机的全国测试)(在威斯康星州SMAN 5、SMKN 6和SMK贫困城市进行的研究)

The UNBK (Computer-Based National Examination) policy is one of the efforts to improve the implementation of national examinations at the elementary school to high school level. SMAN 5, SMKN 6 and SMK Wisnuwardhana are examples of schools that implement UNBK in the city of Malang. The implementation of the UNBK has been running from the 2015/2016 academic year to the 2018/2019 school year and the results can be evaluated. This study uses a qualitative method. For this reason, based on the CIPP implementation evaluation model taking into account the Context (Context), Input (Input), Process (Process), and Results (Product) factors, it can be said that the implementation of UTBK in the three schools is good, it's just that there is a decrease in student scores because the questions are tWoo difficult. and sometimes the question lattice doesn't come out. The factors that influence the implementation of UTBK are environmental culture; access to technology; and the condition of the socio-economic status of the community (students).

Strategy to Improve Accountability and Performance Management in Pamekasan Regency Government 帕梅卡桑县政府改进问责制和绩效管理的策略

The level of accountability for the performance of the Pamekasan Regency Government in recent years has experienced a significant increase, so a strategy is needed so that the value of accountability continues to increase. The purpose of this study is to provide an overview of strategies for improving accountability and performance management in the government in Pamekasan Regency. The results of the study indicate that strategies for increasing accountability and performance management in the Pangandaran Regency Government include the Regional Apparatus Organization conducting a satisfaction survey on the community in each of its services periodically, the need to strengthen SOP (Standard Operating Procedures) in public services, increasing standard adjustments and review programs with community involvement (citizen charter), increasing the intensity level of coordination between regional apparatuses in order to improve public service innovation, providing and managing public complaints facilities, encouraging service innovation in each regional apparatus, and conducting periodic socialization of service evaluation policies.

Model Perencanaan Sumber Daya Manusia di BKD Provinsi Jawa Timur: Sebuah Tantangan Menghadapi Pandemic Covid 19 东爪哇省BKD人力资源规划模式:应对大流行性新冠肺炎的挑战19

Planning for employee needs at BKD East Java Province has an important role because it is related to getting the right employees, in the right number, with the right capabilities, at the right time, and in the right place to achieve organizational goals both in the short and long term. The problem is the unequal capacity of OPD employees in aligning the direction determined by the Central Government and there are advantages and disadvantages of employees in the organization. The purpose of this study was to identify and describe the planning model for employee needs in the BKD of East Java Province in dealing with the Covid-19 pandemic, both in terms of the process and the reasons. The results of the study show that the BKD of East Java Province innovated changes in the needs planning process by coordinating and aligning the network (online) to deal with the Covid-19 pandemic. This is done as a way to ensure that the planning carried out can provide accuracy for OPD in terms of quantity and quality. It is necessary to increase the internal capacity of the OPD in order to create a good planning for the needs of employees in the Regional Government.

Model Pembinaan Pegawai untuk Meningkatkan Kinerja di UB Guest House UB宾馆员工培养模式

The purpose of this research is to find out how to develop employees at UB Guest House, what obstacles are encountered, and how to overcome these obstacles. These employee development activities include: education and training, career education, and discipline education. This study uses a qualitative method using triangulation techniques. The results show that: the management of UB Guest House is expected to set a clear budget in an effort to support the financing of career development policies, where the development must be carried out for employees who have potential in terms of education and work experience; as well as providing motivation to employees and increasing organizational commitment. This can be achieved by carrying out various coaching such as: training, promotion, and transfer.
本研究的目的是了解UB招待所如何发展员工,遇到了哪些障碍,以及如何克服这些障碍。这些员工发展活动包括:教育培训、职业教育和纪律教育。本研究采用三角测量技术的定性方法。结果表明:UB宾馆管理层希望制定明确的预算,努力支持职业发展政策的融资,其中必须对在教育和工作经验方面具有潜力的员工进行发展;以及为员工提供动力和增加组织承诺。这可以通过开展各种辅导来实现,例如:培训、晋升和调动。

Kepemimpinan Transformasional dalam Pelayanan e-Procurement (Studi di Unit Pengelola Pengadaan Barang dan Jasa Universitas Timor) e- procument服务变革领导(东帝汶大学采购与服务管理部门的研究)

Leaders roles in building working environment are vital. Therefore, transformational leadership required motivation and performances. This research aimed to investigate role of transformational leadership in e-Procurement at the Goods and Services Procurement Management Unit at the University of Timor. How transformational leadership and what factors obstruct and support in e-Procurement implementations. This research uses descriptive-qualitative approach to obtain comprehensive overview. The result shows that principal implementations in goods/ services and transformational leadership roles in e-Procurement has been implemented. Lack of human resources, low management competence in procurement and unclear career developments impact administrators on how serious they are. Nevertheless, Head of UPPBJ at University of Timor has high commitment becomes great power to reach the vision, mission and goals. Also, the existence of procurement agent can direct, guide and offer solutions to any obstacles faced by UPPBJ at University of Timor.

Universities have implemented many information systems that can facilitate the work of users but need to be considered to address the problems faced. Remuneration Information System at Brawijaya University has often been improved, both from the user side of the application and from the application system itself. The purpose of this study is to find out what factors affect the Net Benefits of Remuneration Information System (Study at the Faculty of Engineering Universitas Brawijaya Malang) using the theory of DeLone &McLean 2003. Hypothesis testing formulated in this study uses Partial Least Squares (PLS). The result of this study is that there are seven factors that affect the net benefits of Remuneration Information System, namely: System Quality against User Satisfaction, Quality of Information against Use, Quality of Information on User Satisfaction, Quality of Service to Use, Quality of Service to User Satisfaction, User Satisfaction against Use, User Satisfaction to Net Benefits. The quality of the System on Remuneration Information System has not been good so its use is still low and the use in remuneration information systems is still low so that the Net Benefit is still low.

This study aims to analyzes the empowerment of coastal communities in Surabaya as planned by the Surabaya City Government (Pemkot) in the Regional Regulators (Perda) Number 10 of 2016 concerning on Medium-Term Development Region Plans (RJPMB) of Surabaya City year 2016-2021. Data were collected by descriptive analysis research methods and approaches qualitative. The data were validated by interviews, observations, and documentations that shows the implementation of coastal community empowerment policies who was done by the Surabaya City Government to support Indonesia's maritime defense that has not been done. Based on Grindle's policy implementation theory approach and the empowerment model community by Hyman, the study revealed that coastal communities can be empowered to become one of the elements of Indonesia's maritime defense force and the deterrent againts the threats of the transnational crimes that use marine and coastal areas as an alternative media.

Data were collected by descriptive analysis research methods and approaches qualitative. The data were validated by interviews, observations, and documentations that shows the implementation of coastal community empowerment policies who was done by the Surabaya City Government to support Indonesia's maritime defense that has not been done. Smart Kampung, Mereduksi Birokratisasi Pelayanan Publik (Studi pada Desa Wringinrejo, Kecamatan Gambiran, Kabupaten Banyuwangi) 智慧乡村,减少公共服务官僚主义

Smart Kampung program is a program that is applied throughout the village within the scope of the Banyuwangi Regency Government. The program utilizes Information Technology (IT) to make it easier for people to get public services. This research aims to describe and analyze the implementation of services, especially in terms of population administration through the Smart Kampung program in Wringinrejo Village. Qualitative descriptive methods became the most rational choice in research, and data analysis was conducted with the interactive models of Miles, Huberman and Saldana. Data collection is done by observation, interview and documentation.The simple conclusion of this study shows that the implementation of public services through the Smart Kampung program is still not optimal given the lack of education to the community about the ease of the public service process through Smart Kampung, and the lack of details of budget utilization.

Akuntabilitas Kinerja Bidang Pertamanan DISPERKIM Kota Malang dalam Mewujudkan Good Governance 贫困城市第一梯队雇主在创建良好治理中的责任

The purpose of this paper is to describe the embodiment of performance accountability in DISPERKIM Parks Sector, Malang City. This paper is also based on the development concept of performance measurement from Speklé & Verbeeten (2014) through three indicators of operational use, incentive use, and explanatory use. The results of this study are: a) Operational use: in organizational operational planning and preparation of budget allocations is strongly influenced by institutional restructuring and the influence of regional heads in determining bureaucratic efficiency; b) Incentive use: the number of employees namely 214 people can only reach the target of 78.45%, so it’s not surprising that Malang City still receives accountability reports in the BB category; and c) Explanatory use: in the formulation of strategy and communication’s goal, the head of the department and the chief of sector are only limited to reviewing every quarter only, meaning there is no subordinate involvement in the formulation of strategy. For strategy and learning management it’s known that Parks Sector minimizes program and activity budgets, so that it’s used as a reference in observing budget absorption

Penguatan Kapasitas SDM-ASN Berbasis Kinerja di BAPPEDA Kabupaten Banyuwangi 加强BAPPEDA表演的sd- asn能力

This research focuses on efforts to strengthen the capacity of the apparatus of human resources within the Bappeda office in the Banyuwangi Regency. One effort to improve the quality of the apparatus is the method of education and training (Diklat), salary systems, and working conditions. This study aims to determine the process of strengthening the capacity of the HR apparatus in the Bappeda environment and the factors that influence the strengthening of the HR capacity of the apparatus within the Bappeda environment. This study uses a qualitative method. In this research, the theory used is the theory of capacity development initiated by Grindle. The results of this study are that strengthening the capacity of human resources with the education and training methods carried out by Banyuwangi Bappeda has an impact on improving the performance of each apparatus in accordance with their main tasks and functions. The working conditions in the Bappeda of Banyuwangi Regency are classified as good, as can be seen from routine coaching between superiors and staff. The payroll system is in accordance with applicable regulations.
