For strammerne i diskussionen om tildeling af dansk statsborgerskab er statsborgerskabet ikke en menneskeret eller noget, man kan gøre sig berettiget til ved at indfri et bestemt sæt af krav. Det er en gave eller et privilegium, som tildeles udlændinge på baggrund af folketingsmedlemmernes gode vilje, hvis og når sidstnævnte føler sig overbeviste om, at førstnævnte genuint bekender sig til de danske værdier og ikke udgør en trussel for demokratiet. I forsvaret for demokratiet og de liberale frihedsrettigheder skal lovgiverne kunne agere suverænt og suspendere alle principper. Borgeres til- og fravalg i velfærdsstaten har store konsekvenser for kvaliteten og indretningen af den offentlige service. Derfor er det også vigtigt for politikere og beslutningstagere at vide, hvilke faktorer der har indflydelse på borgernes til- og fravalg, og hvordan borgerne afvejer dem mod hinanden. Vi undersøger disse spørgsmål i en repræsentativ spørgeskemaundersøgelse, hvor vi beder respondenterne tage stilling til daginstitutionsvalg i et conjoint eksperiment. Resultaterne viser, at de inkluderede faktorer alle har meningsfulde effekter på sandsynligheden for valget af en daginstitution. Dog ser information om, hvorvidt daginstitutionen er offentlig eller privat/selvejende, ikke ud til at have nogen indflydelse. In modern welfare states, citizens’ choice of service providers is consequential for both service quality and the design of public services. Politicians and other central decision makers have a substantial interest in understanding how different factors affect citizens’ choice of service and how citizens make trade-offs between these factors. Using a conjoint experiment on a representative sample of Danish citizens, we study the importance of different organizational factors in the choice of daycare provider. Our results show that all included factors have meaningful effects on the propensity to choose a given provider. However, information about public vs. private ownership does not seem to have an impact on service choice. Additionally, we study whether having a high proportion of staff with pedagogical education can offset the negative impact of a poor staff to child ratio – this turns out not to be the case.

For the hawks in the Danish debate on naturalization, Danish citizenship is not a human right or something that you can earn by living up to a specific set of criteria. Rather, it is something that members of parliament bestow on foreigners as a benevolent act, if the members are convinced that the foreigners are genuinely committed to Danish values and do not constitute a threat to democracy. In the hawks’ view, the members of parliament are sovereign and should be able to suspend all principles in the defense of democracy and liberal rights. Thereby the hawks repeat the dilemma of militant democracy: Does the defense of democracy turn democracy into its opposite?

This article investigates whether the electoral cycle – the phenomenon where politicians formulate more generous policy close to elections – is moderated by the deservingness status of the recipient of said generous policy. We argue that strategic politicians will design generous policy only for deserving recipients whose welfare needs are perceived as self-inflicted. To test this, we coded all adopted acts and parliamentary resolutions in the Danish parliament from 1975-2019 that target five societal groups. With linear probability models, we find that politicians do in fact introduce more generous policies for deserving groups close to elections, while the effect of the electoral cycle is non-existent for undeserving groups. Our findings point towards a more disaggregated approach in the study of the electoral cycle.

Negotiation theory tells us how we should negotiate if we want to negotiate wisely. We learn how to make the cake larger and how to get as big a bite as possible. Negotiations are key in politics. Even so, not many scientific studies apply the negotiation theory framework to legislative negotiations, including Danish legislative negotiations. On the other hand, there is a literature that describes actual legislative negotiations in Denmark. To what extent do the negotiations literature and the described real-life negotiations match each other? Danish politicians can learn from negotiation theory to varying degrees, and negotiation theory can learn from Danish legislative negotiations. The dominant role of the minister in parliamentary negotiations substantially reduces the complexity problems normally associated with multiparty negotiations.

Forhandlingsteorien fortæller, hvordan man bør forhandle, hvis man vil forhandle klogt. Her lærer man om at gøre kagen større, og om hvordan man får så stor en bid af kagen som muligt. Forhandlinger er helt centrale i politik. Alligevel er der ikke mange videnskabelige studier, der anvender forhandlingsteorien på forhandlinger om lovgivning, ej heller om danske lovgivningsforhandlinger.
